The Fayetteville Plat Review Committee met at 3:30 P.M., Friday,
November 20, 1970, in the Directors Room, City Administration Building,
9i, Fayetteville, Arkansas,
Present: Don Bunn, Paul Mattke, Larry Wood, Harold Lieberenz,
Utility Representatives Present: Herbert Holcomb, Tom Epperson, Boone
Carlon, James Walker,
Others: F. H. Martin, Attorney for McIlroy Bank, Mike McDowell of the
Housing Authority,
Mr. Lieberenz introduced certain persons present for the first time:
James Walker with Arkansas Western Gas Company, Tom Epperson with
Southwestern Electric Power Company, Don Bunn'Assistant Water and Sewer
Superintendent.
The principal item for discussion at this meeting was'a development plat
for McIlroy Bank,
Paul Mattke stated that the developers had originally promised to put
all utilities inside a tunnel at the time the alleys were closed. They
now wish to change these plans to bury each utility in a separate trench.
He stated he thought this might be worked out satisfactorily if the
other utilities were agreeable; however, this raised some legal questions.
Should any lines under the basement parking slab break, he did not wish
to assume responsibility for damages. A water leak could float the slab.
James Walker said he understood the present alleyway is going to be cut
down approximately 3 or 4 feet below present grade. He did not think
the building could be served with gas with the present design.
Boone Carlon said he had no objection to the telephone lines being in
the same trench with the electrical lines since both would be rigid
conduit. All telephone service comes off Block Avenue; no need for
service beyond service to this building.
Herbert Holcomb stated SWEPCO plans two parallel 6 -inch conduits from
the East side of East Avenue past the building. He stated they would
have to have a clearance of a 10 £t. cube to service the transformer.
This was discussed in detail as a definite problem exists there.
Don Bunn said Junior Parker had told him the Street Department is
concerned with the short turn radius at the Northeast and Northwest
corners. A radius of 1419 3/8" is shown; at least a 20 ft. radius
is needed. Also, the radius should be 20 ft. coming out of the
property. Also, on the Northwest corner the entrance should be moved
further South, if possible, and have a radius of at least 15 ft. A
20 ft. radius on the corners of Meadow and Block and Meadow and East
is needed.
Mike McDowell with the Housing Authority explained that the Urban Renewal
Plans call for Meadow Street to be widened from College Avenue to at
least Block Avenue, probably at least one block farther. The planners

have advised that the present width of Meadow Street is inadequate and
they recommend at least 33 ft. driving width. This would necessitate
at least 9 ft. additional ROW. This is part of the overall traffic
plan for the downtown area. One thing being contemplated is closing
3 sides of the present square and making a mall out of it. This would
make widening of Meadow Street imperative. Engineers think the major
part of additional ROW would have to come off the South side of Meadow
Street. Mr. Lieberenz said the Major Street Plan shows Meadow to be
widened to 50 ft. In the past, we have taken half off each side.
Mr. McDowell is to check on engineering plans. The planning consultants
will be in town the week of December 7 to make some final design plans.
It was suggested they attend the Board of Directors meeting that night.
Mr. Lieberenz presented a question to the Committee regarding some
property Dr. Albright has purchased from Benny Winborn and Jerry
Sweetser. The Planning Commission has stated that they have no
objection to Dr. Albright building him a home here. Mr. Lieberenz
showed the location of the property with relation to Winwood Estates,
proposed Cummings -Goff Subdivision, Wheeler -Sawyer Addition, and
property owned by Kelley Brothers for future development. The Major
Street Plan was discussed relative to these.
Mr. Holcomb said he would have to request that the 'Phase IIP' 10 ft*
easement be continued.

Dr. Spencer Albright
The street layout for the surrounding subdivisions was discussed.
Several persons expressed the opinion that more East-West ties
should have been provided. The question was raised whether Dr. Albright
might dedicate a 50 ft. street without improving it, since he is not
subdividing the land and the only development intended is for his own
residence.
Herbert Holcomb said regarding McIlroy Bank plans he must have a duct
active from across East Avenue and 30 feet inside the alley on the East
side.
The Committee discussed the meaning of pavement width in the subdivision
regulations. Someone had asked whether the 28 ft. included guttering
or was only driving width.
The meeting adjourned at 5:15 P.M.
