HomeMy WebLinkAbout1970-10-20 MinutesMINUTES OF A PLANNING COMMISSION MEETING The Fayetteville Planning Commission met at 4:00 P.M., Tuesday, October 20, 1970, in the Directors Room, City Administration Building, Fayetteville, Arkansas. I Members Present: Helen Edmiston, Ernest Jacks, Byron Boyd, Albert Witte, Roy Clinton, Dr. James Mashburn. Members Absent: Clark McClinton, Dr. Walter Brown, Al Donaubauer. Others Present: Wesley Howe, Harold Lieberenz, Larry Wood, B. A, Shamblin, Mrs. Clay Yoe, Rev. B. J. Willhite, Herb Christner, Joe McKim, Joe Morris, E. E. Billingsley. In the absence of both the Chairman and Vice -Chairman, Ernest Jacks presided as the member present having served the longest period of time. The first item on the agenda Informal Plat to replat Lot 17, Block 1, Oakland Hills Addition. Herb Christner, engineer for the project was present. He said he thought Mrs. Rudolph was to have had a meeting with the adjoining property owners last week. Mrs. Rudolph was not present. Rev. B. J. Willhite was present on behalf of Trinity Temple Church. He asked that action be delay until he had an opportunity to study the matter further. Mr. Christner did not have the proof to furnish that the adjoining property owners had all seen the plat as requested by the Planning Commission at its October 6 meeting. The second item on the agenda was the rezoning petition of Mrs. Clay Yoe for property located on the East side of Highway 265 and South of Highway 45 from C-2, Thoroughfare Commercial District, to R4, Medium Density Residential District, B. A. Shamblin, Mrs. Clay Yoe, and E. E. Billingsley were present to represent the petition. Plans showing the ultimate development Planned for the area were shown. They said they planned to erect garden -type apartments, one-story with a possibility of some town- houses, with landscaping, patios, court yards, and a pool. The adjacent commercial is planned for a village type shopping center. Roy Clinton reminded them a large scale development plan must be approved on these by the Planning Commission. Joe McKim owns adjoining property. He reviewed the property and plans with Mr. Shamblin and stated he had no objections. The public hearing was closed. The third item on the agenda was a proposed ordinance to amend regulations governing curb cuts, gutters, sidewalks, and access drives. Mr. Jacks explained the Commission had looked at this last fall, passed it, then decided to take another look at it. Several questions were raised. Joe Morris appealed to the Planning Commission for permission to make a change from one non -conforming use to another non -conforming use for property located on Stearns Street in the old Ruble Warehouse Building. Mr. Morris wished to locate his business of fabricating pickup campers into the portion of the building occupied by Ruble. He stated there would not be.any retail outlet there. He wants to clean up the grounds some also. The property is zoned A-1. Mike McDowell with the Housing Authority stated that in working on the Urban Renewal project the question has been asked whether or not the City actually adopted or made a part of its overall plan the University of Arkansas plans. If it can prove it has, the City can claim credit for the money -spent by the University in its expansion projects. A written plan dated 1967 was presented to the Commission to study. Mr. McDowell said the City is required to document that a public hearing was held incorporating the two plans. There was some discussion as to whether or not this has ever been done. Roy Clinton proposed that if such a hearing is necessary, it be held as soon as possible. Regarding the Informal Plat to replat Lot 17, Block 1, Oakland Hills Addition, Albert Witte moved that the matter be tabled. Byron Boyd seconded. It was tabled unanimously. Regarding the zoning petition of Mrs. Clay Yoe, Albert Witte moved that the petition be approved; Roy Clinton seconded; it was approved unanimously. RESOLUTION PC 19-70 XKDD0 X Dr. Mashburn arrived at 5:15 P.M. The proposed curb -cut ordinance was discussed again. It was decided to have the Chairman appoint a committee to study this. The Commission discussed a memo from Wesley Howe, City Manager, asking that the Commission delay a restudy of the Major Street Plan until the completion of a Regional Transportation Study and a TOPICS study approximately 9 or 10 months from now. He felt the Major Street Plan should be reviewed with both and that the City should "live with" the existing plan until it has some data to work with. The minutes were approved as mailed.
