HomeMy WebLinkAbout1965-03-02 MinutesIr ff MINUTES OF A CITY PLANNING COMMISSION MEETING The City Planning Commission met in a regular session at 4:00 p.m., Tuesday, March 2, 1965, in the City Council Room of the City Administration Building. Members present: J. F. Palmer, Suzanne C. Lighton, Bill Dalton, Bryan Walker, Ernest Jacks and Allan Gilbert. Members absent: Henry Shreve, Clark McClinton and Wade Fincher. Others present: J. A. Vizzier, planning consultant; and James Sanders. The meeting was called to order by Chairman J. F. Palmer. The minutes of February 12, 1965, and February 16, 1965, were approved as written and mailed to the Planning Commission members. Chairman Palmer asked if the committee appointed to study the W. G. Shipley Addition had a report ready for the Planning Commission. Suzanne Lighton said that the committee had nothing to report yet. The Committee appointed to study Oits Stobaugh's lot division problem of Lot 4 of Kenilworth Place reported that a meeting had not yet been held. J. A. Vizzier did comment that G. E. Brown who owns property to the south of the lot in question had been consulted and had no objections to the proposal. • The Chairman asked for the report from the Subdivision Committee on the preliminary subdivision plat of HILLSIDE ADDITION filed by Oleva 0. Hebbard. During the discussion of the report from the Subdivision Committee these items were noted: 1. Two 8 inch high pressure gas mains cross lots 9, 10, 11 and 12. The gas company requires a 25 foot setback on each side of these two mains. These lots should be redesigned; 2. Additional easements have been requested by the utility company on the south side of lot 1 and lot 12; 3. An additional 5 feet has been requestedion the west end of lots 1, 21 32 4, 5, and 6; 4. No topography contour map; 5. Error in the legal description and an error in the number of acres within the subdivision; 6. The adjacent subdivisions are noted on the preliminary plat; however the property owner or owners of the undeveloped property to the east is not shown; 7. There is no evidence that the property owners of the undeveloped land have seen the preliminary plat. The Planning Commission suggested a simple statement that the plat had been seen by said property owner, signed by the property owner and dated would be sufficient evidence. Suzanne Lighton moved that the preliminary plat of HILLSIDE ADDITION be returned to the subdivider and the engineer and that the Planning Commission reject the plat submitted until satisfactory revision is made of lots 9, 10, 11 and 12 across • which run two 8 inch high pressure gas mains and until other minor corrections are made. The motion was seconded by Ernest Jacks and passed unanimously. • E 0 130 The preliminary subdivision plat of EASTWOOD ADDITION submitted by Clay B. Yoe was briefly discussed. Chairman Palmer referred the plat back to the Subdivision Committee for further study. James Sanders appeared before the Planning Commission to discuss a cooperative project between himself and the City of Fayetteville. Mr. Sanders explained that he proposed to erect a warehouse in the vicinity of Beechwood Avenue, Razorback Road and Fifteenth Street. Since Fifteenth Street west of Razorback Road to Beechwood Avenue is shown as a collector street on the City's Master Street Plan he said he would be willing to help open and improve this collector street instead of providing a private drive to the proposed warehouse. Suzanne C. Lighton moved that the Planning Commission recommend the proposal of James Sanders previously discussed be referred to the Street Committee bf the City Council and that it be recommended that the Street Committee give favorable consideration to the proposal of James Sanders to open and improve a collector street as shown on the City of Fayetteville's Master Street Plan if feasible. The motion was seconded by Bill Dalton and passed unanimously. James Vizzier, planning consultant, reported on his trip to Fort Worth, Texas, at which time he submitted the application for recertification of the workable program for the City of Fayetteville, Arkansas. A public hearing date was set on three rezoning petitions. The public hearing will be held March 23, 1965, on the petitions of E. R. Moore and Jessa Moore; Bill Bequette, Joe Wilson and Argil Bartholomew; and the Planning Commission. There being no further business, the meeting was adjourned.
