The Fayetteville Planning Commission met at 4:00 P.M., Tuesday, June 2,
1970, in the Directors Room of the City Administration Building, Fayetteville,
Arkansas,
Members Present: Clark McClinton, Roy Clinton, Byron Boyd, Ernest Jacks,
Dr. Walter Brown.
Members Absent: Morton Gitelman, Mrs. Helen Edmiston, Dr. James Mashburn,
"All, Donaubauer.
Others Present: Harold Lieberens, Allan Gilbert, Larry Wood, James Vizzier,
Wesley Howe,
Chairman Clark McClinton Jailed the meeting to order.
The first item for consideration was the rezoning petition of TAM, Inc.
and Cy Carney, Jr., for property located on the South side of Davidson
Street between Highland Avenue and College Avenue from R-2, Two -Family
Residential District, to G2, Thoroughfare Commercial District.
Mr. Carney represented the petition and stated that he desires to add
four efficiency apartment type units onto the Twin Arch Motel. Also,
the Motel is on an 80 foot lot and people have trouble trying to turn
around and go back out onto College Avenue. The rezoning would enable
him to create a rear exit onto Davidson Street.

of trying to line up existing property ownership and zoning district
boundaries and for the additional reasons shown in the Staff Report,
Ernest Jacks seconded the motion.' It was approved unanimously.

boundariesThere followed a discussion on the fact that in this area zoning
that Jim Vizzier check the proposed map regarding this.
Clarification of the land use map regarding density of residential
in undeveloped areas was discussed next. The land use map shows
these areas as potential R-1, low density. The question involved was
whether some heavier density should be shown. Mr. Vissier stated it
is impossible to predict how much and where it should be located at
this time.
Roy Clinton stated the City's schools have to look to undeveloped areas
to be able to purchase land. Heavier density would increase property
values. He is opposed to designating large parcels as high density
without justification. Mr. Vissier said the school board agreed
generally with the location of schools shown on the General Plan,

The minutes of the May 19 and May 21 Planning Commission Meetings were
approved as mailed.
It was decided that a policy statement should be prepared to forward
to the Board of Directors and also as a guide for the Planning Cc®iasion
in the future indicating that in the undeveloped residential areas no
density will be projected, but the Commission recognises that there will
be acme varying densities. The Planning Commission will consider a plan
of development for either low, medium, or high density when brought before
them if it meets their criteria for water, sewer, streets, utilities, etc.

actually be more in one point than another. Therefore, the land use will
indicate only the desired amount of commercial at these

The meeting was adjourned at 5:15 P.M.
**Note: At the June 16, 1970 Planning Commission Meeting the minutes
were corrected as follows:
The last sentence of Paragraph 3, Page 2 be changed to read, "Therefore,
the land use will indicate only the general location of commercial at
these intersections not the precise amount."

RESOLUTION PC 5-70.
WHEREAS, a public hearing was held by the City Planning Commission,
Tuesday, June 2, 1970, fifteen (15) days after a sign was erected on
the property and after a notice was published in the Northwest Arkansas
Times, a newspaper of general circulation; and
WHEREAS, after the public hearing, the Planning Commission voted
to make a recommendation to the Board of Directors on the petition of
TAM, Inc. and Cy Carney, Jr. for rezoning;
NOW, THEREFORE, BE IT RECOMMENDED BY THE CITY PLANNING COMMISSION
TO THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE, ARKANSAS.
SECTION 1. That an ordinance be adopted for the purpose of rezoning
from R-2, Two -Family Residential District, to C-2, Thoroughfare Commercial
District, said real estate.
Lot Numbered Four (4) in Block Numbered Two (2) of A. L. Trent's
Subdivision of Oak Grove Addition to the City of Fayetteville,
Arkansas, as per plat of said Addition.
SECTION 2. That the above described property be rezoned from R-2,
Two -Family Residential District, to C-2, Thoroughfare Commercial District,
so that motel on adjoining property may be extended.
PASSED AND APPROVED this 2nd day of June , 1970.
