HomeMy WebLinkAbout1966-02-15 Minutesbri MINUTES OF A CITY PLANNING COMMISSION MEETING • The City Planning Commission met at 4:00 p.m., Tuesday, February 15, 1966 in the City Council Room in the City Administration Building.. Members present: Bill Dalton, Clark McClinton,.Allan Gilbert, Bryan Walker, Ernest Jacks, Byron Boyd, Wade Fincher and James Mashburn. Members absent: Henry Shreve. Others present: J. A. Vizzier, planning consultant; Donaly Williams, petitioner; and Bill Cunningham, petitioner. The meeting was called to order by Chairman Clark McClinton. The Chairman reported the purpose of the special meeting was to hold four public hearings on petitions for rezoning and that the petitions would be considered in the order listed on the agenda. The petitioner Donald Williams was present to explain the request of Bill Bequette and himself for rezoning from R-2 Two Residential District to Rr3 Multi -Family Residential District of property in Wilson -Dunn Addition. Mr. Williams said he and Mr. Bequette felt there was a need for low rental multi- family units. He said the land could be better utilized and still offer low rental units with the multi -family use. Their past experience with rental units resulted in maintenance problems. • There were no persons present who make known any objections to the petition, The Chairman reported the purpose of the public hearing having been accomplished, the hearing on the petition of Donald Williams and Bill Bequette was over, The next petition discussed was that of Wood Cunningham for the rezoning from Rr1B Single Family Residential District to R-2 Two Family Residential District of property fronting on North Gregg Avenue in Mitchell's Addition. Bill Cunningham represented the petitioner. He stated the petitioner:.owned property west and south of the property described within the petition. The people from North Street to Prospect Street along North Gregg Avenue had been contacted and were familiar with the petitioner's request. There were no objections voiced. There being no further discussion, the Chairman reported the purpose of the public hearing having been accomplished, the hearing on the petition of Wood Cunningham was over. The Chairman asked that the petition of Sequoyah Methodist Church for the rezoning from R -1A Single Family Residential District to P -IA Special Church District of property on the east side of Old Wire Road (Part of SE� of SE� of Section 3, Township 16 North, Range 30 West) be heard. There were no proponents, opponents or persons representing the petition at, the hearing. The purpose of the public hearing having been accomplished, the hearing on the petition of Sequoyah Methodist Church was over. • The petition of John Askew for the rezoning from I�2 Heavy Industrial District to C-2 Thoroghfare Commercial District of property south of Fifteenth Street and east of Highway 71 South was discussed. There being no persons to Ll Ll represent the petition, proponents or opponents present, the purpose of the public hearing on the petition of John Askew was declared to have been accomplished. On motion by Bill Dalton, seconded by James Mashburn, the Planning Commission unanimously voted to recommend to the Board of Directors the rezoning as petitioned by Bill Bequette and Donald Williams from R-2 Two Family Residential District to R-3 Multi -Family Residential District property described as: Lots Five (5), Six (6), and Seven (7) of Block Two (2) in Wilson -Dunn Addition to the City of Fayetteville, Arkansas. RESOLUTION PC 6-66 WHEREAS „a public hearing was held by the Planning Commission Tuesday, February 15, 1966, fifteen (15) days after a sign was erected upon the property and after a notice was published in the Northwest Arkansas Times, a newspaper in general circulation; and WHEREAS, after the hearing the Planning Commission voted to make a recommendation to the Board of Directors on the rezoning petition of Donald Williams and Bill Bequette, NOW, THEREFORE, BE IT RECOMMENDED BY THE CITY PLANNING COMMISSION TO THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE, ARKANSAS, SECTION 1. That an ordinance be enacted for the purpose of rezoning from R-2 Two Family Residential District to Rr3 Multi -Family Residential District the property described as follows: Lots Five (5), Six (6), and Seven (7) of Block Two (2) in:Wilsoin-Dunn Addition to the City of Fayetteville, Arkansas, SECTION 2. That the above-described property be rezoned from R.,2 to Rt3 so that the land may be developed for multi -family residential use. That an ordinance be enacted for the purpose of rezoning from R -1B Single Family Residential District to R-.2 Two Family Residential District the property described as follows: - , Lots One (1), Two (2), Three (3), and Four (4) of Block Three (3) in Mitchell's Addition to the City of Fayetteville, Arkansas, and the East 150 feet of Edgewood Street West of North Gregg Avenue, SECTION 2. That the above-described property be rezoned from R -IB to R-2 so that the property may be developed for two-family residential use. PASSED AND APPROVED this 15th day of February , 1966s ATTEST: APPROVED: ERNEST JACKS, SECRETARY tCHAIRMAN bi After discussion of the petition of Sequoyah Methodist Church, Wade Fincher • moved that the Planning Commission recommend to the Board of Directors the rezoning from R -IA Single Family Residential District to P1A Special Church District of property described as: A parcel of land lying in the SEk of the SE� of Fractional Section 3, Township 16 North, Range 30 West, Washington County, Arkansas, and being more particularly described as follows: Beginning at the NE corner of the SEk of the SE� of Section 3, thence South 430.8 feet; thence West 422.1 feet; thence North 14.8 feet; thence North 230 191 West 100 feet; thence South 20 211 15" West 519.12 fe8t; thence North 280 071 East 186.5 feet; thence North 21 101 East 169 feet; thence North 88° 291 08" East 211.92 feet; thence North 840 38' 05" East 224.62 feet; thence East to the point of beginning and containing 7.64 acres, more or less. The motion was seconded by James Mashburn and passed unanimously. On motion by Bryan Walker, seconded by James Mashburn, the Planning Commission unanimously voted to recommend to the Board of Directors the rezoning from I-2 Heavy Industrial District to C�2 Thoroughfare Commercial of property described as follows: A part of the NW� of the SE4 of Sectibn 21, Township 16 North, Range 30 West, described as follows: Beginning at a point on the East line of the original survey of State Highway (now U. S. 71) which is 26 rods and 6 links West of the NE corner of said 40 acre tract, and running, • thence East 26 rods and 6 links to said 40 corner; thence South 645 feet; thence South 810 West 523.9 feet to a point on the East line of said original State Highway; thence North 80 311 East 730 feet, more or less, to the place of beginning, containing 6.09 acres, more or less, except 25 feet of equal and uniform width off the North side deeded to the City of Fayetteville for street purposes. and further recommend J. A. Vizzier call to the petitioner's attention the importance of traffic control within the proposed shopping center. RESOLUTION PC 946 WHEREAS, a public hearing was held by the Planning Commission Tuesday, February 15, fifteen (15) days after a sign was erected upon the property and after a notice was published in the Northwest Arkansas Times, a newspaper in general circulation; and WHEREAS, after the hearing the Planning Commission voted to make recommendation to the Board of Directors on the rezoning petition of John Askew, NOW, THEREFORE, BE IT RECOMMENDED BY THE CITY PLANNING COMMISSION.: • TO THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE, ARKANSAS. -7I SECTION 1. That an ordinance be enacted for the purpose of rezoning from • I-2 Heavy Industrial District to C-2 Thoroughfare Commercial District the property described below and not already zoned C-2. A part of the Mal• of the SE's of Section 21, Township 16 North, Range 30 West, described as follows:- Beginning at a point on the East line of the original survey of State Highway (now U. SubdivisionClub Estates were referred to the recommendation. The Planning Commission discussed the meetings set up by the Board of Directors. The Planning Commission felt the agenda meetings might delay action on Planning Commission recommendations three weeks. There was no further business, so the meeting was adjourned. APPROVED: CLARK C.
