MINUTES OF A PIAT REVIEW COMMITTEE
The Plat Review Committee met at 3:30 P.M. Friday, August 7, 1970,
in the Directors Room, City Administration Building, Fayetteville, Ark.
Members Present: Harold Lieberenz, Paul Mattke, Junior Parker, Larry Wood.
Members Absent: None,
Others Present: Herb Christner, Bob Battenfield, Jim Younkin.
The first thirty minutes of the meeting was devoted to'discussion and
study of the items before the Committee prior to the arrival of the
engineers and developers.
Mr. Herb Christner arrived at 4:00 P.M., to discuss the preliminary
plat of the proposed Cummings -Goff Subdivision. In checking this
proposed subdivision against the Major Street Plan, the Committee
had noted the proposed street within this subdivision lines up with
the proposed location of a future collector street. Mr. Mattke,
speaking for the Committee, asked Mr. Christner to make the following
corrections:
1. Dedicate a 60 ft. wide street and install a collector width
street.
2. Have
the
street run
straight
through without the curve at
the
North
end.
3. Provide a cul-de-sac at the North end of the street.

Mr. Christner has not submitted the signatures from adjoining property
owners and comments from utility companies to the City Planning Office
yet; but said all the utility companies have approved the easements
as shown, except Trans -Video. Trans -Video requested an additional
East-West easement because of the length of the subdivision. Between
Lots 6 and 7 and Lots 19 and 18 a 7 ft. easement was put in.
Mr. Lieberenz asked the other members of the Committee for their
opinion as to how the final plat should be submitted. Should a mylar,
a tracing, or an ozilid print be submitted for the necessary signatures?
It was felt that a print should be sent to the various departments for
approval, then prepare a mylar to be sent to the Planning Commission
and Board of Directors. This mylar could be corrected if the Planning
Commission called for any changes. Two mylars would be submitted to
be signed.
Bob Battenfield introduced Jim Younkin to the Committee. They were
present to discuss a sketch he had prepared for comments on the street
layout. Mr. Younkin desired to subdivide a parcel of property lying
South of Oakland Hills Subdivision into large lots. Sheryl Avenue
would be the only access. He desired to have a multi -curved street
terminate on the West side of the property. The following comments
were voiced by the Committee:

1. Sheryl Avenue would have to be continued through the JIM YOUNKIN
subdivision to its South boundary.
2. Sheryl Avenue would have to be developed the same width
in this subdivision as it is developed in Oakland Hills.
3. Water services cannot be provided above 1480 contour level
off a low pressure system. There is a method by which the
property owner can extend the system with sufficient
pressure, but it is not economically feasible.
4. The land could be utilized under the planned development
with a combination of single family dwellings and multi-
family dwellings retaining the area which cannot be serviced
by water as common open space. The property owners would
be responsible for the maintenance of the open space. The
overall density could not exceed the maximum density permitted
in R-1 for the overall area.
4. Possible alternative street patterns were suggested.
All of the problems were discussed at some length by the developer,
engineer, and the Committee. Mr. Younkin was reluctant to alter the
basic concept he had proposed. He did not feel that he should be
required to improve the "stub" of Sheryl which would lead to the
South boundary, should he have to dedicate it. The Committee felt
it could not alter the requirements. The problems could not be resolved
satisfactorily.
The meeting was adjourned at 6:00 P.M.
