MINUTES OF A PLANNING COMMISSION MEETING
The Fayetteville Planning Commission met at 4:00 P.M., Tuesday, January 18,
1972, in the Directors Room, City Administration Building, Fayetteville,
Arkansas.
Members Present: Albert Witte, Dr. Walter Brown, Donald Nickell, Be H. "A1"
Donaubauer, Ernest Jacks, Claude A. Hughes, Jr.
Members Absent: Roy Clinton, John Maguire, Helen Edmiston.
Others Present: Jerry Sweetser, Lloyd Warren,
Vice-chairman Al Donaubauer called the meeting to order and presided in
the absence of Chairman Roy Clinton.
The first item on the agenda was a large scale development plan submitted
by Jerry Sweetser for property located on the Northwest corner of North
Street and Gregg Avenue. Mr. Sweetser was present. Ernest Jacks reported
that the plan had been reviewed by the Plat Review Committee and Mr. Sweetser
had agreed to all their requests including right-of-way for widening of JERRY SWEETSER
Gregg Avenue and North Street and a drainage easement on the north side L.S.Development
of the property. North & Gregg
Mr. Jacks and Mr. Sweetser reviewed the problems associated with this
property when the rezoning to R-3 had been done.
Lloyd Warren, a representative to Central Baptist Church, said that as
far as the Church is concerned they have no objection to Mr. Sweetser
constructing apartments on the property. They are only concerned that
their dedication of right-of-way for streets be honored. Their deed to
Mr. Sweetser had reserved 30 ft. from the from the quarter section line
for widening of Gregg Avenue and also 30 ft. from the other quarter
section line for widening of North Street.
Albert Witte moved that the Commission approve the development plan
submitted as recommended by the Plat Review Committee. Dr. Walter Brown
seconded. It was approved unanimously.
Mr. Donaubauer commended Mr. Sweetser for respecting the labors and
wishes of the Planning Commission.
The second item on the agenda was a discussion with the Inspection
Superintendent and Planning Administrator regarding additions, changes
in use of, etc. for existing developments on tracts larger than one DISCUSSION ON

Under "Other business" Mr. Jacks stated a committee has been reviewing
the present mobile home park regulations and revising them. They; PROPOSED MOBIIE
have completed their proposal. Mr. Jacks passed out copies`7of tha HCME PARK ORDINANCE
to draft of the proposed revisions to the members of the Commission.
He pointed out the major revision would now require mobile home park
developers to meet subdivision requirements on streets. The size of
lots has also been upgraded and more stringent tie down requirements
proposed. The last two pages of the proposal would amend the zoning
ordinance and must have a public hearing before the Planning Commission.
The City Attorney has said the Board of Directors can handle the first
part themselves, but the committee wanted the Planning Commission to
examine it first. The committee also asked the Planning Office to
notify anyone coming in with mobile home park plans to delay until this
is approved.
Ernest Jacks moved that this special item be put on,the Febraury 1 agenda
for discussion. Claude Hughes seconded. It was approved unanimously.
Several members of the commission questioned when another meeting would PROPOSED SIGN

again. Dr. Brown noted that the Board of Adjustment had granted variances
to Donrey Outdoor Advertising and also to businesses on North College
because other people had signs and they considered it would be a hardship
on them if they could not get signs. He stated that as long as we have
that spirit on the Board of Adjustment, the sign ordinance will not be
enforced.
