HomeMy WebLinkAbout1965-09-14 Minutes• MINUTES OF A CITY PLANNING COMMISSION MEETING The City Planning Commission met in the City Council Room of the City Administration Building at 4:00 p.m., Tuesday, September 14, 1965. This was a regular meeting which had been postponed twice—August 31 and September 7 --because a quorum could not be present. Members present: J. F. Palmer, Suzanne Lighton, Bryan Walker, Wade Fischer, Allan Gilbert, Ernest Jacks, Bill Dalton and Henry Shreve. Members absent: Clark McClinton. (J. A. Vizzier was also absent.) The meeting was called to order by Chairman J. F. Palmer. The minutes of August 3, 1965, were approved as written and mailed to the members of the Planning Commission. Chairman Palmer asked for the report of the Subdivision Committee: Suzanne Lighton, Chairman of the Subdivision Committee reported that the Committee had met August 30 and was prepared to make recommendations on four preliminary.plats and one informal plat. The Subdivision Committee recommended that the preliminary plat of WOODLAND PARK ADDITION located south of the Confederate Cemetery on East Rock Street • be returned to the subdivider and the engineer and that the engineer met with the subdivision committee to discuss the preliminary plat. On motion by Ernest Jacks, seconded by Wade Fincher, the Planning Commission unanimously voted to accept the report and recommendation of the Subdivision Committee; therefore the preliminary plat of WOODLAND PARK ADDITION was referred back to the engineer, John E. Mahaffey & Associates, and the subdivider, Clyde McClintock. Discussion was had on the preliminary plat of SKY VIEW ACRES located on the south side of Deane Street and east of Lewis Avenue. The Subdivision Committee's recommendation was that the preliminary plat of SKY VIEW ACRES be approved provided certain conditions be met by the subdivider. On motion by Ernest Jacks, seconded by Henry Shreve, the Planning Commission unanimously voted to approve the preliminary plat of SKY VIEW ACRES provided that: 1. The street be dedicated to the south property line; and 2. Evidence be given that the preliminary plat has been shown to the adjacent property owners. The Planning Commission felt that the location of the turn -around should be left up to the subdivider and his engineer. On motion by Henry Shreve and seconded by Allan Gilbert the Planning Commission voted unanimously to accept the Subdivision Committee's recom- mendation on the preliminary subdivision plat of REPLAT OF LOTS 20 & 21 OF GREEN ACRBS ADDITION, said recommendation being that the preliminary plat • be approved provided that: 12 1. The building setback line be shown as being figured from a • theoretical extension of the street line through the turn- around instead of from the outer edge of the turn -around. 2. The preliminary plat be shown to the adjacent property owners and evidence be furnished that these persons have seen the plat. 3. That the street be curved as much as possible to keep away from the existing building which presently is closer than 15 feet from the street right of way. The preliminary subdivision plat of SMYTH ADDITION was discussed. The Subdivision Committee recommended that the preliminary plat of SMYTH ADDITION be approved by the Planning Commission provided that the below conditions are met. 1. Name of the subdivision be charged to JOHN SMYTH ADDITION; 2. The vehicular turn -around at the end of Lover's Lane.be shown with a 50 foot radius; 3• An additional 20 foot eadement be provided on the north end of lot 1 as requested by utility company; 4. Access be assured between Buckner -Braden (Crossover) Road and the subdivider's property; 5. An easement is needed for the water main which crosses William Carter's property; 6. The preliminary plat be shown to the adjacent property owners and evidence be furnished that these persons have seen the. plat. • Henry Shreve moved that the Planning Commission accept the recommendation of the Subdivision Committee and approve the preliminary subdivision plat of SMYTH ADDITION and further recommend that a building permit be issued to Richard Walden for the construction of a new single family residence on Lot 1 provided that evidence is submitted assuring access from Buckner -Braden Road to the subdivider's property and that a public hearing be held by the Planning Commission as soon as possible for the purpose of rezoning the newly annexed property from A-1 Annexed Territory District to R-lA Single Family Residential District. The motion was seconded by Bill Dalton and passed unanimously, The last item on the report from the Subdivision Committee was the division into lots of property owned by Ray Hughes and located on the south side of Whillock Street. The Subdivision Committee recommended that the Planning Commission accept the proposed division of the tract of land into three lots 70 feet by 1922 feet and that an informal plat be prepared and filed by the subdivider with the County Recorder. On motion by Bill Dalton and seconded by Allan Gilbert, the Planning Commission unanimously voted to accept the recommendation of the Subdivision Committee. There was discussion had on the Preston Hathcock petition for dedication of an alley. Chairman Palmer with the approval of the Planning Commission appointed J. A. Vizzier to meet with the Hathcocks or with their legal representative, Glenn Wing, to discuss the proposed dedication. There was no objection to the dedication of the alley; however there was some question as to whether an alley or an easement for the utilities was needed. • It was reported that the Zone Revision Committee had held two meetings during which discussion was had on interpretating the zoning district boundary lines. The • Committee had completed 2/3 of the City Atlas which had zoning district boundary lines. After another meeting the Committee reported it would be prepared to submit to the Planning Commission the proposed changes which will require public hearings and the City Atlas with the zoning district boundary lines located according to interpretation of ARTICLE III Section 2 - 2 of Ordinance No. 1239. • 0 The Planning Office reported that the area to the East on Highway 16 was now inside the city. As -soon as the City Engineer receives anaerial photo of the entire city (which will be the latter part of September) a zoning map will be prepared from the photo. The map will be checked in the field and then presented to the Planning Commission. J. F. Palmer invited the Planning Commission members to hear urban renewal representatives at 3:30 p.m. in the City Council Room on Wednesday, September 15, or at the Country Club for dinner after the meeting.
