•The Planning Commission met at 4:00 p.m. on Tuesday, July 1, 1969, in
the Directors Room of the City Administration Building, Fayetteville,
Arkansas,
Members Present: Clark McClinton, Ernest Jacks, Allan Gilbert,
James Mashburn, Morton Gitelman, Walter Brown,
Members Absent: Byron Boyd, Wade Fincher, Roy Clinton.
Others Present: Harold Lieberenz, Jim Vizzier, Walter Nibblock,
Vernon Wilson, Wesley Howe, Suzanne=Lighton,
Bass Trumbo, Glen Wing.
The meeting was called to order by the Chairman, Clark McClinton.
The first item on the agenda was action on re-establishing the name
"Lighton Trail" to that part of Center Street east of Fletcher Avenue
as requested by Suzanne "Peg" Lighton.
Representing the request was Miss Suzanne Lighton who told the history
of Lighton Trail and why it was so named.
James Mashburn made a motion that that portion of Center Street from
Fletcher Avenue to Happy Hollow Road be called Lighton Trail on the
grounds of its historical value, with the provision that the residents
living on the portion of the street being changed are notified.
• The motion was seconded by Allan Gilbert and was approved unanimously.
WHEREAS, the request of Suzanne Lighton, for re-establishing the
name "Lighton Trail" to that part of Center Street east of Fletcher
Avenue was presented to the City Planning Commission for study and
recommendation; and
WHEREAS, at a meeting on July 1, 1969, the City Planning Commission
voted to make recommendation to the City Board of Directors on the request
to rename said street.
NOW, THEREFORE, BE IT RECOMMENDED BY THE CITY PLANNING COMMISSION
TO THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE, ARKANSAS:
SECTION 1. That an ordinance be enacted to change the name of
that portion of East Center Street which is existing now and that
portion of Center Street which -,may be extended in the future from the
intersection of Fletcher Avenue and Center Street East to Happy Hollow
Road and that this section be renamed "Lighton Trail".
SECTION 2. That the above-described street be officially named
"Lighton Trail" as requested.

• The second item on the agenda was action on a rezoning petition submitted Vernon Wilson
by Vernon Wilson for property located on the northwest corner of the
intersection of Garland Avenue and Wedington Drive from R -1B, Single
Family Residential District to R-3, Multi -Family Residential District.
Present to represent the petition were Vernon Milson and his attorney,
Walter R: Nibblock.
Mr. Nibblock requested a continuance until the next meeting (July 15,
1969) in order to make a marketing study for this location and a
study on how commercial development would affect the traffic in
this area, whi6h2the staff report called for.
Allan Gilbert made a motion to postpone action on Mr. Wilsons
petition until the next Planning Commission meeting. The motion
was seconded by James Mashburn and approved unanimously.
It was decided by the Planning Commission to notify the people who
attended the first hearing on the Vernon Wilson case (July 12, 1966)
and who stated their opinion on the case, of the new hearing scheduled
for July 15, 1969.
Next in the meeting was the approval of the June 17, 1969 minutes of
the Planning Commission. A motion was made to approve these minutes
as mailed, by Ernest Jacks, seconded by Allan Gilbert, and approved
• unanimously.
The next item of business was the question of the subdivision regulations Bev -O -Rama
for the Bev -O -Rama Subdivision which is under the City's jurisdiction Subdivision
but is outside the city limits within a five -mile radius. Representing
this matter were Bass Trumbo and Glen Wing.
After a long discussion on street widths and lot sizes, the decision
was deferred to another date.
Next was a discussion with Jim Vizzier, City Planning Consultant,
which was continued from June 17, 1969 Planning Commission meeting:
]•ir. Vizzier had a map of the Comprehensive Land Use Plan, Comprehensive
Circulation Plan, and Community Facilities Plan.
The members decided to continue this discussion at a Planning Commission
Meeting to be held on July 8, 1969 at 3:30 p.m.
lir. Lieberenz, Building Inspector, stated that the City Planning
Commission failed to pass a resolution at their January 21, 1969
meeting for their proposed zoning study at the intersection of
Highway 16 East and Stone Bridge Road. Since: -the City Zoning
Ordinance requires that the Planning Commission pass a resolution
when they initiate an amendment to the Zoning Ordinance, Mr.
Lieberenz requested that the Planning Commission pass a resolution
• at this meeting.

A motion was made by Allan Gilbert to pass a resolution detailing
• the proposed zoning study on all four corners of the intersection of
Highway 16 East and Stone Bridge Road. The motion was seconded by
James Mashburn and approved unanimously.
WHEREAS, a discussion was held concerning the existing zoning
district classification of property located at the intersection of
Highway 16 East and Stone Bridge Road at the City Planning Commission
Meeting held January 21, 1969; and
WHEREAS, the City Planning Commission at its regular meeting
on July 1, 1969 voted to initiate by resolution a rezoning study
of the property located on the four sides of the intersection of
Highway 16 East and Stone Bridge Road;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY PLANNING COMMISSION
OF THE CITY OF FAYETTEVILLE, ARKANSAS,
SECTION 1. That the Fayetteville City Planning Commission
shall file a time and a place for the public hearing and shall
cause a notice of said public hearing setting forth the time,
place, and purpose thereof to be published in the Northwest
Arkansas Times more than fifteen (15) days prior to said public
hearing.
• SECTION 2. The purpose of the hearing is to study the zoning
of certain real estate along Highway 16 East at the intersection of
Stone Bridge Road and consideration to be given to the redistricting
of said real estate hereinafter described as Tract "A", Tract "B",
Tract "C", and Tract "D".
TRACT "A9''
The purpose of this hearing is to consider the rezoning of certain
real estate hereinafter described from A-1, Annexed Territory District
to',C-2, Thoroughfare Commercial District or a more restrictive zoning
district. Said Tract "A" is further described as follows:
LEGAL DESCRIPTION
Part of the NWS of NW" of Section 24 in Township 16 North
Range 30 West, of the 5th P.M., county of Washington, State of
Arkansas being more particularly described as follows: Beginning
at a point on the south right-of-way line of State Highway 16,
said point being twenty (20) feet east and one hundred thirty
(130) feet south of the Northwest corner of said Section 24,
Thence east in a northeasterly direction along the south right-
of-way line of Highway 16 three hundred ninety (390) feet, more
or less, Thence S 140 021 E three hundred (300) feet, more or
less, Thence West in a southwesterly direction along a line
• which is parallel to and located three hundred (300) feet from
the south right-of-way line of Highway 16 four hundred seventy

(470) feet, more or less to a point where said line intersects
• the east right-of=way line of Stone Bridge Road, Thence north
along the east right-of-way line of Stone Bridge Road three
hundred ten (310) feet, more or less to the point of beginning.
TRACT "B"
The purpose of this hearing is to consider the rezoning of certain
real estate hereinafter described from A-1, Annexed Territory District
and R-2, Two Family Residential District to C-2, Thoroughfare Commercial
District or a more restrictive zoning district. Said Tract "B" is
further described as follows:
LEGAL DESCRIPTION
Part of the NE4 of NE4 of Section,.023 in Township 16 North
Range 30 West, of the 5th P.M. county of Washington, State of
Arkansas being more particularly described as follows: Beginning
at a point on the south right-of-way line of Highway 16, said
point being twenty (20) feet west and one hundred forty (140)
feet south of the Northeast corner of said Section 23, Thence
west in a southwesterly direction along the south right-of-way
line of Highway 16 six hundred fifty (650) feet, more or less,
Thence south three hundred ten (310) feet, more or less, Thence
east in a northeasterly direction along a line which is parallel
to and located three hundred (300) feet from the south right -of
way line of Highway 16 six hundred fifty (650) feet, more or less,
• to:a point where said line intersects the west right-of-way line
of Stone Bridge Road, Thence north along the west right-of-way
line of Stone Bridge Road three hundred ten (310) feet, more or
less, to the point of beginning.
TRACT "C"
The purpose of this hearing is to consider the rezoning of certain real
estate hereinafter described from C-2, Thoroughfare Commercial District
to a more restrictive zoning district. Said Tract "C" is further des-
cribed as follows:
LEGAL
Part of the SW4 of SW4 of Section 13 and part of NW4 of NW4
of Section 24 in Township 16 North, Range 30 West, of the
5th P.M. County of Washington, State of Arkansas being more
particularly described as follows: Beginning at a point on
the north right-of-way Line of Highway 16, said point being
twenty (20) feet east and sixty (60) feet south of the North-
west corner of Section'24, Thence east in a Northeasterly
direction along the north right-of-way line of Highway 16
six hundred fifty (650) feet, more or less, Thence north
three hundred ten (310) feet, more or less, Thence west in
a southwesterly direction along a line whish is parallel to
• and located three hundred (300) feet from the north right-
of-way line of Highway 16 six hundred fifty (650) feet,
more or less, to a point where said line intersects the

east right-of-way line of Stone Bridge Road, Thence South
along the east right-of-way line of Stone Bridge Road three
• hundred ten (310) feet, more or less, to the point of
beginning.
TRACT ISD"
The purpose of this hearing is to consider the rezoning of certain real
estate hereinafter described in the following manner. All that part
of the real estate hereinafter described which is presently zoned C-2,
Thoroughfare Commercial District will be considered for rezoning to a
more restrictive zoning district and all that part of the real estate
hereinafter described which is presently zoned A-1, Annexed Territory
District and R-2, Two Family Residential District will be considered
for rezoning to C-2, Thoroughfare Commercial District or to a more
restrictive zoning district. Said Tract ''D" is further described as
follows:
LEGAL DESCRIPTION
Part of the SE4 of SE� of Section 14 and part of NE� of NE14
of Section 23 in Township 16 North, Range 30 West, of the
5th P.M. County of Washington, State of Arkansas being more
particularly described as follows: Beginning at a point on
the north right-of-way line of Highway 16, said point being
twenty (20) feet west and seventy (70) feet south of the NE
corner of Section 23, Thence west in a southwesterly direction
along the north right-of-way line of Highway 16 six hundred
• fifty (650) feet, more or less, Thence north three hundred
ten (310) feet, more or less, Thence east in a northeasterly
direction along a line which is parallel to and located three
hundred (300) feet from the north right-of-way line of High-
way 16 six hundred fifty (650) feet, more or less, to a point
where said line intersects the west right-of-way line of
Stone Bridge Road, Thence south along the west right-of-way'
line of Stone Bridge Road three hundred ten (310) feet, more
or less, to the point of beginning.
SECTION 3. That the above-described territory is presently
zoned C-2, Thoroughfare Commercial District, R-2, Two Family Residential
District, and A-1, Annexed Territory District and the consideration
of redistricting said real estate is felt necessary to encourage
appropriate use of the land and to facilitate and encourage the orderly
growth and expansion of the City of Fayetteville, Arkansas,
