Tuesday, March 25, 1975 in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas. MEMBERS PRESENT MEMBERS ABSENT: OTHERS PRESENT: Ernest Jacks, John Power, Helen Edmiston, Bill Kisor, Rita Davis, Donald Nickell, John Maguire. Morton Gitelman. Dr. Hayes, John Box, Larry Wood, David McWethy, Bobbie Jones, Janet Bowen. Note: John Lineberger resigned March 17, 1975. In the absence of Chairman Morton Gitelman, Vice -Chairman John Power was in charge of the meeting. Vice -Chairman Power called the meeting to order. MINUTES The minutes of the March 11, 1975, meeting were approved as mailed. Dr. J. B. Hayes The first item to be considered by the Planning Commission L. S. D. was the Large Scale Development plan of Dr. J. B. Hayes, 2844 North College Ave. 2844 North College Avenue, to build a new 40' x 80' building adjacent to the North wall of Cook's Paint Store to be used for an automotive parts sales. Ernest Jacks gave the Subdivision Committee Report and stated they found no problems. However, the on-site drainage should be taken to the nearest drainage catch basin to keep it off of the highway. Mr. John Box, Contractor, told the Planning Commission there was a drainage culvert at the corner of the property. Mr. Jacks moved to recommend to the Board of Directors the approval of the Large Scale Development plan of Dr. J. B. Hayes with the stipulation that the drainage be taken care of on site and kept off of the highway. Helen Edmiston seconded the motion. The motion was voted on and approved unanimously. The next item to be discussed was Rezoning Petition R75-1, REZONING PETITION,R75-1 Ralph Goff, Jr. to rezone property located on the Southeast Ralph Goff, Jr. corner of Highway 16 East (Huntsville Road) and Jerry Huntsville Rd. $ Jerry Ave. Avenue from R-1, Low Density Residential District to C-1, Neighborhood Commercial District. This item was tabled February 11, February 25, and March 11,1975. Planning Administrator Bobbie Jones told Vice -Chairman John Power that the Planning Office received a written agreement from Mr. Goff to leave this item on the table until after the Land Use Study wasmade on Highway 265. Ernest Jacks moved that Rezoning Petition R75-1, Ralph Goff, Jr., be left on the table until after a study on Highway 265 was made. Helen Edmiston seconded the motion. It was voted upon and approved unanimously. The next item was the Conditional Use Request for the City of Fayetteville, to locate an elevated water storage CITY OF FAYETTEVILLE Conditional Use Request Township Road Planning Commission -2- March 25, 1975 tank on Township Road. This matter was tabled at the March 11, 1975 Planning Commission Meeting. Planning Administrator Bobbie Jones told the Planning Commission that City Engineer Paul Mattke had requested again that this- item be tabled until the April 8, 1975 Planning Commission meeting. This has been requested since the City is trying to work with one of the neighbors on a more suitable location for the storage tank. Donald Nickell moved that the Conditional Use Request submitted by the City of Fayetteville be tabled until the April 8 Planning Commission meeting. Ernest Jacks seconded the motion. It was voted upon and approved unanimously. The last item was a Land Use Study along Highway 265.corridor HIGHWAY 265 presented by Planning Consultant Larry Wood. This portion of the Land Use Study study concentrated on the area South of the Township line between T -16-N and T -17-N. He pointed out the proposed relocation of Highway 265 on the South end. Mr. Wood said he had talked with Fire Chief McWhorter and he indicated there was a need for two fire stations somewhere on Highway 265. Mr. Wood pointed an area near Highway 16 and 265 (relocated) and also at Highway 45 and 265 for possible locations for fire stations. He said there also was an indicated need for a Jr. High school to be located in the area somewhere along 265 and also that the School District owns another school site near Highway 16 off of Highway 45 for an elementary and Jr. High school. The only change in zoning that Mr. Wood suggested was a strip between Ray Avenue and Jerry Avenue (along the South side of Highway 16) which he recommended as commercial. He felt that since there are a number of non -conforming uses, among them a slaughter house and a truck repair shop, located in this area that it would be difficult to assume that it would remain residential. Hesaid there would be trouble with the present intersection of Highway 16 and 265 that gets into the hollow, and that if at all possible he felt that it would be better to try to taper off traffic movements in and out of the intersection there. On the North side he recommended office or light commercial. This would pick up the truck repair shop. He said he preferred to stay with office but felt it might be difficult with commercial across the street. He recommended R-2, coming into R-1, coming into commercial at Highway 265 and 16 leaving 250 feet of depth for medium density (R-2) coming around the commercial. Going East he recommended staying with lighter office use coming into the undeveloped area against Highway 16. He also recommended going ahead and recognizing the flood plain as shown in the plan study He recommended everything else except around the intersection of Highway 265 and Highway 45 be R-1. He recommended commercial around that intersection, then surrounded the commercial with office, light commercial and medium density residential to buffer the R-1. Mr. Wood told the Planning Commission he had some reservations to the amount of R-2 South of the Highway 45 intersection. He felt that it might should be R-1 with R-2 backing up to it; however, he said there might be a problem with access to it. Mr. Wood said there was a shortage of park land available in this area. Ernest Jacks inquired as to why Mr. Wood had shown a strip (from Ray to Jerry Ave.) South of 16 as commercial. He felt that since there were other pieces of commercial already that this situation already prevailed in a lot of places in that area. John Maguire felt that this area was weak residentially. He felt the only alternative would be to place an office across from the two facilities already located there (slaughter house and truck repair). Rita Davis felt that if they did change it from commercial to office or light commercial that rezoning requests submitted to them would be approved anyway. The Planning Commission was in agreement that this should be changed to office and light commercial rather than Thoroughfare Commercial. Vice -Chairman Power told Planning Administrator Bobbie Jones to wait for the completion of the study to schedule this for a public hearing.
