MINUTES OF A CITY PLANNING COMMISSION MEETING
The City Planning Commission met in a special called meeting at 10:30 A.M.,
Thursday, November 5, 1964, in the City Council Room in the City Administration
Building.
Members present: J. F. Palmer, Allan Gilbert, Wade Fincher, Clark McClinton and
Ernest Jacks.
Members absent: Suzanne Lighton, Henry Shreve, Bryan Walker and Bill Dalton.
The meeting was called to order by Chairman J. F. Palmer. The Chairman reported
that the purpose of this special called meeting was to make a recommendation on
the petition for rezoning from R-3 to C-3 of property south and fronting Rock
Street between Block Avenue and Church Avenue and to make a recommendation on the
petition for closing certain streets and alleys in Rochier Heights Addition.
After a short discussion on the petition of Bertha Poore, M. C. Aumick and B.
R. Nelson for the rezoning of their property on the south side of Rock Street
between Church Avenue and Block Avenue, Clark McClinton moved that the Planning
Commission recommend to the City Council the zoning change from R-3 Multi -Family
Residential District to C-3 Central Commercial District as petitioned by the
owners of the property described as follows: Part of Block 40 in the Original
Plat of the City of Fayetteville, Arkansas, described as beginning at a point
86 feet East of the Northwest corner of said Block 40 and running thence East
237 1/2 feet; thence South 141 1/2 feet; thence West 162 1/2 feet; thence North
14 1/2 feet; thence West 70.8 feet to the rpiddle of the alley, thence North
bearing West with the middle of the alley 127 feet to the point of beginning.
The motion was seconded by Allan Gilbert.and passed unanimously.

WHEREAS, the Planning Commission held a public hearing Tuesday,
November 3, 1964, at 4:00 p.m. at which a quorum was not present; and
WHEREAS, at another special called meeting on Thursday, November 5,
1964, the Planning Commission voted to make a recommendation to the City
Council.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY PLANNING COMMISSION OF THE
CITY OF FAYETTEVILLE, ARKANSAS:
SECTION 1. That the City Council adopt an ordinance for the purpose
of -rezoning from R-3 tdulti-Family Residential District to C-3 Central Commercial
District property between Block Avenue and Church Avenue on the south side of
Rock Street and fronting Rock Street as petitioned by the property owners.

• The members present discussed the petition for closing certain streets and
an alley in Rochier Heights Addition. There was concern of some members
regarding the closing of Paris Avenue which runs north and south. The closing
of a portion of this street would result in real estate being without access.
There are only two north -south streets which connect with all the east west streets.
Rose Avenue and Paris Avenue are the two streets. waunetta Avenue follows the
railroad right-of-way to Rockbluff Street.
Chairman Palmer stated that J. A. Vizzier had discussed with the petitioners and
owners, Cy Carney and Lettie Carney, replatting the real estate. It was brought
out during the discussion there had been little development of this addition south
of Rochier Street,
Allan Gilbert moved that the Planning Commission recommend the closing of that
part of Paris Avenue extending from the south line of Rochier Street to 84 feet
south of the south line of Grandview Street, and the alley lying south of lots
1, 2, 3, 4, 5, 6 and north of Lots 7, 8, 9, 10 and 11 of Block 6, and also all
of that part of Grandview Street lying east of Paris Avenue, and lying south of
Lots 7, 8, 9, l0 and 11 of said Block 6, all in Rochier's Heights Addition to
the City of Fayetteville, Arkansas, as per plat of said Addition on file in the
Office of Circuit Clerk and Ex -Officio Recorder of Washington County. The motion
was seconded by Ernest Jacks and passed unanimously.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY PLANNING COMMISSION OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
That the City Council act favorably upon the petition of Cy Carney and
Lettie Carney, husband and wife, for the closing of a portion of Paris Avenue
and a portion of Grandview Street, and the alley lying south of Lots 1, 2,
3, 4, 5, 6 and north of Lots 7, 8, 9, 10 and 11 of Block 6, all lots,
streets and alleys being located in Rochier Heights Addition to the City of
Fayetteville, Arkansas,
