HomeMy WebLinkAbout1995-10-05 Minutesaq1 • MINUTES OF A SPECIAL MEETING OF THE PLANNING COMMISSION A special meeting of the Fayetteville Planning Commission was held on Thursday, October 5, 1995 at 3:30 p.m, in Room 326 of the City Administration Building, 113 West Mountain, Fayetteville, Arkansas. MEMBERS PRESENT: Jerry Allred, Jana Britton, John Forney, John Harbison, Phyllis Johnson, Chuck Nickle, Conrad Odom, and Bob Reynolds MEMBERS ABSENT: Gary Head Discussion ensued regarding whether or not the 2020 Plan would replace or supplement the 2010 Plan. Mr. Conklin stated he had compared the two documents and all items covered in the 2010 Plan were included in the 2020 Plan except for the following: I. University Areas Land Use Policies 2. Non-residential Development Scale Options 3. Use Impact Adjustments Options 4. Community Amenities Options 5. Affordable Housing Bonus Option. Regarding University Areas Land Use Policies, Mr. Conklin stated staff favored excluding that section of 2010 because the City has no jurisdiction or regulation of the area. Regarding Non-residential Development Scale Options, Mr. Conklin stated staff was not confident with the numbers • as presented. Regarding Use Impact Adjustments Options, Mr. Conklin stated staff was not confident with the numbers as presented. Regarding Community Amenities Options, Mr. Conklin stated the provisions included in same were already addressed by ordinance with the exception of view sheds and wild life areas. Further he stated view sheds and wild life areas would need funding for studies identifying same. Regarding Affordable Housing Bonus Option, Mr. Conklin stated currently there was no organization to regulate the value or the size of houses within subdivisions and he further stated the issue had been addressed under the Second Dwelling Unit Ordinance. Mr. Conklin requested discussion of the above options and a vote directing the inclusion or exclusion of same. Discussion ensued regarding adoption of the 2020 Plan which would supersede the 2010 Plan. Consensus was to adopt the General Plan 2020 which would supercede the General Plan 2010. Discussion ensued regarding view sheds and Ms. Little stated staff felt additional study was required and funding would need to be appropriated. Ms. Little stated if something is excluded it does not imply that it could not be considered in the future. The following view points and view sheds were discussed: 1. Old Main 2. Highway 71 bypass north 3. Highway 71 bypass south The following wildlife areas were discussed: • Planning Commission Minutes October 5, 1995 Page 2 1. Native plants and animals within the urban area of Fayetteville 2. Lake Sequoyah Mr. Allred, Ms. Britton, and Mr. Harbison expressed concern regarding excluding any topics included in the 2010 Plan and suggested a section be included on areas which might be included in future land use plans. Discussion ensued. • 0 e q2 • Planning Commission Minutes October 5, 1995 Page 3 COMMUNITY AMENITIES OPTION MOTION Mr. Odom made a motion to include in the General Plan 2020 and discuss the Community Amenities Option (page 4-25 of the General Plan 2010.) Mr. Reynolds seconded the motion. Discussion ensued. Mr. Nickle stated Open Space/Pedestrian Trails & Bikeways Provisions along with Parks and Recreational Facility/Cultural, Educational and Entertainment Facilities were already adopted by ordinance and he suggested excluding those from the Community Amenities Options. Further Mr. Nickle suggested public discussion of View sheds and Viewpoints, Wildlife and Native Plant Protection Areas, and Landscaped and Monumental Features. The ayes carried the motion. Staff raised concern regarding the fact that no agency was in place to regulate same and further Ms. Little inquired if the citizens really wanted affordable housing. MOTION Mr. Allred made a motion to include Affordable Housing Bonus Options (page 4-27 of the General Plan 2010.) Mr. Reynolds seconded the motion. Discussion ensued. Ms. Little stated it was her understanding the Commission would like a broad policy statement regarding affordable housing and implementation strategy to include higher density, smaller streets, smaller lots, and mixed use not concentrated in one area. The ayes carried the motion. • 0 3, 00 Planning Commission Minutes • October 5, 1995 Page 5 NON-RESIDENTIAL DEVELOPMENT SCALE OPTIONS Discussion ensued regarding Non-residential Development Scale Options. Ms. Little stated staff could not give good guidance regarding the option and she noted the Limited Neighborhood Commercial Ordinance was in effect to provide for additional commercial within residential areas. Ms. Johnson noted the General Plan 2020 had provisions for non-residential development (page 75 at section 6.7.) MOTION Ms. Johnson made a motion to exclude Non-residential Development Scale Options (page 4-20 of General Plan 2010.) Mr. Reynolds seconded the motion. Discussion ensued regarding the map and the reflection of various commercial areas including strips, centers, and parks. The ayes carried the motion. • 40 Planning Commission Minutes • October 5, 1995 Page 6 FUTURE LAND USE MAP - DRAFT #4 Ms. Little commended staff for the high quality and hard work put into the map. Mr. Conklin stated the following areas had been changed on Draft #4: 1. Porter Road - the vicinity of Kawasaki and Terminx was shown as residential and was changed to mixed use. 2. Vantage Square rezoning was added. 3. NANCHAR rezoning was added. Discussion ensued regarding removal of the hillside designation and replacing same with topographic/contour line information. Ms. Little stated staff supported the addition of the topographic/contour line information. MOTION Mr. Odom made a motion to remove the hillside designation and include the topographic/contour line. Mr. Nickle seconded the motion. The ayes carried the motion. • Meeting adjourned at 5:40 p.m. • �AL ft. Fr.
