HomeMy WebLinkAbout1962-11-06 Minutes124 MINUTES OF CITY PLANNING COMMISSION MEETING • The Fayetteville City Planning Commission met in a regular session at 3:30 p.m. on Tuesday, November 6, 1962, in the Municipal Court Room in the City Administration Building. Members present: Mr. J. F. Palmer, Miss Suzanne Lighton, Mr. Bill Dalton, Mr. Clark McClinton and Mr. George Caudle. Members absent: hire Henry Shreve, Mr. Paul Young, Mr. Bryan Walker and Mr. Hugh Stubblefield. The meeting was called to order by Chairman J. F. Palmer. The minutes of October 2, 1962, (regular meeting) were approved as written and mailed to the members prior to this meeting. Miss Lighton inquired as to whether or not the City Council had taken any action on the professional aid requested by the City Planning Commission to work with the City Building Inspector and the City Planning Commission. Mr. Palmer said nothing had been done as far as he knew in regard to employing a professional planner. The request of the Planning Commission had been referred to the Planning Committee of the City Council. Mr. Palmer stated that he would follow through with this matter. The Chairman asked about the date set aside for a public hearing on the rezoning of lot 12 in Block 1 of the Evelyn Hills Addition to the City of Fayetteville, Arkansas; property on Sixth Street belonging to Wiggins Memorial Methodist Church; and property belonging to C. E. and Zola Millheisler, said property being located on Highway 71 • South. The Chairman was informed that the public hearing would be held at 4:00 p.m. on November 20, 1962. Mr. Bill Dalton, Chairman of the Zoning Committee of the Planning Commission, reported on the definition of kindergartens and nurseries. Mr. Dalton pointed out that it was difficult to draw a fine line in defining kindergartens and nurseries; however he reported that his committee had come to the following decision: Nurseries would consist of small infants who would remain indoors. Six or more of such children as described in the foregoing statement would be considered as a nursery. Kindergartens would consist of children who would spend most of their time outdoor Four or mote such children as described in the foregoing statement would be considered as a kindergarten. Also should a person rent property for the purpose of keeping children and said person live elsewhere, one or more children would be considered to compose a kindergarten. Mr. Harold E. Lieberenz, City Building Inspector, presented a lot problem to the Plan- ning Commission members. Mr. E. L. Stephenson who owns property on North Garland Avenue and said property being described as follows: A part of the Southwest Quarter of the Southwest Quarter of Section Four (4), Township Sixteen (16) North, Range Thirty (30) West and more particularly described as beginning at a point which is Two hundred sixty four (264) feet North of the Southwest Corner of said Forty acre tract, running thence East Three hundred thirty (330) feet; thence North Three hundred ninety • six (396) feet; thence West Three hundred thirty (330) feet; thence South Three hundred ninety six (396) feet to the place of beginning containing three acres be the same more or less. hire Stephenson sold approximately 96 feet by 330 feet to another party 125 and now he would like to divide the remainder of his property into lots 75 feet by 330 feet and sell these lots. Mr. Lieberenz stated that Mr. Stephenson had talked • to the owner of the subdivision to the east to see if Davis Street could be continued west to Garland Avenue. The owner, Bryce Davis, said such continuation of Davis Street would not be possible. Mr. Bill Dalton moved that the Planning Commission accept the sketch submitted by Mr. E. L. Stephenson, said sketch showing the proposed division of his property, and that the City Building Inspector be authorized to issue building permits as requested by Mr. E. L. Stephenson or property owners owning said lots. The motion was seconded by Clark McClinton and passed unanimously.
