HomeMy WebLinkAbout1970-02-17 Minutes0 • 0 3-)4.70 MINUTES OF A PLANNING COMMISSION MEETING The Fayetteville Planning Commission met at 4:00 P.M., Tuesday, February 17, 1970, in the Directors Room of the City Administration Building, Fayetteville, Arkansas. Members Present: Ernest Jacks, Morton Gitelman, Allan Gilbert, Roy Clinton, Dr. James Mashburn, Dr. Walter Brown, Al Donaubauer, Clark McClinton. Members Absent: Byron Boyd. Others Present: Wesley Howe, Harold Lieberenz, James Vizzier, Vice -Chairman Allan Gilbert called the meeting to order. The first item on the agenda was a report from Morton Gitelman on a committee review of the proposed zoning ordinance. The committee had considered the matter of duplexes and under what zoning district they should be allowed. They were reluctant to put in a new separate zone. It was the committees recommendation that duplexes be permitted in the R-1, Low Density Residential District, under certain conditions and standards. Bulk and area regulations would be such as would make sure the type of duplexes that would go in would not upset the densities in the area and would not be very prevalent. The lot width for duplexes is recommended to be a minimum of 80 feet, land area 12,000 square feet, and required off-street parking spaces would be 4. The density per acre for single family dwellings would remain 4 families, but a density of 6 families per acre would be permitted for two-family dwellings. Roy Clinton moved that the recommendations of the committee relating to duplexes in the R-1 district be added to and made a part of the proposed zoning regulations. Ernest Jacks seconded the motion. It was approved unanimously. DUPLEXES IN PROPOSED R-1 Mr. Gitelman's committee next raised the question of permitting Use Unit 16, Shopping Goods, in the C-2, Thoroughfare Commercial District. USE UNIT 16 IN Mr. Vizzier stated the omission had been intentional. Mr. Howe PROPOSED C-2 remarked that the title "Thoroughfare Commercial" was in his opinion a misnomer. A lengthy discussion ensued. Roy Clinton moved that Use Unit 16 be included as a permitted use in the proposed C-2 zone. Morton Gitelman seconded the motion. Approval was unanimous. A discussion followed regarding the suitability of the names of the commercial districts. No changes were recommended. At this time Ernest Jacks began a review of the 1968-1969 rezoning. cases and their relation to the proposed zoning map. The different ordinances were discussed at varying lengths and the following decisions were reached: 2-17-70 -2- Ordinance No. 1585: Jerry Sweetser property East of Leverett and North of Cleveland presently zoned 0-1. The proposed zoning map indicates this property as R-3. No change recommended. Ordinance No. 1586: H. T. Haseloff property lying East of Highway 71 North, presently zoned C-2, Thoroughfare Commercial. Dr. Walter Brown moved that the proposed zoning map reflect this property as A-1. Agricultural, in view of the fact that no commercial develop- ment has materialized. Al Donaubauer seconded the motion. Ernest Jacks, Morton Gitelman, Allan Gilbert, Roy Clinton, Dr. Brown, and Al Donaubauer voted "Aye." Dr. James Mashburn voted "Nay." The motion carried by a 6 to 1 vote. Ordinance No. 1599: Paul Sullins sold to AMC, Inc. Property South of 22nd Street and East of Highway 71 South presently zoned C-2, Thoroughfare Commercial. Correct the proposed zoning map to reflect the property C-2. Clark McClinton arrived at this time. Ordinance No. 1600: 0. U. Green property South of Fifth Street between Sherman Avenue and Happy Hollow Road is presently zoned R-2, Two -Family Residential District. The proposed zoning map reflects this property as R-11 Low Density Residential. The Planning Commission made no change here, but asked that Mr. Green be invited to the public hearing on February 20, 1970. Ordinance No. 1617: Julian Watts property South of 22nd Street and East of Highway 71 South. Presently zoned C-2, but the proposed zoning map lists it R-1. Correct to C-2 Ordinance No. 1621: Richard Walden's Lot 21 of Glendale Addition presently zoned R-3, Multi -Family Residential District, but the proposed zoning map shows it R-1. Roy Clinton moved that the proposed zoning map be changed to show the property as the proposed R-2, Medium Density Residential. Dr. James Mashburn seconded the motion and it was approved unanimously. Ordinance No. 1625: Delta Nu property on the Northwest corner of Cleveland Street and Hall Avenue presently zoned R-3, Multi -Family Residential District. This is shown on the proposed zoning map as P-1; however, it should not be shown thus until ownership passes to the University of Arkansas. Morton Gitelman was asked to check on its status, meanwhile it will be shown as proposed R-2 or proposed R-3, whichever is compatible with plans. Ordinance No. 1627: Property on the Southwest corner of Eagle and Leverett now owned by A. Q. Chicken and presently zoned C-2 is shown on the proposed zoning map as R-3. The Planning Commission did not recommend any change in the map. Ordinance No. 1630: Frank Giles property South of Sycamore and West of Florene presently zoned R -2 ---proposed as A-1. Dr. Brown 2-17-70 -3- moved that this property and the Giles Addition South of it be shown as R-1 on the proposed zoning map. Morton Gitelman seconded the motion and it was approved unanimously. Ordinance No. 1635: Bill Hawkins property on Highway 62 West between Dinsmore Trail and Old Farmington Road is presently zoned C-2. The proposed zoning map indicates A-1. The Planning Commission recommended no change. Ordinance No. 1651: Red Arrow Land Company property at 18th Street and Custer presently zoned C-2. Proposed zoning map reflects this property as R-1. Roy Clinton moved the map be corrected to show this property as zoned C-2. Dr. Mashburn seconded the motion and it was approved unanimously. Ordinance No. 16 Leo Peel's Parkwood Subdivision presently zoned R-2. Fred Holden purchased the entire subdivision.) Proposed zoning map shows this property as R-1. No change recommended but invite owner to public hearing February 20, 1970 as some lots do not meet the bulk and area requirements for duplexes. Ordinance No. 1666: Johnie Bassett property on the North side of Highway 16 West, East of Highway 71 By -Pass presently zoned C-2. Proposed zoning map shows this property as R-1. Ernest Jacks moved the map be corrected to show the property as C-2. Dr. Mashburn seconded the motion and it was approved unanimously. Ordinance No. 1667: Herman Tuck application for Post Office property, now zoned C-3. Proposed map splits zoning between R-0 and C-3. This will accomodate Post Office and no change was recommended. Ordinance No. 1669: Harold Johnson property on Root Avenue South of Highway 2 West presently zoned R-3. Proposed as A-1 on map. Roy Clinton moved it be shown as R-2. Al Donaubauer seconded and approval was unanimous. Ordinance No. 1670: Map overlay slipped. All zoned C-2. Ordinance No. 1674: Delorah Pilcher property South of 18th Street in Red Arrow Subdivision presently zoned C -l— proposed R-1. No change recommended. Invite to hearing February 20, 1970. Roy Clinton left the meeting at 6:00 P.M. Ordinance No. 1691: William Bassett property on South College South of Rock Street currently zoned R-4, proposed as R-0. No change recommended. Ordinance No. 1692: Kate Mitchell property South of Highway 45 sold to a doctor presently zoned R -P. Proposed map shows 0-1 (zone omitted under proposed ordinance.) Dr. Brown moved the property be shown R-1 but that the Planning Commission in the future will is listen with a favorable ear to requests of property owner. Clark McClinton seconded. It was approved unanimously. 2 -17 -?0 -4- Ordinance No. 1701: Floyd Nonnamaker property East of Nonnamaker Drive presently zoned 0-1. Proposed map shows it as R-1. No change recommended, but invite to hearing February 20; 1970. Ordinance No. 1712: Theta Tau property on Cleveland currently zoned R-2 for fraternity. Proposed map shows P-1, but it is not yet owned by the University of Arkansas. Dr. Brown moved it be changed to R-2. Clark McClinton seconded and approval was unanimous. Ordinance No. 1722: 1970 rezoning of M. Ray Adams property South of Poplar Street and West of Green Acres Road rezoned to C-2. Dr. Mashburn moved that this be changed to R-0 and also that all that area South of Poplar Street, West of Green Acres Road, East of Woodland School, and North of the motel now zoned R-1 be changed to R-0. Ernest Jacks seconded the motion and it was approved unanimously. Ordinance No. 1723: 1970 rezoning of Carl Tune property on the North side of North Street and East of Leverett zoned to C-1. Proposed map indicates R-2. Change to C-1. A11 other 1968-1969 rezoning cases were left as they are reflected on the proposed zoning map. The meeting was adjourned at 6:15 P.M.
