HomeMy WebLinkAbout1963-06-07 MinutesMINUTES OF A CITY PLANNING COY14ISSION MEETING • The City Planning Commission of Fayetteville, Arkansas, met in a regular session on Friday, June 7, 1963, at 4:00 p.m., in the City Council Room in the City Administration Building. This meeting had previously been scheduled to be held Tuesday, June 4, 1963, at 4:00 p.m., but a quorum could not be present on said date; therefore the June 4 meeting was conceled and re -scheduled for June 7. Ca s-6 Present: Suzanne Lighton, George Caudle, Bryan Walker, Henry Shreve, Paul Young, Hugh Stubblefield and Bill Dalton. Absent: J. F. Palmer and Clark McClinton. Because of the absence of Chairman J. F. Palmer, Vice-chairman Suzanne Lighton conducted the meeting. The minutes of May 7, 1963 (regular meeting) were approved as written and mailed to the members. The rezoning petition of L. M. McGoodwin and the rezoning petition of Murray F. Lewis and W. A. Lewis were submitted to the Planning Commission. The public hearing is to be held at the earliest possible time. Bryan Walker, a member.o£ the Zone Revision Committee, reported that the committee was not ready to make any recommendation on trailer courts. The city building inspector stressed the urgency and necessity of consideration of the trailer court problem. • Paul Young arrived at the meeting. J. E. Gabbard's preliminary subdivision plat of Valley Vista was considered by the Planning Commission. Harold Lieberenz, City Building Inspector, reported that the only items in question were the 35 foot radius turn -around at the south end of the proposed Gabbard Drive and the 45 foot radius turn -around at the west end of the pro- posed Kaywood Ione. The subdivision ordinance requires a 50 foot radius turn -around. Mr. Lieberenz pointed out that the subdivision ordinance did give the Planning Commission an alternative, but the radius of the turn -around could not be less than 35 feet. Bill Dalton arrived and Bryan Walker left the meeting. Henry Shreve moved that the Planning Commission accept J. E. Gabbard's preliminary subdivision plat with the 35 foot radius and 45 foot radius turn-arounds and that Mr. Gabbard proceed with his final plat. The motion was seconded by Hugh Stubblefield and passed unanimously. George Caudle left the meeting at this time. A copy of the subdivision plat of Thomas Comley and J. W. Eoff was submitted to the Planning Commission. Harold Lieberenz told the members that Mr. Comley and Mr. Eoff wanted permission to begin construction on houses on the lots in Block 1 and Block 2. Mr. Lieberenz said that Bel -Air Drive was not an existing opened and improved street nor had the subdividers entered into a contract with the City of Fayetteville; • therefore he could not issue any building permits. The city inspector reminded the Planning Commission that before the subdividers could enter into a contract with the City of Fayetteville, the final subdivision plat would have to be approved by the Planning Commission and the City Council. After further discussion, Paul Young moved that the Planning Commission accept the submitted subdivision plat as the • final plat on condition that the subdividers' engineer work out any problems with the city building inspector. Henry Shreve seconded the motion which passed unanimously. , The Planning Commission members discussed Lynn L. Smith's preliminary plat which was brought before them by the city building inspector. Bill Dalton moved that the Planning Commission approve the preliminary plat provided that the necessary utility easements are dedicated and that other minor corrections, said minor corrections to be determined by the city building inspector, are made. The motion was seconded by Hugh Stubblefield and carried unanimously. �+ Vice-chairman Suzanne Lighton referred W. G. Shipley's problem to the Subdivision Committee for study and recommendation at the next meeting. Paul Young, Chairman of the Housing Code Committee of the City Planning Commission reported on the progress of his committee. It was the opinion of the committee that the method of enforecment was their main objection to the draft prepared by Raymond Nelson. Mr. Young said that the Housing Authority appointed by Mayor Guy E. Brown had had several meetings to discuss Urban Renewal for Fayetteville. At these various meetings the adoption of a housing code had been discussed.
