The City Planning Commission of Fayetteville, Arkansas, met in a regular meeting on
Tuesday, April 10, 1962, at 3:30 p.ma in the Council Room in the City Administration
Building.
• Present: Mr. Palmer, Mr. Shreve, Mr. Caudle, Mr. Stubblefield and Mr. Walker.
Absent: Miss Lighton, Mr. Young, Mr. Dalton and Mr. McClinton.
The meeting was called to order by Chairman Forrest Palmer. The minutes of March 6,
1962 (regular meeting),March 13, 1962 (public hearing) and March 30, 1962 (public
hearing) were approved as written and mailed to the members prior to this meeting.
The Chairman reported that at an earlier date the mayor had asked the Planning
Commission to study streets in the City of Fayetteville and the names of said streets.
Since no member of the Planning Commission has the time to make such study, the
city engineer will be appointed by the mayor to study the street naming problem.
The Planning Commission will work with the city engineer.
The Chairman reported that instead of the appointment of a special committee the
City Council will make a study of the city building inspector's office.
The amended jurisdiction map showing the areas recently annexed to the City of
Fayetteville was presented to the Planning Commission. After discussion, the
Chairman appointed Mr. Walker and Mr. Caudle as a special committee to study the
jurisdiction map and to report to the Planning Commission at a later meeting.
The Chairman read Resolution 5-62 in which the City Council referred the petition of
Messrs. Tom Feathers and Humphrey Heasty back to the Planning Commission for further
• study and recommendation with reference to rezoning for a brick -constructed, two-
family duplex residence. Mr. Shreve stated that the Planning Commission feels that
there is a need for duplexes in this area and that such residential construction is
good land use; therefore Mr. Shreve moved that the Planning Commission recommend to
the City Council that favorable consideration be given to said above petition with
reference to rezoning to R-2 Two-family Residential District property facing Maple
Street for a brick -constructed, two-family residence and that the Planning Commission
would be in accord if the City Council would exercise their authority under paragraph
"e^ of Section 1 of Article IX of Ordinance No. 1239. The motion was seconded by
Mr. Caudle and passed unanimously.

Minutes of April 10, 1962
• The Chairman read Resolution 6-62 in which the City Council requested that the
Planning Commission study and give a recommendation on the proposed closing and
vacating of a portion of Read Avenue. Mr. Caudle moved that the Planning Commission
recommend to the City Council that the portion of Read Avenue between Southern Avenue
and Rockwood Trail be not closed unless an easement can be acquired by the City of
Fayetteville and that the condition of said easement be such that the City and the
utility companies can enter upon the easement for the maintenance of an existing sewer
main and/or for future utilities. The motion was seconded by Mr. Shreve and passed
unanimously.
Mr. Shreve moved to adopt a resolution recommending to the City Council that a certain
Area on Maple, Oliver and Razorback Road be rezoned to permit two-family brick duplex
dwellings, and to further recommend that the portion of Read Avenue referred to in the
petition be not vacated and abandoned. The motion was seconded by Mr. Caudle and
passed unanimously.
The city building inspector reported on Mr. Milton Tate's replat of Blocks 2 and 3
of Tate's Addition. Mr. Lieberenz said that the Planning Commission had approved the
preliminary plat and that _the final plat was ready for approval. The engineer was
working on the improvements and would be finished before too long. Mr. Caudle moved
that the Planning Commission recommend to the City Council that the final plat of the
replat of Blocks 2 and 3 of Tate's Addition to the City of Fayetteville, Arkansas, be
accepted provided that Mr. Tate enters into a contract for improvements with the City
of Fayetteville. The motion was seconded by Mr. Shreve and passed unanimously.
The Chairmen of the Housing Code Committee and the Zone Revision Committee were not
• present; therefore there were no reports given from these committees.
The city building inspector reported on a new procedure for engineers preparing the
subdivider's final plat. The Planning Commission approved the new procedure. The
Chairman suggested that the Judicial Committee be consulted on such problems in the
future instead of the Planning Commission.
The Planning Commission instructed the city building inspector to use the street widths
set out by the Set -Back Ordinance and that the Subdivision Ordinance be revised to
include the changes in street widths.
The building inspector presented copies of the proposed subdivision ordinance amendments)
and copies of the ordinance codified. The members'of the Planning Commission approved
and suggested that the Subdivision Ordinance be codified.
The building inspector reported that Mr. Hugh Dill wanted a building permit to begin
construction on one of his proposed duplexes north of Center Street and west of Razor-
back Road. Mr. Dill has not installed any improvements yet. The Planning Commission
instructed the building inspector not to issue any building permits until Mr. Dill's
final plat is presented to the Planning Commission for acceptance and until Mr. Dill
has made provisions for the necessary subdivision improvements.
Mr. A. J. Miller's building problem on Highway 71 South was presented to the Planning
Commission by the city building inspector. Mr. Miller owns a piece of property 200
feet wide and 400 feet deep. He wants to divide his property into lots and build
• residences on the lots. Mr. Miller's property is located in a C-2 Thoroughfare Commer-
cial District and a I-2 Heavy Industrial District. The Chairman referred Mr. Miller's
problem to the Subdivision Committee for study and recommendation after checking with
the Industrial Fo t on, the Chamber of Commerce and the City of Fayetteville. There
was no further bu ine ; therefore the meeting was adjourned.
