HomeMy WebLinkAbout1967-05-16 MinutesMINUTES OF A CITY PLANNING COMMISSION MEETING • The Planning Commission met in a regular meeting Tuesday, May 169 19670 at 4:00 p.m., in the Directors Room of the City Administration Building, Fayetteville, Arkansas. Members Present: Clark McClinton, Allan Gilbert, Ernest Jacks, Roy Clinton, Wade Fincher, Henry Shreve. Members Absent: James Mashburn, Suzanne Lighton, Byron Boyd. Others Present: Mr. Fox, Mr. Gordon, Mr. Haynes, Mrs. Frank Broyles, Mr. L. D..Berry, Mr. Lynn Wade, Mr. V. H. Gragg, Mr. Parker Rushing, Mr. Jim Promfret. The Chairman, Clark McClinton called the meeting to order. The Chairman asked if there was anyone present to speak in behalf of the petition filed by CatherineRebecca Hatfield, Emma Lorene Jack, Ruth M. Kendall, 0. Klute Braswell, Hattie Kendall Braswell, H. L. Moschel, Virginia Kendall Moschel, Leonard B. Kendall for the rezoning from A-1, Annexed Territory, to I-2, Heavy Industrial District, of property located on the South side of Highway 16 West or Weddington Drive. Containing 73.03 acres. • The Chairman asked about the exact land involved and if there was any opposition to this petition. There was none present. The Chairman said they would hear the petition filed by Mr. V. H. Gregg next. Mr. Gregg has requested the rezoning from R-2, Two Family Residential District, to C-1, Neighborhood Commercial, of Lot three (3) of the Gragg Addition, a replat of the North Lots four (4) and five (5) of the Lewis Subdivision. Mr. V. H. Gragg was present to discuss his petition and said he proposes to build a laundry mat on the property. Planning Commission Member, Henry Shreve arrived at the meeting. There was discussion on whether or not to enter the property off of Phillips Drive or Highway 62 West. Mr. Gragg said this could be done. There was no opposition present on this petition. The Chairman asked who was present to represent the third petition on the agenda requesting the rezoning from I -1B, Light Industrial, to C-1, Neighborhood Commercial District, at 345 Government Avenue. Parker Rushing was present to explain the petition. Mr. Rushing said they wanted to rent the property to some people who wanted to start a day nursery here. He • said the property is predominantly residential and that this would not conflict with the neighborhood around but that because of the I -1B Zoning it would -,not permit a day nursery there. (2) There was no further discussion on this petition. The Chairman asked that the petitions of the Delta Nu Nouse Corporation of Kappa Alpha Fraternity and Ph1 Mu Alumnae Chapter for the rezoning from R-lA, Single Family Residential District, to R-4, Multi -Family Residential District, be heard. Mr. Jim Promfret was present to represent the University, Mr. Promfret said he did not know of the Phi Mul Alumnae Chapter's petition and his only purpose in this matter was for the location for these sororties and he felt like this would be suitable. The Chairman asked Mr. Promfret about the financing of these sororties. Mr. Promfret said the organization puts up 25% cost and they have a 99 year lease from the University. Mr. L. D. Berry asked Mr. Promfret the actual position of the University in selecting a site. Mr. Promfret said the University does need additional sites and that the restrictions on these was broken when the Pi Phi House moved across the railroad tracks. Planning Commission Member, Roy Clinton asked what current situation was on Leverett School. Mr. Promfret said there were no other plans North of Cleveland Street. The Chairman pointed out it should be clarified that the petitioners should be asking for R-4, Multi -Family Residential District, instead of P61 Institutional • District. Mri Fox said this was so. The Chairman said if there were no further questions or discussion the Planning Com:mission was*ready to make recommendations to the Board of Directors. On motion by Henry Shreve, seconded by Allan Gilbert and passed unanimously, the Planning Commission voted to recommend to the Board of Directors the rezoning from R-2, Two Family Residential District, to C-1, Neighborhood Commercial District, of Lots three (3) and five (5) of the Gragg Addition, a replat of the North of lot four (4) and five (5) of the Lewis Subdivision, RESOLUTION PC 14+ 67 WHEREAS, a public hearing was held by the Planning Commission Tuesday, May 16, 1967, fifteen (15) days after a sign was erected upon the property and after a notice was published in the Northwest Arkansas Times, a newspaper of general cir- culation; and WHEREAS, after the hearing the Planning Commission voted to make a recommenda- tion to the Board of Directors on the rezoning petition of Mr. V. That the above-described property be rezoned from I -1B, Light Industrial, to C-1, Neighborhood Commercial District, so that the petitioner may develop the property for commercial use. This property located on the North side of Cleveland Street and between Sunset Avenue and Hall Avenue. It was also said that if property not used as sorority use the property would revert back to R -IA, Single Family Residential Zone. WHEREAS, a public hearing was held by the Planning Commission Tuesday, May 160 1967, fifteen (15) days after a sign was erected upon the property and after a notice was published in the Northwest Arkansas Times, annewspaper of general circulation; and WHEREAS, after the hearing the Planning Commision voted to make a recommend- ation to the Board of Directors on the rezoning petition of Delta Nu House Corp- oration of Kappa Alpha Theta Fraternity. (6) NOW, THEREFORE, BE IT RECOMMENDED BY THE CITY PLANNING COMMISSION TO THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE, ARKANSAS: • SECTION 1. That an ordinance be adopted for the purpose of rezoning from R-lA, Single Family Residential District, to R-4, Multi -Family Residential District, the property described as follows: A part of the Northeast Quarter (NE�) of the Southeast Quarter (SF�) of Section Eight (8), in Township Sixteen (16) North, Range Thirty (30) West of the 5th P.M., more particularly described as follows, to -wit: Beginning at the Southwest corner of said forty (40) acre tract and running thence East four hundred and ninety-five (495) feet from a point of beginning; thence North three hundred fiftytwo (352) feet; thence East one hundred twenty-three and seventy five hundredths (23.75) feet; thence South one hundred and forty (140) feet, thence East one hundred twenty three and seventy five hundredths (123.75) feet; thence South two hundred and twelve (212) feet; thence West two hundred forty-seven and fifty hundredths (247.50) feet to the point of beginning and containing 1960 acres more or less.
