MINUTES OF A CITY PLANNING COMMISSION MEETING
The City Planning Commission met in a regular session at 4:00 p.m., Tuesday,
October 4, 1966, in the Directors Rom in the City Administration Building,
Fayetteville, Arkansas.
Members present: Clark McClinton, Suzanne Lighton, Allan Gilbert, Wade
Fincher, Ernest Jacks, Byron Boyd and James Mashburn.
Members absent: Bryan Walker and Henry Shreve.
Others present: Planning Consultant J. A. Vizzler; City Manager Gerald Fox;
and 14 persons.
The meeting was called to order by Chairman Clark McClinton. The Chairman
reported that the first item on the agenda was the restudy of Vernon Wilson's
rezoning petition. The Planning Commission had been asked to determine the
desirability of multi -family residential land use for the property at the NW
corner of the Garland Avenue and WedingtonDrive intersection.
VERNON WILSON, petitioner, presented pictures of what he proposed to locate
on the property if it were zoned so it could be used for multi -family purposes.
D. A. SLACK - 1535 Hefley Street - questioned the statement made by the Hoard of
Directors. Mr. Slack said he was of the opinion that the Board of Directors
had decided not to approve the request of Mr. Wilson until a land use plans was

action would be delayed until a new land use plan.was adopted. He said he could
not understand why the delay of one year would be asking .. much. He felt that
opinionan expert y would result in a better basis for a decision.

and Vernon Wilson's petition for zoning. He said he also had the understanding
that everyone at the Board of Directors meeting agreed no action would be taken
until a land use plan were prepared. A firm and definite approval or disapproval
could then be given. Mr. Gabel said he felt the Planning Commi sion and .:
Board of Directors were out of line to approve any rezoning until a land use

present because they were working. Mr. Wilson said he had asked the Directors
for Roo3 zoning because of the time it would take to prepare and adopt a land u
is plan. He said he did not want to wait over a year before he would know if the
property could be developed for ca®ercial purposes. He understood there is a
need for more housing; therefore he had requested consideration be given to re-
zoning the property for multi -family purposes.
J. W. GABEL did not feel the Planning Commission should let Mr. Wilson's financing
influence its decision. He pointed out that Mr. Wilson knew what the zoning
classification of this property was from the start.
GLEN ROSE said many of the people who protested to the zoning change be present either. He said he had talked to ,,of the people who live no

J. W. GABEL said the University of Arkansas could exercise its power of eminent
domain and take over property to the north. This, however, could be very costly.

D. A. SLACK said the University traffic flow is toward the University. To permit
apartments on the property in question would enlarge the area within which the
traffic is heavy.
VERNON WILSON asked Doctor Hathcock if the clinic on Block Avenue and Dickson
Street created any traffic problems.

The Chairman asked that the next item of business on the agenda be considered.
Chairman Clark McClinton reported that upon the resignation of Bill Dalton., the

Ernest Jacks nominated Suzanne Lighton for vice chairman. Jams Mashburn moved
that the nominations cease. The motion was seconded by Wade Fincher and passed
