MINUTES OF A PLAT REVIEW COMMITTEE MEETING
The Plat Review Committee met at 3.30 P.M., Friday, September 11,
1970, in the Directors Room of the City Administration Building,
Fayetteville, Arkansas.
Members Present: Junior Parker, Paul Mattke, Harold Lieberenz.
Utility Representatives Present: Jack Witting, David Tucker, Rip
Lindsey, Herbert Holcomb,
Developers & Engineers: Bob Battenfield of Mahaffey & Associates.
The first item for discussion was a request by the developers
of Shenandoah Villa Mobile Home Park to be permitted to record
a plat of the park with the utility easements shown on it
rather than having to word a legal description covering all
the easements. It was the opinion of all concerned that the
easements would be necessary, but that the lots and streets
should be faded out and only the easements shown with wording
to the effect that the dedications were for utility easements
to serve a mobile home park development and did not dedicate
streets or subdivide into lots.
The next item discussed was the development plat for Hinkle
Mobile Home Park. The location was pointed out on the map
•= and the group was informed a portion is still in process of
being annexed. Mr. Mattke listed the following requirements:
1. Water line will have to be 8 inch onto fire hydrant
where it leaves Highway 16 then may reduce down.
2. On other fire hydrant water line should be changed
from 2� inch to 8 inch.
3. Will need 25 foot easement where water and sewer both
go in, or a 15 foot easement for only one.

The Phase II Plat of Country Club Estates and Replat of Phase I
was discussed next. Mr. Lieberenz stated that some lot sizes
will change. The utility companies stated they were depending
upon all easements shown on the plat being dedicated. Larry
Wood had raised some questions concerning whether or not the
Phase I plat as drawn might have recorded the shaded lots also.
He also had some questions about the future plans for some of
the unplatted areas.

Mr. Battenfield was asked to recheck the layout for,
area of lots, open space, parking spaces.

The Committee reaffirmed its position on the Shenandoah question.
The streets should not be dedicated as they are not of sufficient
width and were not constructed to minim= City street specifications.
