The Fayetteville Planning Commission met at 4:10 P.M., Tuesday,
September 15, 1970, in the Directors Room of the City Administration
Building, Fayetteville, Arkansas
Members Present: Clark McClinton, Roy Clinton, Al Witte, Byron Boyd,
Ernest Jacks, Dr. Walter Brown, Al Donaubauer,
Dr. James Mashburn.
Members Absent: Mrs. Helen Edmiston.
Chairman Clark McClinton called the meeting to order.
The first item on the agenda was the rezoning petition of Humble Oil
and Refining Company postponed from the September 1 meeting. This
petition was originally scheduled for July 7 but was tabled for HUMBIE OIL & REFINING CO.
further study until September 1. Representatives of the petitioner Highway 71 North
requested on September 1, that the matter be postponed until
September 15.
Drawings prepared from the Arkansas State Highway Department's plans
for widening of Highway 71 North of Stearns Road were discussed.
There was no representative of the petitioner present. The Chairman
asked that the attorney for Humble 011 be asked to either submit a
letter asking for a further extension of the tabling of this
petition or it shall be acted upon at the October 6 Planning
Commission meeting.

Roy Clinton asked that maps showing school districts, major
street plan, zoning, planning area, land use, etc. be kept
in the Directors Room for Planning Commission meetings. He
was particularly interested in a map showing the Fayetteville
School District.
The next item on the agenda was a large-scale development CARL TUNE
plan for the Carl Tune property necessary because it is LARGE-SCALE DEVELOPMENT
larger than one acre. Mr. Tune desires to construct a
building on his property zoned I-1 to house a plumbing
supply establishment. Ernest Jacks stated that the Subdivision
Committee has looked at the submittal, but feels it is not
sufficient. All of the information called for in the ordinance
on such a development has not been furnished. The Subdivision
Committee recommends that the plan be returned to Mr. Tune for

additional information. He stated he did not think it would be
necessary for 25 foot side setbacks to be maintained between
the two buildings. The Committee recommended that a check list
be prepared and handed out . developers

ZONING MAP CORRECTIONS
7. Citj.-Lidit boundary in Southeast corner of Section 6,
T -16-N, R -30-W seems out of proportion.

reportprepared by Jim Vizzier and prepare a

Commission to appoint a committee to begin a study on business
signs as a number of applications to erect signs are being delayed
pending such a study. The Commission felt it was recommended
that the City Manager and Staff Consultant were to review business
signs as well as billboards by Resolution PC 1"-70. Dr. Brown
stated that Murray Smart, School of Architecture, and Charles
Carnes, School of Law, University of Arkansas are working on
a study regarding signs, etc. in various cities. He suggested
they be contacted by Mr. Howe.

Ordinance 1747 requires that a lengthy notation be entered onto the
zoning map each time an amendment is made to the map. In a very
short time the map would be filled with notations. Ernest Jacks
moved that the City Attorney be requested to draft an appropriate
amendmsnt�ordinance to enable correcting the map in a less cumber-
some manner but still keep the map up to date. Al Donaubauer
seconded the motion. It was approved unanimously,
A system of legends with numbers, or dates, or ordinance number
was suggested.
Al Witte asked that a copy of the proposed change be mailed to
the Commission members prior to the next meeting, so that it
could be studied by each of them. He also questioned the
wording which requires that such a correction be made "promptly"
and that states that "No amendment shall become effective until
after such change and entry has been made on said map." He
requested that the City Attorney look at this also.
The meeting was adjourned at 5:15 P.M.

RESOLUTION PC 14-70
BE IT RESOLVED, that the Planning Commission request the City
Attorney to draft an appropriate ordinance to amend Ordinance 1747,
Article 1, Section 1, Paragraph 3 to enable correcting the Official
Zoning Map in a less cumbersome manner, but still keep the Map up to
date.
BE IT FURTHER RESOLVED, that a public hearing be called to consider
said amendment.
