HomeMy WebLinkAbout1963-09-03 MinutesMINUTES OF A CITY PLANNING COMMISSION MEETING • On September 3, 1963, at 4:00 p.m. in the City Administration Building,.the City Planning Commission of Fayetteville, Arkansas, met in a regular meeting. Present: J. F. Palmer, Suzanne Lighton, Hugh Stubblefield, Bryan Walker and Henry Shreve. Roy Adams, Mrs. J. T. Carlton and Harold E. Lieberenz, City Building Inspector, were also at the meeting. Absent: Paul Young, Clark McClinton, Bill Dalton and George Caudle. Chairman J. F. Palmer called the meeting to order. The minutes of August 6, 1963 (special meeting) were approved as written and mailed to the members. Because Mrs. J. T. Carlton was at this meeting and since she had been waiting quite a while, the order of the agenda was dispensed with and her problem was considered first. Harold Lieberenz explained Mrs. Carlton's problem. Henry Shreve moved that the Planning Commission recommend that Mr. George Byrd, Mrs. J. T. Carlton's father, dedicate for street purposes a 50 foot strip of land in line with and north of Cline Avenue in McClinton's Second Addition to the south line of the railroad tracks; but only that portion of the street which goes to the north property line on Mrs. Carlton's proposed lot be improved. The motion was seconded by Hugh Stubblefield and passed unanimously. A report on three rezoning petitions was given by Vice chairman Suzanne Lighton who presided at the public hearing of August 27; she reported on the opinion of the Plan- • ning Commission members present at said public hearing. It was the opinion of the members that all petitions be given favorable consideration; therefore the following motions were made: Hugh Stubblefield moved that the Planning Commission recommend to the City Council that the petition of the Board of Trustees, Calvary Assemblies of God Church in which was requested the rezoning of property several hundred feet north of Oakland Avenue and east off Garland Avenue (Highway No. 112) from R -1A Single Family Residential District to P -IA Special Church District. This property is more particularly described.as: Part of the West Half (W 1/2) of the Northwest Quarter (NW 1/4) of the Southwest Quarter (SW 1/4) of Section Four (4), Township 16 North, Range 30 West, described as follows: Beginning at a point 670 feet South of the Northwest corner of said 20 acre tract, and running thence East 660 feet; thence South 320 feet; thence West 240 feet; thence North 105 feet; thence West 420 feet; thence North 215 feet to the point of beginning, containing four and one-half (4 1/2) acres, more or less. On September 3, 1963, the Planning Commission voted to make a recommendation to the City Council. k0 NOW, THEREFORE, BE IT RESOLVED BY THE CITY PLANNING COMMISSION OF THE CITY OF FAYETTEVILLE, ARKANSAS: • SECTION 1. That the Planning Commission recommends to the City Council that favorable consideration be given to the petition of the Board of Trustees, Calvary Assemblies of Cod Church, in which a request was made to rezoned real estate several hundred feet north of Oakland Avenue and east off Garland Avenue (Highway No. 112) from R -IA Single Family Residential District to P -IA Special Church District. Suzanne Lighton moved that the Planning Commission recommend to the City Council that the rezoning petition of S & H, Inc., within which a request was made for the rezoning to C-2 Thoroughfare Commercial District that property east of Highway 71 North and north of Township Road not already zoned C-2; said property further being described: A part of the Southwest Quarter of Section • 35, Township 17 North, Range 30 West, being described as follows: Begin- ning at a point which is 20.5 feet North and 759.5 feet West of the Southeast corner of said Southwest Quarter, thence North 12 degrees 20t East 318.8 feet, thence North 89 degrees 361 East 170.9 feet thence North 0 degrees 181 West, 120 feet, thence North 89 degrees 361 East 100 feet, thence North 0 degrees 181 West 30 feet, thence North 89 degrees 361 East 105.6 feet, thence South 0 degrees 181 East 150 feet, thence North 89 degrees 361 East 5 feet, thence South 0 degrees 181 East 314 feet, thence West 446.5 feet to the point of beginning. Inc.,; and WHEREAS, because a quorum was not present at said public hearing, another meeting was called. On September 3, 1963, the Planning Commission voted to make a recommendation to the City Council: NOMI, THEREFORE, BE IT RESOLVED BY THE CITY PLANNING COMMISSION OF THE CITY OF FAYETTEVILLE, ARKANSAS: SECTION 1: That the Planning Commission recommends to the City Council that favorable consideration be given to the'petition of S & H, Inc., in which .• a request was made to rezone real estate east of U. S. Highway 71 North and north of Township Road from R-lA Single Family Residential District to C-2 Thoroughfare Commercial District that portion of the real estate not already zoned C-2. • • 0 PASSED AND APPROVED THIS x'FAa day of The motion was seconded by Henry Shreve and carried unanimously. The last rezoning petition on which action was taken was that of Roy and Vera Guinn, husband and wife. The Planning Commission members were reluctant about rezoning the property to O-1 Open Land; however under the circumstances this seemed to be the most well suited zone. Suzanne Lighton moved that the Planning Commission recommend to the City Council that property belonging to Roy and Vera Guinn, husband and wife, be rezoned from R-2 Two Family Residential District to O-1 Open Land District. On September 3, 1963, the Planning Commission voted to make a recommendation to the City Council. N0:m1, THEREFORE, BE IT RESOLVED BY THE CITY PLANNING COMMISSION OF THE CITY OF FAYETTEVILLE, ARKANSAS: SECTION 1: That the Planning Commission recommends to the City Council that favorable consideration be given to the petition of Roy and Vera Guinn, husband and wife, in which a request was made to rezone real estate off Duncan Avenue from R-2 Two Family Residential District to 0-1 Open Land District. The petitioners wish to extend an existing trailer park. PASSED AND APPROVED THIS ZA WG day of :32 Bryan Walker seconded the motion. The motion passed unanimously. • A report from the Subdivision Committee on Roy Adams proposed subdivision problem was given by Committee Chairman Suzanne Lighton. The proposed subdivision lies between Vandeventer Avenue and Gregg Avenue south of Hawthorne Street and is part of the Replat of Block 4 of Lots 7-15 of Wilson Adams Addition. Mr. Adams proposes to cut an east -west 40 foot street, curbed and guttered, to be west and to be an extension of Cleburn Avenue. There may, according to Miss Lighton, be a problem of a utility easement in the lots north of the proposed street. The easement is 24 feet south of the north (rear) lot lines. Informally the Planning Commission discussed and approved Mr. Adams' plans. The City Building Inspector gave a resume of Planning Commission and City Council action taken on Johnnie Bassett Ts subdivision plat of South Sunny Acres. There was some question as to how the extension of Lonnie Avenue and Leland Avenue to the south should be noted. The Planning Commission reiterated their action taken at the August 6 meeting in which the acceptance of the dedication of a street was recommended. Johnnie Bassett was to deed to the City of Fayetteville, Arkansas, real estate to be set aside for street purposes; said streets which did not have to be improved at the present.
