The Fayetteville Planning Commission met at 4:00 P.M., Tuesday,
February 16, 1971, in the Directors Room, City Administration
Building, Fayetteville, Arkansas,
Members Present: Albert Witte, L:k M. McGoodwin, Al Donaubauer,
Roy Clinton, Ernest Jacks, Helen Edmiston,
Members Absent: Dr. James Mashburn, Dr. Walter Brown,
Others Present: Harold Lieberenz, Larry Wood, Russell Purdy, Gene
Thrasher, Loris Stanton, Fred Holden, and other
unidentified persons.
Chairman Roy Clinton called the meeting to order.
Item One on the agenda was a letter from Vernon E. Pittman and VERNON E. PITTMAN &
Catherine Pittman requesting permission to withdraw their rezoning CATHERINE PITTMAN
petition for property located East and South of Old Wire Road Request for withdrawal
and West of Colette Avenue from R-1, Low Density Residential
District, to R-2, Medium Density Residential District.
Mr. Clinton read the letter.
Mrs. Edmiston moved that the Commission accept the request for
withdrawal. Ernest Jacks seconded. It was approved unanimously,
!. The second item on the agenda was a large-scale development plan
submitted by Gene Thrasher for "Leverette Garden Apartmenta" GENE THRASHER
located on the East side of Leverett Avenue extended and South of Large Scale Development
the University of Arkansas Farm, "Leverette Garden Apts.,
Mr. Thrasher was present to represent the plan. He said he proposed
1" apartments units on 151 acres with FHA financThis would
not be FRA 236. He wanted the housing complex on l acres with a
mobile home park on the balance.
Larry Wood reviewed the recommendations of the Plat Review Committee.
He suggested the elimination of Elm Street on the plan and proposed
developing an 80 ft, street across the North portion of the property.
There is already a 20 ft. street dedication across the North portion.
He thought the possiblity of getting a through street was better at
this location. SWEPCO had indicated they were agreeable to at least
a 30 ft. dedication on the extension of this street.
Mr. Lieberenz questioned where the boundary between the housing
complex and the mobile home park would be. This had not been
determined. When the plan was first reviewed by the Office of City
Planning it was not considered with the mobile home park in mind.
The Commission asked Mr. Lieberenz to check the bulk and area
requirements again,
Mr. Jacks moved that the Commission approve this large scale
development plan subject to the Building Inspector and developer

working out certain details and that the developer dedicate sufficient
ROW for an 80 ft. street on the North of the property and possibly
10 consider closing Elm Street. Al Donaubauer seconded. It was
approved unanimously.
Mr. Thrasher also requested permission of the Commission to develop
a mobile home park on property to the East and South, since mobile
home parks are permissible only on appeal to the Planning Commission.
He stated he would improve Leverett up to the ROW line of the
dedication for the new 80 ft. street. The Commission did not require
any other streets to be built.
Ernest Jacks moved that the Commission give permission for Mr. Thrasher
to proceed with mobile home park development plans on the acreage to GENE THRASHER
the South and East of the apartment project7t�upon,-submittalcof;complete Mobile Home Park
plans at a later date. Al Donaubauer seconded. It was approved
unanimously.
The next item on the agenda was a proposal to replat Lots 4, 5, 6,
and 7. Block 1, and all of Blocks 2 and 3, Parkwood Subdivision,
located East of Gregg Avenue and on the South side of Spruce Street REPLAT PORTION OF
and submitted by Fred Holden. Mr. Holden also requests to close PARKWOOD SUBD,
the existing dedication for Carla Avenue, which has never been
improved.
Ernest Jacks gave a report of the Subdivision Committee. Mr. Clinton
asked whether the adjoining property owners had been contacted. This
had been overlooked. The Commission desired to withhold action on
this until such time as this is done.
Mr. Ldeberenz said if the Commission could act on the street closing,
then the Board of Directors could still act on that at the next CARLA AVENUE
meeting and the Commission would act on the plat the following day. Street Closing

The next item on the agenda was a resolution to set a public hearing
initiating rezoning of the portion of the Industrial Park recently
annexed by Ordinance 1781. A11 annexed areas enter the City as A-1,
Agricultural, property.
Al Donaubauer moved that the Commission pass a resolution setting a
public hearing for the purpose of rezoning the portion of the Industrial
Park recently annexed for industrial use and that the Fayetteville
Industrial Development Corporation be informed of this action.
Helen Edmiston seconded, It was approved unanimously.

The neat item on the agenda was a study of the R-0, Residential.
Office District, on the official zoning map adopted June 29, 1970. STUDY OF R-0 DISTRICT
• Mr. Lieberenz explained that this study was precipitated by a
rezoning petition filed by Monsanto Company. When it reached the
Board of Directors they tabled the petition to await studies by the
Planning Commission on these districts.
Russell Purdy asked if all these studies were being undertaken
only because of the rezoning petition of Monsanto. It was explained
that the rezoning petition merely acted as a trigger to start the
studies which the Planning Commission felt a need for.
Larry Wood said the Urban Renewal program has made public their
intentions for part of this area which will be helpful. Mr. Clinton
asked that Mr. Wood and Mr. Lieberenz together prepare a map on each
R-0 District and identify the uses therein. He also asked that the
original committee appointed to study the zoning map before it was
adopted meet with Mr. Wood and Mr. Lieberenz before the next meeting.
At that time the Planning Commission can define the boundaries for
a public hearing. Mr. Wood said there were a couple of other areas
he wished to look at also.

WHEREAS, the petition of Fred E. Holden and Naomi H: Holden for
closing and vacating Carla Drive was presented to the City Planning
Commission for recommendation.
WHEREAS, at a meeting on February 16, 1971, the City Planning
Commission voted to make a recommendation to the City Board of Directors
on vacating Carla Drive,
NOW, THEREFORE, BE IT RECOMMENDED BY THE CITY PLANNING COMMISSION
TO THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE, ARKANSAS:
SECTION 1. That after the public hearing an ordinance be adopted
for the purpose of closing Carla Drive, more particularly described as
follows:
Carla Drive which is located in Parkwood Subdivision and is
bounded on the West by Lots 4, 5, and 6, of Block 1, and Lot 72
Block 1 on the South side, and Lots 1, 2, and 3, Block 2, on the
East side of said street, all of said lots being in Parkwood
Subdivision to the City of Fayetteville, Arkansas.

Range thirty (30) West of the 5th P.M., more particularly described
as follows: Beginning at the Northwest corner of said Section
twenty-six (26); thence running South 10131 West 3622.81 feet;
thence South 88°441 East 879.78 feet; thence North 0°34' East
990.00 feet; thence South 88052' East 955.83 feet; thence South
21461 East 1022.00 feet; thence South 70042' East 321.10 feet;

Section 1. That a public hearing be held on the question of rezoning
said property from A-1, Agricultural District, to I-2, General Industrial
District.
Section 2. That said public hearing shall be held on April 6, 1971,
in the Directors Room, City Administration Building, Fayetteville, Arkansas.
