MINUTES OF FAYETTEVILLE CITY PLANNING COMMISSION
The Fayetteville City Planning Commission met at 4:00 p.m. on Friday, September 7,
1962, as an adjourned session of the regular September 4 meeting, which was adjourned
for lack of a quorum. This meeting was held in the City Council Room in the City
Administration Building.
Present: Mr. J. F. Palmer, Chairman, Mr. Paul Young, Jr., Mr. Bryan Walker, Mr. Bill
Dalton, Mr. Henry Shreve, Mr. George Caudle and Miss Suzanne Lighton.
Absent: Mr. Clark McClinton and Mr. Hugh Stubblefield.
The minutes of the meeting of August 27, 1962, were approved as written.
Mr. Palmer reported on the discussion among the members present at the September 4
meeting. On motion by Mr. Young, seconded by Mr. Walker, it was unanimously voted
that no present action is needed for any change in the zoning ordinance regarding
parking lots in the R-4 district, nor regarding the 25 -foot aide -yard setback in the
I-2 Heavy Industrial Zone.
Mr. Walker and Mr. Caudle reported for the Special Committee on the status of the
approval of the Jurisdiction Map to the effect that they are waiting on developments
in an area on Highway 16, East, before recommending action.
The Housing Code Committee (Mr. Young, Chairman, Mr. Caudle and Mr. Walker) reported
that the problem of preparing a Housing Code draft is so involved and so technical
that they feel that professional help is needed on it. Mr. Lieberenz reported that
he has a folder of material from other cities which would be of help on this problem.
On motion of Mr. Young, seconded by Mr. Shreve, it was unanimously voted that the
Planning Commission hereby urge the City Council to provide professional help to the
Planning Commission for study of's proposed Housing Code in order to get it in shape
for action.
Mr. Palmer reported that the members attending the meeting on September 4 agreed that
Lot 12, Evelyn Hills Addition, should be rezoned from C-2 to R-4 district, which would
allow commercial parking on Lot 12 but would not permit other uses of it permissible
in a C-2 district; that this was needed to carry out the original intention of the
rezoning of this lot, at which time it had been intended to restrict it to parking
area only. On motion of Mr. Shreve and seconded by Mr. Walker, it was unanimously
voted that the Planning Commission recommend to the City Council that the calling of
a public hearing be authorized to consider rezoning Lot 12, Evelyn Hills Addition,
from C-2 to R-4, and that this action of the Planning Commission be considered a
resolution to the City Council to that effect.

BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF FAYETTEVILLE, ARKANSAS:
That the City Council authorize the Planning Commission to hold a public
hearing to study and give consideration to the rezoning of Lot 12 of the Evelyn
Hills Addition to the City of Fayetteville, Arkansas, from C-2 Thoroughfare
• Commercial District to R-4 Multi -Family Residential and Dormitory District.

Mr. Lieberenz presented two final subdivision plats and reported that they already
had been approved by the Subdivision Committee. On motion of Mr. Shreve, seconded
by Mr. Caudle, it was unanimously voted that the Replat of Block B, Broadview
Subdivision, be; -approved, And on motion of Mr. Young, seconded by Mr. Walker, it
was unanimously voted that the final plat of McClintonts Second Addition be
approved.
There being no further business, the meeting was adjourned.
