The City Planning Commission met in a regular meeting at 4:00 p.m., Tuesday,
10 June 18, 1968 in the Directors' Room of the City Administration Building, City o
of Fayetteville, Arkansas
Members Present: Clark McClinton, Ernest Jacks, Wade Fincher, Roy Clinton,
James Mashburn, Byron Boyd, Morton Gitelman,
Members Absent: Allan Gilbert, Walter Brown, Ed Clement.
Others Present: Harold Lieberenz, Mike O'Malley, Sturman Mackey, Vernon
Wilson.
The meeting was called to order by the Chairman, Clark McClinton. The first
item of business was the rezoning petition of J. Foster Holtsclaw, Grayce
Faye Holtzclaw, George E. McKinney and Merle West McKinney on rezoning all of
their property not already zoned C-2 from R-lA, Single Family Res0ential
District, to C-2, Thoroughfare Commercial District. The property is located
on the West side of Green Acres Road,
Mr. McClinton asked if anyone was present to present it or to oppose it. No
one was present to present it or to oppose it. After discussion among the
Planning Commission members in which they wondered how the School Board felt
and should they have a say and what was proposed to go in, they decided to
rezone it to a C-2, Thoroughfare Commercial District.
James :., a motion to approve it all to a C-2, Thoroughfare Commercial
approved,District. Wade Fincher seconded the motion and it was unanimously

Next on the agenda was to accept the final plat of the replat of Lots 1-9 of
Block 1 in Red Arrow No. 1 and Lots 7-18 in Block 1 of Red Arrow No. 2 to
the City of Fayetteville, Arkansas,
Ernest Jacks moved that the final plat of the replat be accepted.

Third on the agenda Harold Lieberenz presented the final subdivision plat of
Glendale Addition and asked that it be approved. Ernest Jacks made the motion
that the final subdivision plat of Glendale Addition be approved on condition
that the property owners furnish the City with the necessary subdivision con-
tract.
The motion was seconded by Roy Clinton and was unanimously approved.

The monutes of the Planning Commission meetings held May 21, 19682 May 28,
• 1968, June 4, 1968 and June 11, 1968 were unanimously approved as mailed, on
motion by Clark McClinton, seconded by Ernest Jacks.

• Mr. Jim Vissier then took over the meeting and presented a discussion on the
land use and traffic study plan which he had prepared.
He presented a map showing projected land uses which might be desireable for
Fayetteville in the future.
In his discussion Mr. Vissier talked about a meeting which he had had with
the University concerning their future housing needs.
The meeting adjourned at 5:45 P.M.

WHEREAS, a public hearing was held by the Planning Commission Tuesday,
June 18, 1968, fifteen (15) days after a sign was erected upon the property
and after a notice was published in the Northwest Arkansas Times, a newspaper
of general circulation; and
WHEREAS, after the hearing the Planning Commission voted to make a re-
commendation to the Board of Directors on the reagning petition of J. Foster
Holtzclaw, Grayce Faye Holtzclaw, George E. McKinno and Merle West McKinney.
NOW, THEREFORE, BE IT RECOMMENDED BY THE CITY PLANNING COMMISSION TO THE
BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE, ARKANSAS:

that portion of real estate first hereinafter described and to rezone from R-lA,
Single Family Residential District, all of said property not already zoned C-2
to C-2, Thoroughfare Commercial District.
Legal Description:
Part of the Southwest of the Southwest of Section 3, Township 16 North,
Range 30 West, beginning at the Southwest corner of said 40 acre tract,
and running thence North 761.7' ,thence East 216.241, to an iron stakes
thence North 112.9' to an iron stake for a place of beginning: thence
East 280.82, to an iron stake on the West line of the Old Highway (now
Green Acres Road); thence North along the West line of said Avenue North

SECTION 2. That the above described property be rezoned from R-lA, Single
Family Residential to C-2, Thoroughfare Commercial District so that all of their
property will be sonad C-2, Thoroughfare Commercial District.

RESOLUTION PC 24-68
WHEREAS, at its regular meeting on Tuesday, June 18, 1968, the Planning
Commission voted to make a recommendation to the Board of Directors on the
final subdivision plat known as the replat of Lots 1-9 of Block 1 in Red
Arrow No.l and 7-18 in Block 1 of Red Arrow No. 2, to the City of Fayette-
ville, Arkansas.
WHEREAS, the Planning Commission recommended that because the improve-
ments have been installed i1 said subdivision that the City Board of Directors
accept this final subdivision plat.
NOW, THEREFORE, BE IT RECOMMENDED BY THE CITY PLANNING COMMISSION TO THE
BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE. ARKANSAS:
SECTION 1. That the City of Fayetteville, Arkansas accept the final
plat along with the land dedicated for streets and other public uses in the
replat of Lots 1-9 of Block 1 in Red Arrow No. 1 and Lots 7-18 in Block 1 of
Red Arrow No. 2 subdivision described as follows:
A part of the Southeast quarter of the Southwest quarter and a part of
the Southwest quarter of the Southeast quarter of Section 20, T -16-N2
R -30-W of the 5th P.M., County of Washington, State of Arkansas, and
being more particularly described as follows, to -wit: Beginning at a
point 244.0 feet West and 525.10 feet North of the Southeast corner
Southeast quarter, Southwest quarter, Section 20, thence East 630.00
feet, thence North 165.90 feet, thence West 630.00 feet, thence South
89°15' West, 787.00 feet, thence North 25024' West, 71.22 feet, thence
South 89°19' West, 130.00 feet, thence South 12045' East, 218.16 feet,

WHEREAS, at its regular meeting on Tuesday, June 18, 1968, the Planning
Commission voted to make a recommendation to the Board of Directors on the
final subdivision plat known as Glendale Addition and
WHEREAS, The Planning Commission recommended that because the necessary
improvements have not been installed in said subdivision that owners enter
into and furnish the City with the necessary subdivision contract before the
Board of Directors accept this final subdivision plat.
NOW, THEREFORE, BE IT RECOMMENDED BY THE CITY PIANNING COMMISSION TO THE
BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE, ARKANSAS:
SECTION
1. The necessary
subdivision contract
be executed
with the City
prior to the
Board of Directors
accepting the final
subdivision
plat.
SECTION2. That the City of Fayetteville, Arkansas accept the final
plat along with the land dedicated for streets and other public uses in the
Glendale Addition described as follows;
A part of the Northwest quarter of the Northwest quarter of Section 12,
Township 16 North, Range 30 West, being more particularly described as
follows: Beginning at a point which is S 891 26, E, 80.00 feet from
the Southwest corner of said 40 acre tract and running thence along the
East right of way of Crossover Road N 0° 09' E, 1320.00 feet: thence
S 891 25.43' E, 1240.71 feet: thence S 00 33.69' W, 1318.72 feet: thence
N 89° 37' W, 313.08 feet: thence N 890 261 W, 918.16 feet to the point
of beginning.
