MINUTES OF A PLANNING COMMISSION MEETING
The Fayetteville Planning Commission met in a special called
session at 4:00 P.M., July 2, 1970, in the Directors Room of
the City Administration Building, Fayetteville, Arkansas,
Members Present: Clark McClinton, Roy Clinton, Al Donaubauer,
Helen Edmiston, Ernest Jacks, Byron Boyd.
Members Absent: Morton Gitelman, Dr. James Mashburn,
Dr. Walter Brown,
Others Present: Wesley Howe, Harold Lieberenz.
The purpose of this special session was to examine and adopt a
new major street plan map. David Malone, City Attorney, has
advised that this map will be necessary before the new subdivision
regulations can be adopted by the Board of Directors.
The Commission examined and discussed the map as presented. There
was considerable discussion as to which would be the beat East-West
route from Highway 71 to Garland Avenue, Elm Street or Sycamore
Street. It was noted that although the railroad tracks are much
higher than ground level at Sycamore, it might prove to be cheaper
to build up Sycamore for a crossing than to purchase right of way
for Elm Street.
• Mr. McClinton pointed out that in the Industrial Park a street
already under construction is not show and two are shown which
would be on either side of it. Since Mr. Vizzier had been
informed of this, the street under construction should be added
and the other two eliminated.
Fletcher down to Morningside Drive should be pinpointed as to
centerline and the portion not existing should be dotted on the
map. Several others were suggested as needing to be pinpointed
among them Rolling Hills Drive,
Mr. Howe noted that since the map as presented did not entirely
please the Commission several alternatives were possible at this
time, but a major street plan map is a necessity.
1. The Major Street Plan from 10 years ago could be used
as the legal prerequisite for subdivision regulations.
2. This map as presented could be corrected and used.
3. This map could be adopted as presented and corrected at
a later date.
Mr. Howe recognized that some corrections were in order on the
map presented. Only the proposed streets and roads we are sure
of should be put on this map and forego others until the Northwest
Arkansas Regional Planning Commission completes the master street
plan for the entire area they are working on, then this map should
be revised.

The following comments were listed on the map:
1. Extension of Rolling Hills Drive from Old Missouri Road
across to Highway 265 needed.
2. Extension of 265 toward Springdale needed.
3. Extension coming into Rolling Hills Drive from the West
(extension of State 180) needed.
4. Fletcher - Morningside extension needed.
5. EXCLUDE everything between Highway 16 and Highway 45 East
of Highway 265 (all dotted lines).
6. Keep extension of Happy Hollow Road Northward.
7• Keep extension of Rockwood Trail.
Al Donaubauer moved for approval of Major Street Plan Map subject
to alterations or deletions through joint action of the Commission
and the Staff of the proposals which are not compatible to the
previous action or suggestions of the Commission.
Mr. Lieberen$ stated that the City Attorney wants a resolution form
to designate widths, etc, for major, collector, minor streets, etc.
It must either be put on the map in legend form or in a resolution,
or both.
Al Donaubauer amended his motion to move for approval of the major
street plan map subject to changes authorized by the Planning
Commission Chairman and the Staff, Roy Clinton seconded the motion, MAJOR STREET PLAN

A meeting was to be scheduled for July 6 between Mr. McClinton,
Mr. Howe, and Mayor Melton.
The meeting was adjourned at 5:40 P.M.
