BUSINESS:
1. Introduction of new City Planning Commissioners, Jett Cato

2. Introduction of new Associate Planner, Becky Bryant.
3. Approval of the Minutes of the regular Planning Commission
meeting of January 8, 1990.
4. REZONING R90-1: Submitted by Frank & Irene Krupa and Frank
& Mary Lynch and represented by Pete Camfield of Realty
World. Property located west of Hwy 71 Bypass and north of
Old Farmington Rd. containing approximately 28 acres
Request to rezone from R-2, Medium Density Residential to
C-2, Thoroughfare Commercial.
5. WAIVER OF STREET STANDARDS: Submitted by Dee Wright.
Property located on Country Club Mountain and adjacent to
the existing Country Club Estates.
6. LARGE SCALE DEVELOPMENT - SEQUOYAH UNITED METHODIST

Background:
Proposed Resolution in Support of the Installation of Informational
Logo Signs in the U.S. Highway 71 Bypass Right -Of -Way
Several months ago the Fayetteville Board of Sign Appeals considered and denied
a Sign Ordinance Appeal for a proposed off-site elevated ground sign on land along
the east side of the U.S. 71 Bypass. The appellant was the owner of a restaurant
near the interchange of the Bypass and West 6th Street (U.S, Hwy. 62 West]. During
this meeting the board members discussed the desirability of requesting that the
Arkansas State Highway Commission install its standard informational logo signs
at appropriate locations along the Bypass right-of-way. The Board noted that the
Commission has installed such signs for services [such as restaurants, motels, and
gas stations] in rural areas along interstate highways where the speed limit is 55
m.p.h..
At the December 18, 1969 meeting of the Board of Sign Appeals. the Board again
discussed this issue. The consensus of the Board was that the installation of informational
logo signs is definitely a preferred alternative to approving Sign Ordinance appeals
which could ultimately result in a proliferation of signs along the Bypass. The Board
then voted to approve the attached resolution in support of informational logo signs.
Staff Recommendation:
The staff recommends that the City Planning Commission join the Board of Sign
Appeals in support of the concept of installing informational logo signs at appropriate
locations within the U.S. 71 Bypass right-of-way. We make this recommendation
for several reasons:
1] The logo signs will reduce the possibility of a proliferation of signs, resulting
in fewer Sign Ordinance appeals, and preserve the scenic beauty of our
Bypass corridor.
2] The Bypass has been constructed to "interstate" standards and in fact
will become a section of the new interstate highway which will run between
Fort Smith and Kansas City.

3) The logo signs will promote traffic safety.
4) The logo signs will generate revenue.
5) The private business community in Fayetteville has expressed an interest
in the logo signs.
The logo signs concept is an opportunity for Fayetteville to be a leader in this innovative
approach to signage along the Bypass. Fortunately our Bypass corridor is relatively
uncluttered with off-site signs. The logo sign concept will greatly enhance our ability
to promote sound city planning and to preserve the scenic beauty of the Bypass corridor.
We recommend that the City Planning Commission approve the attached proposed
resolution. Assuming that the Commission does approve the resolution. we will
place this matter on the agenda of the City Board of Directors on February 6.

INTERSTATE HIGHWAY SYSTEM IN ARKANSAS] IN THE U.S. HIGHWAY
71 BYPASS RIGHT-OF-WAY.
Whereas. the.City of Fayetteville City Planning Commission is charged with the
responsibility of considering issues such as long-range urban planning and community
appearance; and
Whereas. the City Planning Commission believes that the installation of informational
logo signs (as described above) within the right-of-way of the U.S. Highway 71 Bypass
is a viable and preferred alternative to granting appeals from the City's Sign Ordinance
by the Board of sign Appeals; and
Whereas. the City Planning Commission believes that the installation of informational
logo signs will help to promote economic development. reduce visual clutter of signage.
promote traffic safety, and help preserve the scenic natural beauty of the U.S. Highway
Bypass corridor in Fayetteville;
NOW THEREFORE BE IT RESOLVED. that the City Planning Commission formally
supports the installation of informational logo signs at appropriate locations within
the U.S. Highway 71 Bypass right-of-way.
