HomeMy WebLinkAbout1969-10-28 MinutesApproved: November 18, 1969 MINUTES OF A PLANNING C011MISSION MEETING • The Planning Commission met at 4:00 P.M. on Tuesday, October 28� 1969, in the Directors Room of the City Administration Building, Fayetteville, Arkansas. Members Present: Ernest Jacks, Allan Gilbert, Roy Clinton, Dr. James Mashburn, Morton Gitelman, Dr. Walter Brown, Clark McClinton. Members Absent: blade Fincher, Byron Boyd. Others Present Ed Clement, Jim Vizzier, Harold Lieberenz. Chairman, Clark McClinton called the meeting to order. The purpose of this meeting was to co-ordinate the findings of the two special committees appointed to study (1) the Proposed Land Use Map and the Proposed Zoning Map, and (2) the Proposed Zoning Ordinance and Subdivision Regulations. Morton Gitelman stated that his committee has reviewed the Proposed Zoning Ordinance and Subdivision Regulations and has raised a lot of questions. Harold Lieberenz, Building Inspector, has also studied these texts and raised some technical questions. The questions raised have been reduced to writing and given to Jim Vizzier, Planning Consultant. is Mr. Gitelman suggested that Mr. Vizzier now prepare copies of these texts as originally written, adding notations in the marginal column where questions were raised, and furnish each member of the Planning Commission a copy. The committee still has not resolved some policy decisions. Ernest Jacks set forth the following items noted by his committee in their study of the maps: 1. Some recent annexations do not appear on the maps and should be added. Also, some recent rezonings are not reflected. 2. Whether to make provision for professional offices in R-2 and R-3 (Medium and High Density Residential Districts). Chairman McClinton advanced the opinion that this might be permissible providing they met certain criteria. General discussion was not in favor of allowing Fall types" of professional offices in residential districts. 3. Whether to show zoning of area on North Street South of Washington General Hospital as R -P or R-2 and allow professional offices in R-2 on condition. Proposed R -P differs from present R -P in that it restricts residential dwellings in that district. 10-28-69 -2- 4. Should zoning on area immediately West of Washington • General Hospital be reflected as is? 5. Question the possibility of adding some industrial, light industrial, or truck related zoning on property along Johnson Road, 6. Many of the older areasof town with large houses show a tendency to go to medium density. Should it be taken care of on map? Should there be changes made in Land Use Map before it Ss published? Perhaps in area that seems;.to;be showing a tendency toward medium density, the area should be broadened. 7. Add R-4 property recently acquired by University of Arkansas. 8. On Land Use Map show some indication of recommended trend for area out past Old Missouri Road, 9. With a few exceptions leave rezoning done in past year. The Planning Commission tried to keep trend of future in mind in acting on these rezoning petitions. 10. Should area along Township to Johnson Road be zoned for dommercial and light industrial rather than residential as shown on map? Discussion as to desirability of having this other than residential. • 11. Why do some areasnear the Highway 71 By -Pass intersections appear as low density residential. Vizzier's comment, residences are not allowed in commercial districts. The trend is to have the commercial zoning on the inside of the By -Pass loop. 12. Should there be an escape rider to provide for the large number of non -conforming existing uses? 13. Explanation behind logic of high density planning. Is there enough provided? Why were the localities for it chosen? Vizzier stated trend seems to be for a transition of zoning around shopping centers and golf courses. 14. What should the Commission use as a guide for commercial developments out on hgihways? The above items were discussed at various lengths as they were introduced. The problem of creating high or medium density areas out of older sections of town was given particular attention. Necessity of economics was stressed as well as the desire to preserve the beauty of these areas. It was decided to continue these studies further at the next Planning Commission meeting, November 4, 1969. 40 The meeting was adjourned at 6:05 P.M.
