The City Planning Commission of Fayetteville, Arkansas, met in a regular meeting
on Tuesday, June 5, 1962, in the City Council Room in the City Administration
Building. The meeting was called to order at 4:00 p.m. by Chairman J. F. Palmer.
Present: Mr. Palmer, Miss Lighton, Mr. Walker, Mr. Caudle, Mr. Dalton, Mr. Shreve
and Mr. Stubblefield,
Absent: Mr. Young and Mr. McClinton.
The minutes of May 1, 1962 (regular meeting) and May 22, 1962 (special meeting)
were approved as written and mailed to the Planning Commission members prior to
this meeting.
Chairman Forrest Palmer asked Mr. Walker and Mr. Caudle if they were ready to report
on the jurisdiction map. Mr. Walker reported that the special committee had thoroughly
studied the jurisdiction map and was on the opinion that Johnson, Arkansas, should be
included within the Planning Commission's jurisdiction; therefore the north juris-
diction boundary should be extended north to tie in with Springdale's city limits.
Mr. Caudle moved that the Planning Commission recommend to the City Council that the
revised jurisdiction map be accepted provided that the north boundary line be extended
to tie in with Springdale's city limits and thus include Johnson, Arkansas. The
motion was seconded by Miss Lighton. During the discussion which followed and before
a vote was taken, Mr. Walker pointed out that consideration should be given to the
• possibility of land east of Fayetteville being annexed to the City of Fayetteville.
Mr. Walker explained that if this area of land were annexed as proposed, the juris-
diction map would be out of date within a short period of time. Mr. Caudle with-
drew his motion with the consent of Miss Lighton who seconded the motion.
Mr. Walker moved that the Planning Commission postpone taking action to approve the
revised jurisdiction map until it is known definitely whether or not land east of
Fayetteville will be annexed to the City of Fayetteville, Arkansas. The motion was
seconded by Mr. Dalton and passed unanimously.
The Chairman called for the Zone Revision Committee's report. Mr. Dalton, chairman
of the Zone Revision Committee, reported that his committee needed more time. The
Chairman granted the committee more time.
Chairman Palmer real Resolution 8-62 from the City Council in Which the City Council
requested the Planning Commission to study and make recommendation on Mr. John
Schader's petition to place a trailer house on a vacant lot in the 900 Block on South
Washington Avenue and on amending Zoning Ordinance No. 1239 to permit house trailers
to be placed on individual lots in R-2 Residential and other zones upon approval of
the Board of Adjustment. Mr. Palmer reported that Mr. John Schader's trailer house
had been parked on another lot in Fayetteville; therefore action was deferred on
Resolution 8-62 until a report from the Zone Revision Committee is ready.
Mr. Palmer read a letter to the Planning Commission from Mr. W. Be Putman, an
attorney acting for Mr. H. H. Goes, asking for reconsideration of the rezoning
Petition filed by Mr. Gose with the City Planning Commission. Mr. Palmer also read
• a copy of a letter to Mr. George J. Davis, City Clerk, from Mr. Putman giving notice
of appeal to the City Council from the decision of the Planning Commission made on
May 22, 1962, not to consider Mr. H. H. Goes's petition Sr rezoning.

• Mr. Palmer reported that Mr. Paul Young would be out of town until June 25 and that
he had received a letter from Mr. Young. In the letter Mr. Young stated he favored
the rezoning of the property petitioned for rezoning by Mr. H. H. Gose. Although
Mr. Young requested that his letter constitute his proxy, Article III MSBTINGS,
Section D of the By-Iaws of the Fayetteville Planning Commission adopted November U.
1959, and revised January 16, 1962, states: A quorum shall consist of five members.
No formal business may be conducted without a quorum and no vote shall be cast by
proxy.
Miss Lighton moved that the Planning Commission reconsider Mr. H. H. Gose's petition
for rezoning property in the Park Village Addition from R-2 Two Family Residential
District to R -P Professional Office Residential District. The motion was lost for
want of a second.
Mr. Caudle moved that the Planning Commission reaffirm its action taken on May 22,
1962, and that reconsideration of Mr. H. H. Gose's petition for the rezoning of
property in the Park Village Addition from R-2 Two Family Residential District to
R -P Professional Office Residential District be denied. The motion was seconded
by Mr. Walker and upon roll call the following vote was recorded: "Aye" Dalton,
Walker, Caudle and Stubblefield. "Nay" Lighton. ^Abstaining^ Shreve. There being
one "Nay". one ^Abstaining^ and four "Ayes", the Chairman declared the motion
carried.
The Chairman asked Miss Lighton, chairman of the Subdivision Committee, if her
committee had a report to make. Miss Lighton reported that her committee was ready
. to make a recommendation on Mr. Don Pitts' final plat but would need more time on
the other problems on the agenda. The Chairman granted the committee more time.
Miss Lighton moved that the Planning Commission recommend to the City Council that
Don Pitts' final plat of Kellie Acres be accepted. The motion was seconded by
Mr. Dalton and passed unanimously.
