HomeMy WebLinkAbout1970-10-23 MinutesMINUTES OF A PLAT REVIEW COMMITTEE MEETING The Fayetteville Plat Review Committee met at 3:30 P.M., Friday, October 23, 1970, in the Directors Room, City Administration Building, Fayetteville, Arkansas, Members Present: Paul Mattke, Larry Wood, Junior Parker. Utility Representatives Present: Herbert Holcomb, Rip Lindsey, David Tucker. Engineers and Developers Present: Bob Battenfield, Harvey Smith. The representatives of the utility companies and the City departments discussed the plans for Spring Brook Mobile Home Community prior to the arrival at 4:00 P.M. of Bob Battenfield, Engineer, and Harvey Smith 12 Developer. SPRING BROOK MOBILE Larry Wood questioned whether the Planning Commission had had the HOME COMMUNITY authority to waive the access road requirements. He asked how the City will handle the required open spaces to see that they are retained as open spaces. There is no provision for this in the ordinance. Paul Mattke and Junior Parker felt the mobile home park regulations should be amended to require that internal drives should be built to meet City street standards. The comments and requirements were as follows: 1. Junior Parker: (1) Allow 25 ft. for ROW North off the center line of existing ROW for Appleby Road. (2) Provide 30 ft. radius on intersection of Johnson Road and Appleby Road, 2. Electrical, telephone, Trans -Video: Additional 10 ft. ease - went between Spaces 42 and 43 to serve pool to be built later. (Mr. Mattke told the telephone representative that they could go into a prior existing sewer easement as long as they stay off the sewer line 5 ft.) 3. Paul Mattke: (1) Suggested that they relocate 2� inch water line adjacent to Spaces 22,23, and 24 where street intersects Appleby Road and put it on the East side to eliminate conflict between that line and other utilities. (2) Provide 25 ft. easement for drainage North to South along Scull Creek. (3) Water line to serve fire hydrant must be 8 inch. 4. Larry Wood: (1) Think Space 10 or ll should be used as street onto Johnson Road. (2) Recommend require ROW for service road. iPaul Mattke stated he thought the service road ROW should have been required, as he thought the State Highway Department might eventually bridge Scull Creek if the City had the ROW. The Major Street Plan shows an "expressway" alongside the railroad MAJOR STREET PIAN tracks in this area. The matter was discussed with regard to whether "Expressway" 10-23-70 -2- 13 the full 100 ft. width for ROW should come off one side of the railroad tracks, or whether 50 ft. should come off each side with the railroad serving as a median divider. It was felt the latter might be more equitable for property owners. Mr. Parker stated that this would make it necessary to bridge the entire width of expressway and railroad to have crossings; however, a road of this type would not have very many crossings. Also discussed, was the subdivision regulations requiring width of SUBDIVISION REGULATI pavement of minor streets to be 28 feet. The question had arose Pavement Widths as to whether or not this included curb and gutter. The Committee felt the wording related to actual driving surface. The meeting was adjourned at 5:10 P.M. E
