The Fayetteville Planning Commission met at 4:00 P.M., Tuesday, Msy 19, 1970,
in the Directors Room df,ths City Administration Building, Fayetteville, Arkansas.
Members Present: Ernest Jacks, Bryon Boyd, "A1" Donaubauer, Dr. Walter Brown,
Allan Gilbert, Morton Gitelman, Dr. James Mashburn, Roy
Clinton, Clark McClinton.
Members Absent: None.
Others Present: Harvey Smith, Harold Lieberens, Wesley Hone, Bob Battenfield,
James oissier.
Chairman Clark McClinton called the meeting to order.
"Al" Donaubauer moved that the minutes for the March 14, March 31, April 7,
April 14, and May S, 1970 Planning Commission meetings be approved as mailed.
Byron Boyd seconded the motion. The minutes were approved unaninonely.

Mr. McClinton reminded the Commission that at the time the limited
access ordinances were enacted, the Commission had discussed the fact
that there were two natural barriers which would be extremely difficult
to build service roads acrossw-- Skull Creek and Markham Hill.

Mr. Smith's plans, This will be expensive to gather and Kre Smith
needs some decision on the service road before proceeding with his

Dr. Brown asked Mr. Howe if any development for this area would have to
fit in with the Master Street Plan, Mr. Howe said it would.
Mr. Gitelman observed
that he
saw two possible alternatives:
have Mr. Smith
dedicate enough right
of way
across his property and across Skull
Creek
for a service road, and have him agree to put in an access road when and
if the City ever bridged Skull Creek. Or, ask Mr. Smith if in lieu of
an access road on the West portion of his property, he would dedicate
enough right of way for an access road from the northern portion of his
property down to Appleby Road.

Byron Boyd left at.5:00 P. H. and James Vissier arrived at 5:00 P.H.
The Commission and Hr. Smith held a lengthy discussion concerning the
problem.

immediate development plat to show a road with an access point to
Skull Creek so that ifs by chance., Mr. Smith sold that land to
East
and ..,.wanted7. they _He withdrew the suggestion after discussion.The vote was taken on Mr. Donaubauer's motion. Donaubsuer, Brown.,Gilbert, Gitelman, Mashburn, and McClinton voted "Aye.t, Jacks voted "Nay."The motion passed.
Roy Clinton arrived at 5:20.
There was -discussionof the unfinishedbusiness,
Donaubauer, and Dr. Brown had to leave., the remaining
decided to adjourn until /0 A.Mee Thursday,, May 21,
The meeting was adjourned
