MINUTES OF A CITY PLANNING COMMISSION MEETING
• The City Planning Commission of Fayetteville, Arkansas, met in a special meeting on
June 27, 1963, at 4:00 p.m., in the Municipal Court Room in the City Administration
Building.
Present: Suzanne Lighton, Paul Young, Hugh Stubblefield and George Caudle.
Absent: J. F. Palmer, Clark McClinton, Bryan Walker, Henry Shreve and Bill Dalton.
Vice-chairman Suzanne Lighton called the special meeting to order. The Vice-chairman
reported that the purpose of this special meeting was to hold a public hearing to
hear and consider two rezoning petitions.
The petition of Mr. L. M. McGoodwin requesting the rezoning of property lying between
Martin Avenue and Highway 71 North :from R -1B Single Family Residential District to
C-2 Thoroughfare Commercial District. The secretary of the Planning Commission read
Mr. McGoodwin's petition. The Vice-chairman asked the petitioner to speak.
L. M. McGoodwin, his wife, and Carl Yates, an employee, were present. Mr. McGoodwin
said that all of the property had always been in one tract and under one ownership.
However, it was divided by zones. He stated that the buildings upon the property
were more suitable for commercial use. The conversion from residential to professional
use would restore and maintain their economic value and would enhance the area.
George Caudle asked Mr. McGoodwin if the people who owned homes in the subdivision
to the east had any objections. Mr. McGoodwin replied there were no objections.
Several neighboring property owners had signed the petition and other property owners
would be willing to sign the petition if it were necessary. Mr. McGoodwin mentioned
that the City of Fayetteville is to build a fire station south of the property which
would only add to the commercial use of land farther than 300 feet from the highway.
Mr. McGoodwin told the Planning Commission that he employed approximately 20 persons.
The offices are now located in a residential area, but in all the years he has operated
his engineering offices in the area he has never heard any complaints. The business,
Mr. McGoodwin explained, must have room to expand, but it cannot expand in its present
location.
The Planning Commission members and L. M. McGoodwin discussed the possibility of
rezoning the property to R -P Professional Office and Residential District. Mr. L.
McGoodwin was not in favor of the R -P Zone. He questioned whether his profession
was permitted in the R -P Zone,
Suzanne Lighton thanked Vxe McGoodwin for his explanations. Miss Lighton reported
that the petitioner had been heard, now the opposition would be heard. There was
no one present to oppose the rezoning request. Miss Lighton said if there were no
further discussion to be had on Mr. L. M. McGoodwin's petition, and there was none,
then the next rezoning petition would be considered.
The rezoning petition of Murray F. Lewis and W. A. Lewis was read by the secretary.
The Vice-chairman declared the hearing open for discussion, and the petitioners would
be heard.
• Paul Jameson, attorney for petitioners, and W. A. Lewis appeared before the Planning

Commission. Mr. Jameson told the Planning Commission that his clients desired to
erect a two-story office building upon lot 5 in Block 3 and wanted to utilize lot 3
• in Block 3 for parking. At the present lot 3 is in a R-2 Two Family Residential
District, and his clients have petitioned for the rezoning of lot 3 to C-2 Thorough-
fare Commercial District.
The petitioners' attorney said the proposed change in zoning would not conflict with
surrounding land uses: Lot 3 is contiguous to and immediately west of lands which
are presently zoned C-2, and the entire area surrounding said lot 3 in Block 3 is
predominantly commercial in character. Mr. Jameson mentioned that i2' the lot were
rezoned the vacant lot 5 would be developed and improved as well as lot 3. The
contemplated improvement will improve the area and enhance the property values in
the area.
Suzanne Lighton asked ha. Jameson if his clients had discussed closing the alley west
of lot 3• Mr. Jameson said that nothing had been said. Miss Lighton suggested the
closing of the alley be considered.
The Planning Commission members asked Mr. Jameson and Mr. Lewis if they would consider
rezoning the lot to R-4 Multi -family Residential and Dormitory District, a zone
in which parking lots are permitted. Mr. Jameson replied that his clients would
rather have the lot zoned C-2 as in the future they might wish to enlarge their
building.
There was no further discussion. The Vice-chairman said those who opposed the re-
zoning petition would now be heard. There was no opposition present.
• Suzanne Lighton, Vice-chairman, reported the purpose of the meeting having been
accomplished, the hearing was adjourned. Action would have to be taken at a later
date because a quorum was not present.
After the hearing the City Building Inspector presented the subdivision problem of
J. C. Cox. Mr. Cox wanted to erect another house on property west of Old Wire Road,
A 25 foot existing drive borders the property on the south. Mr. Lieberenz, City
Building Inspector, said Mr. Cox proposed to use the drive as a street; however it
is not wide enough to meet the requirements of the cityts minimum street standards.
A discussion was had by J. C. Cox and the Planning Commission. After the discussion,
the Planning Commission recommended that Mr. Cox check with the party who owns the
property to the south to see if he would be willing to give enough land to make the
drive a street of proper width.
There was no further business to be discussed; the meeting was adjourned.
