MINUTES OF A CITY PLANNING COMMISSION MEETING
• The City Planning Commission met in a regular meeting at 4:00 p.m., Tuesday,
April 5, 1966, in the Board of Directors' Room in the City AdministrAtion
Building.
Members present: Bill Dalton, Allan Gilbert, Wade Fincher, Byron Boyd and
James Mashburn.
Members absent: Clark -McClinton, Bryan Walker, Henry Shreve and Ernest Jacks.
Others present: Planning Consultant J. A. Vizzier and Dan Clark, Superintendent
of the Sanitation Department.
The meeting was called to order by Vice Chairman Bill Dalton.who presided in
the absence of the Chairman.
The minutes of March 1, 1966, and March 22, 1966, were approved as written
and mailed to the members.
The superintendent of the Sanitation Department, Dan Clark, appeared before
the Planning Commission to discuss the proposed building site for an animal
shelter. Mr. Clark pointed out the proposed site on the aerial map in the
city engineer's office. The members present tentatively approved the location
and use of the property; however, Mr. Clark was asked to submit a plot plan
when prepared for review and formal approval by the Planning Commission.
• A city map with route of Highway 16 East By -Pass (highway from Highway 71
South along Fifteenth Street east to Highway 16 East) was submitted to the
Planning Commission for review and approval.
After discussion, Allan Gilbert moved that the Planning Commission approve
the location of the Highway 16 East By -Pass proposed by the City of
Fayetteville as shown on the city map submitted to the Planning Commission.
The motion was seconded by James Mashburn and passed unanimously.
RESOLUTION PC 13-66
WHEREAS, a city map with the location of the Highway 16 East By -Pass
proposed by the City of Fayetteville, Arkansas, was submitted to the
Planning Commission for review in accordance with Arkansas law on City
Planning; and
WHEREAS, the City Planning Commission at its regular meeting in
April voted to make a recommendation on said by-pass.
NO'rl, THEREFORE, BE IT RECOMMENDED BY THE CITY PLANNING COMMISSION OF
THE CITY OF FAYETTEVILLE, ARKANSAS..
• SECTION 1. That the location of the Highway 16 East By -Pass proposed
by the City of Fayetteville, Arkansas, as shown on the attached city map

Planning Consultant J. A. Vizzier reported on the progress being made on the
recertification for 1966 of the Workable Program for Community Improvement
and on the 701 Planning Program. Mr. Vizzier also commented on the concern
of the Board of Directors on street standards inside the city and immediately
adjacent to the city limits.
Wade Fincher moved to adjourn. The motion was seconded by Allan Gilbert
and passed unanimously. The Vice Chairman declared the meeting adjourned.
