HomeMy WebLinkAbout1963-11-12 MinutesIS-: MINUTES OF A CITY PLANNING COMMISSION MEETING • The Fayetteville City Planning Commission met in a special session on Tuesday, November 12, 1963, at 3:30 p.m. in the City Council Chambers in the City Administration Building. Members present: J. F. Palmer, Clark McClinton. and George Caudle. Also present were Cliff Mills, petitioner, and his attorney, Walter Niblock; Anthony Latrecchia and Kenneth Cates, petitioners, and their attorney, Bill Murphy; and Harold E. Lieberenz, City Building Inspector. Members absent: Suzanne Lighton, Henry Shreve, Bryan Walker, Hugh Stubblefield, Paul Young and Bill Dalton. Chairman J. F. Palmer called the special meeting to order. Mr. Palmer reported that the purpose of the special meeting was to hold a public hearing to hear and consider two rezoning petitions. The rezoning petitions of B. E. House, Anthony Latrecchia and Kenneth Cates was the first to be heard. Chairman Palmer asked those in favor of the petition to be heard. Bill Murphy, attorney for petitioners, stated that his clients have petitioned for the rezoning of property East off Highway 71 North and immediately South of Fisher Buick Company, said property not already zoned C-2 Thoroughfare Commercial District be rezoned from R -IA Single Fames Residential District to C-2 Thoroughfare Commercial District. Mr. Murphy said his clients wanted the property zoned C-2 so they could make better use of the land. Mr. Latrecchia who, as well as Mr. Cates, was present at the hearing said he planned to lease the property. Although he had talked to interested parties (Kelley Kwality Homes and Joe Hinton) until the property were in a commercial zone nothing else could be done. There were no objectors present. Chairman Palmer inquired as to whether or not the city inspector had heard any objections to the zoning change as requested. Harold Lieberenz reported no one had voiced their objections to him. The rezoning petition of Pearl and Cliff Mills was heard next. J. F. Palmer said those who favored the zoning change would be given an opportunity to be heard. Walter Niblock, attorney for Pearl and Cliff Mills, stated that his clients have petitioned for the rezoning from R -JA Single Fav Residential District to C-2 Thoroughfare Commercial District of property located east off Highway 71 North between Hudson's Service Station and Horton+s Service Station. The rezoning was requested for that portion of real estate which was not already zoned C-2. Mr. Niblock pointed out that the property north, east and south of his clientst property was a wooded section..with no roads or buildings for quite some distance. Mr. Niblock stated that his clients proposed to build a trailer park in the area to the east of their present businesses. Cliff Mills presented a drawing of the proposed trailer park. • There were no objectors present. Chairman Palmer asked the City Building Inspector if he had received any objections. Harold Lieberenz reported he had received none. • 0 T 47 There being no further discussion or no more petitions to be heard, Chairman Palmer declared that the purpose of the public hearing having been accomplished, the hearing was adjourned. George Caudle arrived at the meeting. Although the approval of the zoning change as petitioned by Pearl and Cliff Mills and as petitioned by.B. E. House, Anthony Latrecchia and Kenneth Cates was unanimous, a quorum was not present; therefore the Chairman reported no action could be taken at this meeting. J. F. Palmer reported on his attendance of the meeting at Hot Springs, Arkansas, of Arkansas Municipal League Convention of City Planners and Commissioners. He said he was appointed chairman of one committee. Mr. Palmer mentioned possible meetings of planning commissions at least once and maybe twice a year. There being no further business, the meeting was adjourned. Resnectfully submitted.
