The Fayetteville Planning Commission met at 4:00 P.M., Tuesday, June 26, 1973,
in the Directors Room, City Administration Building, Fayetteville, Arkansas.

Chairman Roy Clinton called the meeting to order.
The minutes of the June 12, 1973, Planning Commission meeting were approved MINUTES
as mailed.
The Commission continued its study of the proposed revisions to Fayetteville's
Major Street Plan on which a public hearing had been held May 14, 1973. MAJOR STREET PLAN
Chairman Clinton said that on one of the recommended changes a discussion Revisions
was held on the change of Razorback from Maple to Cleveland and the change
of Cleveland from Razorback to Garland. The discussion centered around
whether to correct the proposed map and change these streets back to
Collectors. The arguments have been that grade school children have less
comprehension of traffic than a college student has and that the steep incline
on Razorback does not lend itself to arterial traffic.
Donald Nickell asked if the plan as proposed didn't also give the traffic a
choice of going up Razorback and either going on down the hill (Sang) and
coming back onto Wedington and getting out of town.
Ernest Jacks said that ultimately he felt the Commission would need a revised
map of the proposal to study to avoid confusion. He said he wanted to see something
graphic so he could see how it all fitted together.
Marvin Murphy said he thought there are several problems on that Cleveland -
Razorback locale. Going up to Cleveland as indicated, you could cut that down
and have not over a 5% grade, but you would have that school at the corner. On
the other hand, going up Maple to Garland you would have that bad intersection
that is almost impossible to turn at early in the morning. There is a lot of
pedistrian traffic to contend with there. We are looking at several things besides
moving cars and trucks up and down the highway.
Ernest Jacks said that the kids are better controlled at the school crossings
than the college students are. Mr. Jacks and Mr. Murphy said they thought they
liked the traffic routing better on the Transportation Study plan. Morton
Gitelman said he thought he liked it better the other way.
Ernest Jacks moved to leave the Razorback to Cleveland, Cleveland to Garland as
shown on the NWARPC plan. Helen Edmiston seconded the motion. Murphy, Nickell,
Jacks, and Edmiston voted "Aye"; Gitelman and Clinton voted "Nay." The motion
carried to make no change.
Morton Gitelman asked for some discussion on LeRoy Pond, California, and Center
Streets. Marvin Murphy asked if this would necessitate opening up Center. It
would. Mr. Murphy said he saw nothing wrong with that. Chairman Clinton said
that since they are saying they will not widen past the existing right-of-way,
we could call it a collector instead of an arterial.
Morton Gitelman moved to leave these streets as a collector as they are shown
on the present Major Street Plan rather than change them to an arterial. Helen
Edmiston seconded the motion which was approved unanimously.

The Commission discussed the recommended additions to the present Major Street
Plan contained in the proposal. Ernest Jacks said he thought the addition of
East and West Skyline Drive is shown so you won't dead end a collector street.
The proposal also shows deleting that thing across the top of the mountain and
make it around the mountain.
City Manager Donald Grimes pointed out a map which showed the deletions of the
1970 Major Street Plan in white. These were discussed.
Chairman Clinton said it had been the concensus to leave Pembroke -Ridgeway -
West Shadowridge-Viewpoint on the map because the Commission had removed the
extension of Rockwood Trail and this is the only outlet for Rockwood Trail left.
Rex Drive extended was discussed. Ernest Jacks said that is not really Rex Drive.
Marvin Murphy said there is an old road that goes off there at the Northeast corner
of the Assembly grounds, but he did not know what it is called.
Chairman Clinton said he thought they should delete it and treat it the same way
we would Rockwood Trail and Sang Avenue and say that we know there will have to be
some streets but just have to decide where they will go.
Ernest Jacks moved to delete Rex Drive as shown on the proposed map. Morton
Gitelman seconded the motion which was approved unanimously.
Chairman Clinton noted that Sang had already been deleted as a collector as
extended, but that Sang from Wedington to Cleveland would still bear a collector
designation.
Ernest Jacks moved to remove the Wilson Hollow Road from the river North to its
intersection with Willoughby Road fron the proposed map as a collector designation.
Helen Edmiston seconded the motion. It was approved unanimously.
City Manager Donald Grimes recommended that now that we are deleting Rockwood Trail
and Rex Drive between town and Highway 265 that the designation of Rock Street
extended from Morningside to Crossover Road as a collector be left on. Planning
Administrator Bobbie Jones raised the question of whether the existing Major
Street Plan shows Rock Street or whether it shows Center Street and South Street.
Morton Gitelman asked if it would border the Confederate Cemetery. It would.
He said he opposed that as he would hate to see it open up there.
Helen Edmiston moved to retain the extension of Rock Street as a collector
from Morningside to Crossover Road or Highway 265. Donald Nickell seconded
the motion. Murphy, Nickell, Clinton, Jacks, Edmiston voted "Aye"; Gitelman
abstained.
Chairman Clinton noted that Rockwood Trail extended had already been deleted.
City Manager Donald Grimes asked what about leaving Cato Springs Road extended
to Pump Station Road and the extension of College Avenue South of 15th Street
on the Major Street Plan. He thought this would save a bottleneck in the future.
Ernest Jacks moved to leave Cato Springs Road extended to Pump Station Road and
College Avenue extended to Cato Springs Road extended on the Major Street Plan.
Helen Edmiston seconded the motion which was approved unanimously.
A proposed Final Plat of a Replat of a Part of Lot 2, Block 6 and all MEADOWLARK ADD.
of Lot 3, Block 7, Meadowlark Addition (located between Emma and Coleman Replat of a Part
Avenues and on the West side of Coleman Avenue) had been submitted for of Lot 2, Block6
approval by Edward Hancock and Harrison Davis. & all of Lot 3,
Ernest Jacks reported for the Subdivision Committee and said that only Block 7
one off-site utility easement has been asked for and that the Street FINAL PLAT
Superintendent still wishes to require a lot of drainage improvements on
the streets.
Mr. Jacks moved to approve the plat with the one off-site easement to be
provided. He said he hated to go against Clayton Powell, Street Superintendent,
but that the Commission had done so before and would be reaffirming that action.
Helen Edmiston seconded the motion which was approved unanimously.

A large scale development plan had been submitted by Rev. Ed Salmon REV. ED SALMON
for property located on West Maple Street. Rev. Salmon was present. 1660 West Maple
Ernest Jacks reported for the Subdivision Committee and said there L.S.Development
were several things discussed. An easement is needed for the sewer line
across the property. Rev. Salmon said that the City Engineer had wanted
them to get on the sewer. McClelland Engineers shot it again and the proposed
building site is 8 ft. under the sewer. He presented a letter to that effect.
Mr. Jacks said that the Plat Review Committee had also asked that Maple Street
be dedicated on out to the western extremity of the property. Helen Edmiston
said that Clayton Powell, Street Superintendent, had also said he felt Maple
Street should be developed all the way to the western extremity, but she said
it did not seem necessary to her. She told Rev. Salmon that if it does get
developed, she thinks it is his obligation to help. Rev. Salmon said he would
be willing to agree to that. Ernest Jacks said that the Plat Review Committee
had also asked that that 50 ft. easement down the West side of the property
be dedicated as a street. Rev. Salmon said he would be willing to give half
a street if Evangeline Archer would give the other half. Chairman Clinton thought
this to be reasonable.
Rev. Salmon said they had commissioned McClelland Engineers to design a sewer
which they were putting in themselves and paying for themselves. They are
trying to get a street improvement district up there. The street doesn't even
have curb and gutter now. He said he thought when they bought the property,
they had given additional right-of-way for Maple and Gray Streets.
Ernest Jacks recommended approval of the proposed plan with the stipulation that
the sewer easement be dedicated; that we are sure we have a dedication for Maple
Street; and that he dedicate the West 25 ft. of this property for a future street.
Helen Edmiston seconded the motion which was approved unanimously.
A large scale development plan had been submitted by Gerald & Marie GERALD & M. CATES
Cates for property located at the Northwest corner of the intersection Highway 62 W.
of Highway 62 West and Old Farmington Road. Gerald Cates was present. L.S.Development
Ernest Jacks reported for the SubdivisionCommittee. The telephone company
requested an easement. There is a sewer easement requested. There is also a
question about whether the plan for Highway 62 was ever adopted. It was tabled
and is still tabled after being returned by the Board of Directors.
Chairman Clinton asked Mr. Cates what he proposed to use the property for.
Mr. Cates said he planned to have a garage and some offices on the property.
Ernest Jacks said that the plan as sent back to the Commission by the Board of
Directors showed frontage roads on the commercial land use and backage roads on
the residential land use.
City Director Marion Orton said she did not think the Board had ever passed any
thing on the land use. The Planning Office files contained a copy of a map
and ordinance published in the newspaper on this. Administrative Aide David
McWethy left the meeting to research the matter.
Chairman Clinton discussed setbacks and required parking with Mr. Cates in an
attempt to determine whether it would be possible to remove the South line of
parking and still leave Mr. Cates with adequate parking and whether there was
room to allow for a future service road.
David McWethy returned with the information that the amendment to the General
Land Use Plan came before the Board of Directors March 20, 1973, and passed
with a vote of 5 to 2. The Board Street Committee met and came up with
recommendations regarding changes in the Highway 62 land use plan with parallel
access roads on April 3 This was presented to the Board of Directors April 3
and the Board indicated 6 to 1 to send it to the Planning Commission and seek
Planning Commission approval
Chairman Clinton suggested deleting the South strip of parking and putting Mr.
Cates on notice that he could not build South of what he has shown including the

parking area. Helen Edmiston asked if Mr. Cates would give an easement or a
dedication for the service road. Chairman Clinton asked Mr. Cates if he would
be willing to construct, at some future date, a service road running parallel
to Highway 62 with the date to be at the City's call. The standards would be
the minimum City street standards.
Morton Gitelman said he thought the Commission should table this plan and get
it back before the Commission when the Highway 62 plan is also before them.
Ernest Jacks moved to table this plan until the next meeting and to also have
the recommendations of the Board of Directors regarding the Highway 62 land use
plan on the same agenda. Morton Gitelman seconded the motion, which was approved
unanimously.
Larry Wood with the Northwest Arkansas Regional Planning Commission gave a report
on a study the Planning Commission had requested of an area bounded by STUDY OF CATO
Highway 71-B on the East; Highway 16 By-pass on the North and Highway 71 SPRINGS AREA
By-pass on the West and South. Theoretically the area should have Larry Wood
parks and a school in the center of it, if it is to be considered a
neighborhood. It has a main line railroad track that cuts up through
the center of it. It is further divided by a major street to the By-pass
and by streams cutting through it with drainage problems. It has a mixture
of land uses with single family residences, home occupations, duplexes, and
triplexes with industrial uses located throughout it. Garland Avenue is
heavily traveled. There is one park in the area. There are a number of
problems, one of which is the close proximity or mixture of uses with no
separation. The area does not have any neighborhood facilities, except
for the one park.
Mr. Wood's study proposed extending Razorback Road to the South of Highway 16
By-pass and carrying it on further South. He considered trying to get rid of
• Cato Springs Road, but decided it could not be done. He thought eventually the
Highway Department would develop an interchange where Cato Springs Road (Highway
265) intersects the By-pass. Mr. Wood said he thought it is a mistake to try to
retain the Meadowlark area as residential from a planning standpoint, but from
a practical standpoint they have an investment there and he could "look the
other way." He did not think residential would last there. It is isolated by
commercial and industrial and has no schools. He felt differently about the
residential South of the railroad tracks, North of Cato Springs Road, and
East of Garland. He proposed industrial land use for that.
He suggested utilizing the railroad track as a separation point between
industrial and residential. Perhaps the City Shop could be thought of for a
future school site. He recommended medium density along the By-pass and up on
high ground with a series of cul de sacs backing up to creeks and railroad
tracks. He recommended retaining residential on the West side of the tracks
up to Baldwin and develop industrial on the East side of the tracks and South
of the creek. North of the creek he proposed to stop Garland with a cul de
sac and allow that to develop residentially. He felt there was no alternative
but to recognize Meadowlark as residential. He pointed out the changes from
existing zoning and land use.
A long discussion followed.
Morton Gitelman suggested considering having industrial be an island surrounded
by residential instead of having the residential be an island in the industrial.
The matter was continued to allow the Commissioners more time to study the maps
and recommendations prepared by Mr. Wood.
The meeting was adjourned at 6:35 P.M.

RESOLUTION PC 23.3-73
WHEREAS, at its regular meeting on Tuesday, June 26, 1973, the Planning
Commission voted to make a recommendation to the Board of Directors on the final
subdivision plat known as a Replat of Meadowlark Addition, Part of Lot 2, Block 6
and all of Lot 3, Block 7 submitted by Edward Hancock and Harrison Davis and
WHEREAS, the Planning Commission recommended that because the necessary im=
provements have not been installed in said subdivision that Hancock and Davis enter
into and furnish the City with the necessary subdivision contract before the Board
of Directors accepts this final subdivision plat.
NOW THEREFORE, BE IT RECOMMENDED BY THE CITY PLANNING COMMISSION TO THE BOARD
OF DIRECTORS OF THE CITY OF FAYETTEVIT.TF, ARKANSAS:
SECTION 1. The necessary subdivision contract be executed with the City prior
to the Board of Directors accepting the final subdivision prat.
SECTION 2. That the City of Fayetteville, Arkansas accept the final plat along
with the land dedicated for streets and other public Uses in the Meadowlark Replat of
part of Lot 2, Block 6 and all of the Lot 3, Block7described as follows:
A part of the NE*, NWk, of Section 28, T -16-N, R -30-W, of the 5th P.M. in
Fayetteville, Washington County, Arkansas. More particularly described
as beginning at a point which is 429.4 feet West and 148 feet South of
the NE corner of the NWt of said Section 28, thence South 672 feet, thence
West 295 feet, thence North 100 feet, thence West 191.5 feet, thence North
575 feet, thence East 191.5 feet, thence South 3.0 feet, thence East 295
feet to the point of beginning, containing 7.08 acres-ammore or less.
