HomeMy WebLinkAbout1966-06-01 MinutesM MINUTES OF A CITY PLANNING COMMISSION MEETING • The City Planning Commission met in a special session at 4:00 p.m., Wednesday, June 1, 1966, in the Directors' Room in the City Administration Building. Members present: Ernest Jacks, Bill Dalton, Allan Gilbert, Wade Fincher, and Byron Boyd. Members absent: Henry Shreve, James Mashburn, Clark McClinton, and Bryan Walker. Others present: J. A. Vizzier, consulting planner; Duane Nelson; and S. P. Davis, Jr., attorney. The meeting was called to order by Vice-chairman Bill. Dalton.who.presided in the absence of Chairman Clark McClinton, The Vice-chairman reported that the purpose of this special meeting was to hold a public hearing to consider amending the zoning regulations to permit within certain zones mortuaries and memorial gardens (cemeteries). The Vice-chairman declared the public hearing open for discussion. J. A. Vizzier, planning consultant, was asked to advise the Planning Commission of zoning areas suitable for uses such as mortuaries and memorial gardens (cemeteries). Mr. Vizzier pointed out that mortuaries and memorial gardens (cemeteries) are not very popular in residential areas. The commercial zones are not desirable for memorial gardens (cemeteries) other than such districts • would be readily accessible to streets. Mr. Sidney Davis, Jr., attorney representing Duane Nelson, told the Planning Commission of his client's specific interest in the proposed amendment. There was much discussion. After the duscussion, the Vice-chairman declared the purpose of the public hearing having been accomplished, the hearing was closed. On motion by Ernest Jacks, seconded by Byron Boyd, the Planning Commission unanimously voted to recommend to the Board of Directors' that the zoning ordinance be amended to permit mortuaries and memorial gardens (cemeteries) in the 0-1 Open Land District and in the A-1 Annexed Territory District, RESOLUTION PC 1946 WHEREAS, a public hearing was held by the Planning Commission Wednesday, June 1, 1966, fifteen (15) days after Resolution PC 1846 detailing the proposed amendment to the zoning ordinance was filed with the City Clerk and after a notice was published in the Northwest Arkansas Times, a newspaper of general circulation; and WHEREAS, a quorum being present after said public hearing the Planning • Commission voted to make a recommendation to the Board of Directors. • • • NOW, THEREFORE, BE IT RECOMMENDED BY THE PLANNING COMMISSION TO THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE, ARKANSAS, SECTION 1. That an ordinance be enacted for the purpose of amending Article V. Provisions Governing Zoning Districts, Section 14. 0-1 OPen Land District of Ordinance No. 1239, passed and approved June 13P 1960, as amended by Ordinance No. 1284, passed and approved January 22, 1962, to permit mortuaries and memorial gardens (cemeteries) within the 0-1 Open Land District; and SECTION 2. That the ordinance also be for the purpose of amending Article IV. General Provisions, Section 5. Zoning of Annexed Territory of Ordinance No. 1239, passed and approved June 13, 1960, as amended by Ordinance No. 1425, passed and approved November 23, 1964, to permit mortuaries and memorial gardens (cemeteries) within the A-1 Annexed Territory District, PASSED AND APPROVED this 1st day of June 1966.
