HomeMy WebLinkAbout1970-10-30 Minutes• 9 MINUTES OF A PLAT REVIEW COMMITTEE MEETING The Fayetteville Plat Review Committee met at 3;30 P.M., Friday, October 30, 1970, in the Directors Room, City Administration Building, Fayetteville, Ark, Present: Larry Wood, Paul Mattke, Harold Lieberenz, Utility Representatives Present: Herbert Holcomb, Jack Whitting. Developers & Engineers Present: Bob Battenfield, Harvey Smith, Harold Johnson, Jim Bob Wheeler. The proposed Final Plat of Wheeler -Sawyer Subdivision was briefly discussed. In view of the location of the sewer it was felt some additional easements might be needed. Harvey Smith and Bob Battenfield were present to discuss a question on the Spring Brook Mobile Home Community Plans. Mr. Lieberenz noted that Junior Parker had asked for 25 ft. off the centerline of Appleby Road to conform with the Major Street Plan. He asked whether the Committee felt this should be dedicated or deeded to the City or just provide for additional setbacks. Mr. Battenfield stated the entire 40 ft. was coming out of Harvey Smith's legal description and he thought the additional width should come off the South side. Mr. Smith said he also owns some land on the South side. Larry Wood suggested another point of accessibility onto Johnson Road. Mr. Battenfield said the Highway Department has a fence between the property and Johnson Road a good part of the way down. Mr. Holcomb said the lighting within the park would consist of six 8,00011umens lights on a private system. They would also erect two poles on the City street but no lights will be installed on them until the City wants them. The two latter lights would be tied to the City system. Bobbie Jones told Mr. Battenfield it would be necessary to have a written legal description on the final plans. Larry Wood recommended a recorded plat to show: 1. Easements inside development, 2. Any dedications outside development, 3. Boundary description, 4. Open spaces designated. He thought perhaps a maintenance bond should be prepared to cover open -.spaces. 14 SPRING BROOK MOBILE HOME COMMUNITY The Committee returned to Wheeler -Sawyer Final Plat. Jim Bob Wheeler and Bob Battenfield were present. Several additional WHEELER -SAWYER ADDITION easements were requested and agreed to by Mr. Wheeler: 1. Herbert Holcomb asked for 10 ft. easements between some lots on the lower side. He promised to advise just where he wanted them later. 2. Paul Mattke said the sewer line was too close to the easement line on the West side and asked that the easement be increased to 25 ft. Harold Lieberenz checked about the break in the street near the boundary between llheeler-Sawyer and Winwood Estates. Mr. Battenfield said arrangements have been made to have this fixed. 10-30-70 -2- 15 The next item discussed by the Committee was the proposed Preliminary Plat of Bois d'Arc Hill. Bob Battenfield represented the engineer BOIS DIARC HILL and Harold Johnson, Developer, was also present. Preliminary Plat Herbert Holcomb said the 100 ft. easement as shown is sufficient for the two lines they have on the property. No one can build on these easements; however, he did say some other utilities could be placed within these easements if they were underground. SWEPCO has a blanket easement on the property now; this 100 ft. easement would take its place. Harold Lieberenz reminded Mr. Battenfield that the subdivision regulations require 25 ft, easements and this plat shows only 15 ft, easements. Jack Whitting said Ozarks Electric has an overhead line on the property now. It would probably be necessary for the lines to serve the subdivision to be placed underground. He illustrated how he thought they might be placed. He was asked to mark a copy of the plat with the easements he would require and return it to the Planning Office. No street lights are planned at this time, Mr. Whitting said it would be difficult to put them in after the property is developed. The subdivision regulations call for street lighting but sets no standards. The City has to pay for electrical bills on street lights, • Larry Wood suggested that Cherokee and Quapaw be tied directly onto DeSoto to eliminate some triple frontage lots. He also felt this would save on paving costs. He asked what was proposed for the property between the proposed subdivision and the 71 By-pass. Bob Battenfield said it was not planned to develop a service road at this time, They do plan to put in some temporary cul-de-sacs at the North end of Quapaw and pave to the end of the street, Paul Mattke noted that no access had been provided from the subdivision to the future service road, Larry Wood recommended that before any immoveable points are established, something be shown as to what is planned to the East. Lot sizes and setbacks were also discussed. Some lots would be difficult if not impossible to build upon. 40
