HomeMy WebLinkAbout1995-07-31 MinutesMINUTES OF A SPECIAL MEETING OF THE PLANNING COMMISSION A special meeting of the Planning Commission was held on July 31, 1995 at 5:30 p.m. in the City Administration Building, 113 West Mountain, Room 219, Fayetteville, Arkansas. MEMBERS PRESENT: Phyllis Johnson, Bob Reynolds, Charles Nickle, John Harbison, John Forney, Conrad Odom, and Gary Head MEMBERS ABSENT: Jana Lynn Britton STAFF PRESENT: Alett Little, Tim Conklin, and Janet Johns PRESENTATION OF THE GENERAL LAND USE PLAN 2020 Mr. Conklin made a presentation of the General Land Use Plan 2020. He stated the Plan was not a zoning map but was a guide showing generalized areas and did not follow property lines and included generalized zoning areas, and basic design area. Regarding hillside and floodplain, he stated floodplains were obtained from FEMA which development was covered under City ordinance and undeveloped hillside were obtained from USGS quad maps. He stated in January of 1996 more detailed hillside information which would available. He noted the changes were not noted on the map due to expense involved with printing the maps but stated the changes involved the hillsides in the south area of the city west of the airport and along the bypass and the area along Highway 265 at Stonebridge Road. Regarding commercial and industrial areas, he stated the revisions to be made are the area surrounding the industrial park and current areas functioning as industrial and commercial along with the area containing Arkansas Book and Kawasaki and the area to the north of there designated as mixed use. • Regarding inner city property, Mr. Reynolds noted there was no way to assure development of tracts existing within the city. Further, he expressed concern regarding devaluation of property. Regarding page 29 at section 3.6.e., Ms. Johnson stated the section refers to more intensive development patterns in the downtown area. Ms. Little stated development patters were also addressed on page 39 at section 3.9.c. which encourages the use of ground floor space and restricting offices and residential uses to higher floors which is a mixed use approach and increase density approach. Regarding down zoning, Mr. Conklin stated consideration had been given to avoid same but there was no way to account for same on the map. Ms. Little stated the current zones would remain in force and effect until a rezoning action was brought before the Commission and at that time, the map would be used to determine the merit of a proposed zone. Discussion ensued regarding city wide rezoning and process involved with same. Mr. Nickle inquired regarding uses for hillside and flood plain areas and Mr. Conklin stated those could be included. Ms. Little stated those areas could be developed but should be done with sensitivity and less intensive. Mr. Nickle inquired as to whether changes to the map could be made a the Council level and if so whether or not the Commission would be allowed to approve same. Ms. Little stated regular updates could be done every 5 years. Mr. Nickle requested a better definition of mixed use and Mr. Conklin stated the definition would depend on each area. Mr. Nickle suggested ranges for mixed uses. Regarding page 33, Ms. Johnson noted that a list of activities allowed under mixed uses was included and might be updated. Mr. Lloyd Calhoun expressed concern regarding the omission of geological information from the plan and drainage issues. Ms. Little responded CAST soil maps are being made available and regarding drainage, she stated the city has a Drainage Ordinance. Mr. Harbison stated those issues would also be addressed under the implementation process. Mr. Steve Ward expressed concern regarding the impact on property owners and notifications to them. Mr. Tom Morgan declined to comment. Dr. Wilson Kimbrough expressed his interest and requested that he and his neighbors be kept informed. Further he requested the Plan to be specific regarding the exact acreage available for development. Ms. Little responded that undeveloped an underdeveloped areas were included on page 22 and mapped on page 26. Mr. Head stated those areas may not be available for development and that should be considered. Mr. Nickle inquired if there was a way to impose the future land use plan map over the existing zoning map and Ms. Little stated the zoning map would not be digitized until sometime next year. Mr. David Randall stated his concerns regarding down zoning and property devaluation had been addressed • Discussion ensued regarding hillside and flood plain development requirements. Ms. Wilma Benedict expressed concerns regarding infrastructure. Ms. Marion Orton expressed concern regarding planning criteria and specifically the regional commercial area development. Mr. Rick McCullough requested property owner notification of any changes. Discussion ensued regarding public notification and 5 year revision of the land use map. Mr. Allred requested the staff to focus on ordinances. Ms. Little stated all public notification would be complete at the end of August. Ms. Johnson addressed page 45 at section 3.14.h. regarding grades and Mr. Conklin stated that issue had not been addressed but the grades were incorporated from the 2010 Plan. Ms. Little stated development would not be encouraged on grade above 15%. Discussion ensued and Ms. Johnson requested a slope range be included for hillside development. Discussion ensued regarding whether or not a vote would be taken. Consensus was to present the plan to the Council without taking action and postpone voting until September 25, 1995, to allow adequate time for notification and additional public hearing if necessary.
