HomeMy WebLinkAbout1962-02-13 Minutes1• Elm MINUTES OF FAYETTEVILLE CITY PLANNING COMMISSION The City Planning Commission of Fayetteville, Arkansas, met in a special meeting on Tuesday, February 13, 1962, at 4:00 p.m* in the Council Room in the City Administra- tion Building, Present: Mr. Palmer,. Miss Lighton, Mr. Caudle, Mr. Stubblefield, Mr. Walker and Mr. Shreve. Absent: Mr. McClinton, Mr. Dalton and Mr. Young. The Chairman reported that the purpose of the meeting was to hold a public hearing to consider the rezoning of that area of land bounded on the east by the Northwest Arkansas Riding Club, on the south by Cato Springs Road, on the west by a creek, and going 660 feet north. This real estate is to be considered for rezoning from I-2 Heavy Industrial District to R -1B Single Family Residential District. There was no public present at the hearing. The Chairman therefore reported that the purpose of the public hearing having been accomplished, the public hearing was adjourned. The Chairman declared the Planning Commission in executive session to officially act on recommendations made at previous meeting. Mr. Walker moved that the Planning Commission recommend to the City Council that the following described real estate be rezoned from I-2 Heavy Industrial District to R -1B Single Family Residential District: Part of the S2 of Section 21, T16N, R30W, described as: Beginning at a point 890 feet more or less west of the SE corner of • said 80 acre tract with said point being located on the west property line of the property owned by the Northwest Arkansas Riding Club, thence north 660 feet, and thence west 1,035 feet more or less to the center line of a creek, thence in a southerly direction with the meanders of said creek to the south line of said 80 acre tract, thence east 1,100 feet more or less to the place of beginning, less a strip of uniform width off the south side of said above described tract which is 120 feet wide measured north and south that is already zoned R -1B Single Family Residential District. The motion was seconded by Mr. Stubblefield and passed unanimously. 1! The Chairman asked the Subdivision Committee Chairman if the committee was ready to report on Mr. Roy Adams" Subdivision. Miss Lighton, Chairman of the Subdivision Committee, reported that Mr. Adams agreed to give the five (5) feet off the west side of lots 6 and 7 of Block 2 and lot 13 of Block 1 as a conditional street right- of-way on the condition that the five (5) feet would automatically revert back to the property owners if the street (Gregg Street) were not widened. Ms. Stubblefield moved that the Planning Commission accept the Subdivision Committee's report and that Mr. Adams' Subdivision preliminary plat be approved provided that the above mentioned condition be included on the plat. The motion was seconded by Mr. Walker and passed unanimously. The Chairman excused tire Walker from the meeting; however a quorum was still present. The Chairman reported that he and the secretary, Miss Lightoq; attended the City Council meeting Monday, February, 12, to appeal to the Council for professional help with city planning. The appeal was referred to the Planning Committee and Finance Committee of the City Council for study and recommendation. The Chairman reported that the special committee consisting of the chairman of the Planning Commission, Planning Committee of the City Council and Board of Adjustment FON Minutes of February 13, 1962 would be called the Judicial Zoning Committee. The committee will work with the City Building Inspector. The Chairman stated he had discussed with the Mayor the possibility of hiring a professional planner fbr the Building Inspectorfs office. The Building Inspector asked the Planning Commission if an engineer had to draw the preliminary plat of a subdivision. The mutual feeling and interpretation of the Subdivision Ordinance was that an engineer did not have to drawhe preliminary plat. There was further discussion of the Subdivision Ordinance, an ten the meeting was adjourned.
