MINUTES OF A CITY PLANNING COMMISSION MEETING
The Fayetteville City Planning Commission met in a special meeting at 3:30 p.m. on
Monday, March 11, 1963, in -the City Council Room in the City Administration Building.
Members present: J. F. Palmer, Bill Dalton, George Caudle, Henry Shreve and Hugh
Stubblefield.
Members absent: Paul Young, Suzanne Lighton, Clark McClinton and Bryan Walker.
The meeting was
called to order by J.
F. Palmer,
chairman.
Mr. Palmer reported that
the purpose of the meeting was
to hold
a public
hearing to
hear and consider the re-
zoning petition
of the Central
Baptist
Church.
The Chairman explained the usual procedure was to hear those in opposition of the petit-
ion first. The hearing was declared open for discussion and those present who opposed
the rezoning were asked to speak. There was no opposition present; therefore the
Chairman declared the hearing open for discussion to those in favor of the rezoning.
Present to represent the Central Baptist Church were Mr. Lloyd Warren, 306 Baxter Lane,
(Trustee); Mr. Charles Harris, 1665 Shadowridge (member of the church); Mr. J. D.
Chastain, 1511 Hefley (Trustee); and Mr. Robert Lloyd, Rogers, Arkansas (member of the
building committee). M.r. Warren acting as spokesman told the Planning Commission mem-
bers that the plans were to place the church on a knoll which is close to Holly Street.
He said that four lots to the north had been staked off to be sold for residential use.
A water color picture of the proposed church and other buildings connected with the
church was exhibited for the benefit of the Planning Commission members.
• An inquiry about the amount of property owned by the church was made by Henry Shreve.
Mr. Warren said the church owned property north of North Street running for approxi-
mately 1300 feet along Gregg Avenue. He pointed out that not all of the property was
being petitioned for rezoning.
Chairman Plamer asked if the church had made any special effort to contact the people
living withinithe area. Mr. Warren said that no door to.door campaign had been waged;
however he had received no unfavorable response at all.
George Caudle said he lived in the area a:n.d this was the first rezoning petition to
come before the Planning Commission about which he did not receive several calls from
his neighbors protesting to or inquiring about what was being done.
As there
was no
additional information to be given,
the Chairman
declared that the
purpose
of the
hearing having been accomplished, the
hearing was
over.
Hugh Stubblefield arrived at the meeting at this time.
Henry Shreve moved that the Planning Commission by means of a resolution recommend
to the City Council that the property described as follows be rezoned from R -1B Single
Family Residential District to Pow -1A Special Church District as petitioned: A part -of
the SE 1/4 of the NW 1/4 of Section 9, Township 16 North, Range 30 West of the 5th P.M.,
more particularly described as, beginning at a point on the East line of said quarter -
section 350 feet North of the Southeast corner of said 40 -acre tract, and running
• thence North 630 feet; thence West 322.4 feet or to the East line of right-of-way of
St. Louis -San Francisco Railway; thence Southwesterly along said East line of railway
right-of-way 225 feet; thence East 100 feet along said right-of-way; thence south-
• westerly along said East line of railway right-of-way 442 feet more or less to a point
due West of beginning point; thence East 353 feet more or less to point of beginning,
containing 5 acres, more or less. The motion was seconded by Bill Dalton and passed
unanimously.

WHEREAS, the Planning Commission held a public hearing on March 11, 1963;
and
WHEREAS, after said public hearing at which a quorum was present, the Planning
Commission voted to make a formal recommendation to the City Council; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY PLANNING COMMISSION OF THE CITY
OF FAYETTEVILLE, ARKANSAS, THAT IT RECOMMENDS TO THE CITY COUNCIL OF FAYETTEVILLE,
ARKANSAS:
SECTION 1. That the property on Gregg Avenue petitioned by the Central Baptist
Church for rezoning be rezoned from R -1B Single Family Residential District to P-lA
Special Church District as petitioned.
