The City Planning Commission met in a special meeting at 4:00 p.m.,
:• Tuesday, January 24, 1967, in the Directors Room in the City Admini-
stration Building, Fayetteville, Arkansas.
Members Present: Clark McClinton, Suzanne Lighton, Wade Fincher,
Dr. Mashburn, Ernest Jacks, Byron Boyd.
Members Absent: Henry Shreve, Allan Gilbert, Bryan Walker.
Others Present: J. A. Vizzier, Reverend Rogge, Leonard Greenhaw, Carl
Tune, Fred Deaver, Walter Cox, Mrs. V. P. Vasser.
The meeting was called to order by the Chairman, Clark McClinton.
The Chairman said the purpose for this special meeting was to hold a public
hearing on the petition filed by the Oaks Manor Development Co..for the
rezoning from 0-1 Open Land District to P-lA Special Church District of
lots 8, 95 10 and a part of 7 in Block 5 in Oaks Manor Subdivision.
Mr. Leonard Greenhaw.represented the petition of Oaks Manor Development
Co. Mr. Greenhaw said they would like to withdraw the petition because
the district in question is in a 0-1 Open Land District and that in this
district churches are permitted without rezoning, if there is a minimum
lot area of 3 acres.
FRED DEAVERI opponent, said the only thing that worried him was if the
church was allowed to go ahead and build, that they might have problems
later with apartments being built, and that this is primarily a single
family district.
WALTER COX, represented the opponents._ Mr. Cox said there were already
two or three churches in this certain district, and that the people who
has signed a petition opposed to the request.felt this area should be
liminted to one family dwellings.
MRS. V. P. VASSER, opponent, said some of the people who signed the
petition were planning on moving out of the area.
Chairman, Clark McClinton, told everyone present that since the petitioner
has withdrawn his petition there was nothing the Planning Commission could
act upon.
There was no further discussion. The Chairman declared the hearing was
closed.
Dr. James Mashburn, member of the Planning -Commission, said he would
like to bring a matter Before the other members which he was concerned
with and thought there should be something worked out on the traffic
sititution of the Highway 71 North Drive-in Theater. Dr.. Mashburn told
the Planning Commission on one occasion he was driving out Highway -7l
North and the traffic was parked all the way back to Arkansas Best
Fright Co. Dr. Mashburn asked if maybe the ticket booth could be moved
back so as not to congest traffic.
Jim Vizzier, Planning Consultant, said they could talk to the theater:;
owners and see if they could work something out with the Highway Dept,
Dr. Mashburn said this problem should be consideredcwhen the new drive-
in was started on Highway 62 West,
Ernest Jacks moved to adjourn, Wade Fincher seconded the motion, which
passed unanimoukly. The Ehairman declared the meeting adjourned.
