MINUTES OF FAYETTEVILLE CITY PLANNING COMMISSION
The City Planning Commission of Fayetteville, Arkansas, met in a regular meeting on
Tuesday, March 6, 1962, in the Council Room in the City Administration Building.
Present: Miss Lighton, Mr. Dalton, Mr. Walker, Mr. Stubblefield, Mr. Shreve and
Mr. Young.
Absent: Mr. Palmer, Mr. McClinton and Mr. Caudle.
Miss Lighton, Vice-chairman, presided at the meeting in the absence of the Chairman.
The February 6, 1962 (regular meeting) minutes, February 13, 1962 (public hearing)
minutes and February 16, 1962 (public hearing) minutes were approved as written and
mailed to the members prior to the meeting.
The Subdivision Committee gave its report.
Mr. Shreve moved that the Planning Commission recommend to the City Council that
Mr. Hugh Dills proposed street off West Center Street not be considered as a
regular street because of its extremely short length and any extension or con-
nection with another street is not probable and thatthis proposed street be
accepted as a dedicated 40 -foot street with a 37.5 foot radius turn around and
that 30 feet be curbed, guttered and black topped. The motion was seconded by
Mr. Dalton and passed unanimously.
40 Mr. Shreve moved that the drawing submitted by Mr. Hugh Dill be considered as
a preliminary plat and that he proceed and prepare his final plat. The motion
was seconded by Mr. Walker and passed unanimously. -
Mr. Shreve moved that Mr. Ralph Stubblefield's preliminary plat be accepted and
'suggested that the turn arounds be eliminated in the preliminary plat and that
dead end streets be shown because in his subdivision the extension of the streets
ending in turn arounds serve no lots not already served by streets themselves.
The motion was seconded by Mr. Walker and passed unanimously.
Mr. Don Pitts appeared before the Planning Commission to request permission to
build on several lots in his proposed Debra Acres Subdivision. Mr. Shreve moved
that the Planning Commission accept Mr. Pitts' preliminary plat and that the
building setbacks in Debra Acres be figured from the street width rather than
the outer edge of the turn around and that building permits be issued on lots 1,
2, 7 and 8 pending submission of a final plat. The motion was seconded by
Mr. Stubblefield and passed unanimously.
Mr. Shreve moved that Mr. Ralph Brophy be given building permits as he needs them
on lots 1 through 7 of Block 1 and lots 1 through 7 of Block 2 provided that he
puts in utility easements running north and south at the rear of the lots in
Block 1 and 2 and that he then proceed with the regular preliminary plat. The
motion was seconded by Mr. Walker and passed unanimously.
Mr. Dalton, Chairman of the Zone Revision Committee, said that his committee had
nothing to report at this time.
Mr. Dalton was excused from the meeting; a quorum was still present.

• Miss Lighton reported on the wording of the turn around amendment to the Subdivision
Ordinance No. 1245:
Mr. Shreve moved that;lV`'MINIMUM. DESIGN STANDARDS G. Streets 6. read: Cul-
de-sac and dead end streets should be avoided except in cases where unusual topo-
graphic conditions may make such streets necessary. Where such streets are
permitted they shall have a maximum length of 600 feet and shall be provided with
a vehicular turn around with a minimum radius of fifty (50) feet unless in the
opinion of the Planning Commission the turn around may have a radius of not less
than thirty-five (35) feet. The motion was seconded by Mr. Young and passed
unanimously.
Mr. Shreve moved that V IMPROVEMENTS G. Guarantees in Lieu of Installation of
Improvements 2. Enters into an Agreement or Contract with the City b. read:
The required improvements shall be installed, if all the improvements have not
been provided, within a period to be fixed by the contract.-- The motion was
seconded by Mr. Stubblefield and passed unanimously.
Mr. Shreve moved that IV MINIMUM DESIGN STANDARDS E. Grades and Profiles 4.
read: On cul-de-sac streets where turn arounds are involved the building setback
line shall be figured from a theoretical extension of the street line through
the turn around instead of from the outer edge of the turn around. The motion
was seconded by Mr. Walker and passed unanimously.
In regard to the Contract between the City of Fayetteville and a subdivider, Miss
Lighton reported that she had not had a meeting with the City Attorney to discuss the
• wording of said contract.

Mr. Caudle arrived at the meeting at this time and was acknowledged by the Chairman.
Mr. Young moved that the Planning Commission recommend to the City Council that the
alley between Block 28 of the Jenning's Addition of the City of Fayetteville and
Block 2 of the Ferguson's Addition to the City of Fayetteville extending from Sixth
to Seventh Street be closed as petitioned by the Wiggins Memorial Methodist Church.
The motion was seconded by Mr. Walkerand passed unanimously.
Mr. Young was excused from the meeting; a quorum was still present.
The Planning Commission set the date for the p1}blic hearing to consider the rezoning
of property belonging to Mrs. Bessie Blake and IFtr. Humphrey Heasty and Mr. Tom
Feathers for Friday, March 30, 1962.
Mr. D. D. Bailey appeared before the Planning Commission to request a building permit
to build on a lot located approximately 160 feet from the NW corner of the property
owned by Mr. Bailey and running 75 feet east to the west edge of the lot sold to
PSr. Tipton and said lot being 150 feet deep. Mr. Bailey said this permit would be
the last one he would request before continuing with his preliminary plat. Mr. Stubble-
field moved that the Planning Commission allow Mr. Bailey to build a house on the
above described lot and that no more permits be issued until Mr. Bailey proceeds with
a preliminary plat. Mr. Walker seconded the motion, and the motion passed unanimously.
The meeting was adjourned.
