HomeMy WebLinkAbout1970-08-28 Minutes• Y • •: 1 • • is_ 444 yia�Y q.� The Plat Review Committee met at 3:30 P.M., Friday, August 28, 1970, in the City Managers Office, City Administration Building, Fayetteville, Arkansas. Members Present: Junior Parker, Paul Mattke, Harold Lieberenz, Larry Wood. Utility Representatives Present: Jack Witting & Millard Goff, Ozarks Electric; Boone Carlon,David Tucker, Southwestern Bell Telephone; Rip Lindsey, Clyde Terry, Trans -Video; Herbert Holcomb, Southwestern Electric. Developers & Engineers: Wells Bone, Jerry Sonderegger. The next item for discussion was the development plan for the Planned Development of. General Management Corporation. Larry Wood noted that he has checked the plat. It complies with the zoning requirements except a TBA structure on the front is closer than 50 feet to the service road. It seems that the area in the development is served by both utility companies, although primarily by Ozarks Electric. However, Southwestern Electric stated they will need an easement to get to other areas to the West which is necessary for them to serve. At this time, Mr. Wells Bone with Kelly Brothers and Mr. Jerry Sonderegger with McGoodxin, Williams, & Yates arrived to discuss the Centerbrook plat with the Committee, Rip Lindsey said that 6 8-28-70 as far as the utility easements within the proposed subdivision are concerned they will be satisfactory, if the lots on the low side can be served from the street. However, both Mr. Lindsey and CENTERBROOK SUBDIVISION Mr. Tucker asked how they can get into this property from Highway 71. Southwestern Electric again offered to let the two companies ride their overhead pole lines, Both companies stated they would rather bury their lines. At this time, it is impossible to cross Highway 71 By-pass and there are no phone facilities on Johnson Road. They will have to be brought to the area, Mr. Bone was asked if the developer would be willing to plat a 10 -foot, recorded,' utility easement from Johnson Road across to the North of the proposed subdivision, He stated they would. Mr. Holcomb stated the minim,m, of the utility easement should be 5 feet per utility in the easement. Mr. Bone stated they would be willing to widen the easement on the center tier to 15 feet. The utility representatives prepared to leave. Mr. Holcomb said he would like to have a copy of the General Management plans. All of the utility companies which serve Butterfield Addition were given their copy of the final plat except Trane -Video. Trans -Video will be given their copy later. There was some other discussion about a stub street to the East. Mr. Bone did not wish to do this on this parcel of property as it would place it so close to the service road. Mr. Wood conceded the additional 50 foot street to the East. • Mr. Mattke questioned the proposed drainage plane. Mr. Sonderegger stated he did not think there would be any problem with the drainage. All of the water will go into the street or into the creek. Mr. Wood asked what the total acreage in the watershed was; no one knew. It was noted that practically the whole north part of twon drains through there,. Mr. Wood suggested the foundations of the houses should be built up to anticipate a faster run off in the future. Mr. Mattke told the engineer he thought there might be a problem on the sewer line crossing the creek. Cast iron pipe set in concrete is planned and he felt this would obstruct the flow of the creek. In summary, the recammendatione'of the Committee for the Centerbrook plat are: lo Widen center tier easement to 15 feet, 2. A,15-f6ot easement be shown across the back of the North lots leading to Johnson Road, This should be a public 3e To comply with the subdivision „ m back�to�back paving on streets should be 28 feet,, not 27 feet and the radii on turns should be 30 feet, not 20 feet. le How would the off�site drainage be handled? The Water Department will move a water line into Zion Road and will need a public easement clear through all General ., GEWAUL MANAGENENTCORP* South4e He was not sure all this area could be adequately covered with sprinkler systems through a 12�inch line, Larry Wood observed that the Major Street Plan calls for a collector width street to cross -this property, He suggested that they should either have the street to the designatedto connect with Highway 71 or have the boulevard The last item before the Committee was the LargemSeale Development Plan -for CampbellmHarris Electric. The property is larger than one acre and therefore must be approved by the Planning Commission. Mr. Lieberens said that the surface drainage goes to the rear of r :E Wood'sthe property, Mr. Campbell has indicated that they would like to eventually tear down the old house on the property, probably within four or five years, Mr. Lieberenz asked Mr. Wood for his opinion on a "buffer strip".. would one be required?
