MINUTES OF A PLANNING COMMISSION
Members Present: Ernest Jacks, Wade Fincher, Allan Gilbert, James Mashburn,
Morton Gitelman, Roy Clinton, Walter Brown,
Others Present: Dr. Joe McFerran, Dr. Garland Melton, Jr., Harold Lieberenz
and several interested persons.
The meeting was called to order by Allan Gilbert, Vice -Chairman.
The meeting was turned over to Jim Vizzier, City Planning Consultant, for
presentation of the Land Use Plan and Master Street Plan for the City of
Fayetteville,

Mr. Vizzier stated that these plans should be reviewed approximately eve
five (5) years to meet actual City growth, I
Mr. Elvis Heiney asked the next question concerning commercial zoning along
Highway 16.. East*
Mr. Vizzier answered that the land use map was just a general f1m
ideal City development rather than an absolute development plarloor =e C,
growth and that because of the traffic problems on major streets ouch as
Highway 16 East shopping and commercial uses should be in sh6
rather than in strips of commercial buildings. I
Along this same line Commission member Morton Gitelman asked how the traff
problem along College Avenue could be eased. I
One way of helping this College Avenue area would be to provide parking
the rear of the businesses along the street, i

• Dr. Brown also asked if Dickson Street could be widened to ease traffic problems
in the University area.
Mr. Vissier stated that there are two (2) possibilities that could aid Dickson
Street traffic congestion. One (1) would be to prohibit parking on each side
of the street or (2) to make some of these busy streets one way traffic only.
At this time Acting Chairman, Allan Gilbert, asked if there were any more
questions concerning the material presented by Mr. Vissier.
There being no further questions Mr. Gilbert read a letter from Capt. R. C.
Harding addressed to the Planning Commission requesting release of a lot for
sale and development in West Hill Addition. The preliminary plat of West
Hill Addition has been appfoVed-by the Planning Commission.
After a brief discussion Dr. Brown made a motion to approve release of the
lot in West Hill Addition and authorise the Building Inspector to issue a
building permit for construction on the lot.
The second was given by Wade Fincher and the motion carried unanimously.
There being no further business, the meeting was adjourned at 8:40 p.m.

Place: Board of Directors' Room of the City Administration Building,
Fayetteville, Arkansas.
The purpose of the public hearing is to consider the land Use Plan and
Master Street Plan for the City of Fayetteville, Arkansas and'Planning Area,
These p7aro will review and analyse the past growth patterns and anticipated
future patterns of Fayetteville and the surrounding planning area./ The'three
;.Semeral purposes are: C'c`yL
1. To suggest actions for stopping decay in older areas and upgrade
them for useful functions. e
2.. To anticipate the location, types, and amount of new &Vwth that is
exxscted during the next 20 Y6ars. 7
3. To set standards to regulate growth and outline procedures for
coordinating public service with private develoFment.
A copy of the Plans are available for public inspection in the Office of City
Planning, City administration Building.
