HomeMy WebLinkAbout1966-09-27 Minutes• MINUTES OF A CITY PLANNING COMMISSION MEETING The City Planning Commission met in a special meeting at 4:00 p.m., Tuesday, September 27, 1966, in the Directors Room in the City Administration Building, Fayetteville, Arkansas. Members present: Ernest Jacks, Byron Boyd, Allan Gilbert, Suzanne Lighton and Wade Fincher. Members absent: Clark McClinton, Bryan Walker, James Mashburn and Henry Shreve. Others present: Planning Consultant J. A. Vizzier; Director Garland Melton; City Manager Gerald Fox; and 4 persons interested in the item to be discussed at this special meeting. The meeting was called to order by Ernest Jacks who presided in the absence of Chairman Clark McClinton. Ernest Jacks turned the meeting over to Planning Consultant J. A. Vizzier for a report on the status of the annexation proposal of the City of Fayetteville, Arkansas. The planning consultant quickly summarized the action which had been taken by the Board of Directors on the annexation proposal revised by the Planning Commission at its September 13 meeting. Mr. Vizzier real aloud a letter from the city attorney regarding the annexation. • The city attorney gave his legal opinion on annexing territory. There was some discussion and concern about the large areas of undeveloped land being annexed. Miss Suzanne Lighton, for the benefit of members not present at the September 13 meeting, pointed out the problem of maintenance of the county roads. She and the other members agreed they did not wish for the county to lose taxes and still have to be responsible for the maintenance of the raods. Such a situation would result if the proposed city limits would stop at the edge of a county road. City Manager Gerald Fox said little percentage of the property within the proposed annexation area is developed. Someone could have a good retort even after the annexation proposal was approved at the polls. Using the by-passes could establish reasons this land would be urbanized. The proposal would double the size of the city from 20 square miles to 40 square miles. The city answers some fire calls within this area; 9herefore as far as fire protection is concerned, we are providing it now. Police protection is not now being provided. The police force would undoubtly have to be enlarged. Mr. Fox said the city could not make any promises for extension of water and sewer mains unless these mains could be extended under present policy. Sanitation services have not been extended out Highway 16 East as of yet. The city has waited so long to extend the sanitation services because water connections just are now being made. The street lights would be extended more than likely. Traffic control signs would be extended as soon as possible. Mrs. Laird Archer (Markham Road) told the Planning Commission that she was very is interested in the area to the west and what would happen to this area, Mrs. Archer said she believed in city planning. The terra,* is very rugged and there is almost no access. The University of Arkansas, the Girl Scouts and the Department of Agricultural has used the property for field trips, etc, It is open land. It is very beautiful, very peaceful and quiet. Mrs, Archer said the r• r: r -: • , u c u n creeping •r the property, Mrs. Archer said the highway department plans to cross the land with the 71 by-pass, She said she understood the need to develop a proper street pattern. Also, she said she understood the desire of the city to annex the land so protection could be given the by-pass. She knew what would happen to the east side of the by-pass, but she was concerned about the west side. She felt every attempt should be made to preserve the peace and quiet and beauty of this open land. Anything that is done to make it impossible to keep this open land will be a mistake, It is of tremendous value to the city if it remains open as it is—undisturbed in its natural state. Mr. Glenn Will suggested the people within the annexed area be given assuranc2 of water, paved streets or scmething that would givethem a reason to want to be annexed, City Manager Gerald Fox said it was impossible to give this assurance. He further explained there were improvements needed within the present city limits which could not be done. After discussion, Allan Gilbert moved that the Planning Commission reaffirm the recommendation on the annexation proposal made at its September 13 meeting, The motion was seconded by Suzanne Lighton and passed unanimously.
