MINUTES OF FAYETTEVILLE CITY PLANNING COMMISSION
• The City Planning Commission of Fayetteville, Arkansas, met in a regular meeting
on Friday, January 12, 1962, at 7:00 p.m. in the Council room in the City
Administration Building,
Present: Mr.
Palmer, Miss Lighton,
Mr.
Stubblefield,
Mr. Caudle and persons
interested in
the redistricting maps
of
the north and
south annexations.
Absent: Mr. Dalton, Mr. Young, Mr. Walker, Mr. Shreve and Mr. McClinton.
The members present discussed several items on the agenda, but no official action
was taken at this meeting because a quorum was not present. This meeting was to
have been held on Tuesday, January 9, 1962, but was postponed by telephone because
a quorum of the Planning Commission could not be present. Another meeting was
scheduled for January 16, 1962, at 3:30 p.m. to take official action on the items
on the agenda.

The City Planning Commission of Fayetteville, Arkansas, met in a regular meeting
on Tuesday, January 16, 1962, at 3:30 p.mo in the Council room in the City
Administration Building,
Present: Mr. Palmer, Miss Lighton, Mr. Stubblefield, Mr. Walker, Mr. Caudle
and Mr. Young.
• Absent: Mr. Shreve, Mr. Dalton and Mr. McClinton.
The minutes of the meetings of December 5, 1961, (regular meeting); December 15,
1961, (public hearing); and December 28, 1961, (public hearing) were approved as
written and mailed to the Planning Commission members prior to the meeting.
Upon the request of the members of the Planning Commission the Chairman asked
Miss Lighton to read the corrected copy (January 10, 1962) of the proposed draft
of the R -P Professional Office Residential District. Miss Lighton moved that the
Planning Commission recommend to the City Council that the zoning ordinance be
amended to include the R -P Professional Office Residential District. Mr. Walker
seconded the motion, and the motion passed unanimously.
The Planning Commission has restudied the O-1 Open Land District as requested by
the City Council, Miss Lighton moved that the Planning Commission recommend to
the City Council that the zoning ordinance be amended to include Section 14 O-1
Open Land District. The motion was seconded by Mr. Caudle and passed unanimously.
The City Council requested that the Planning Commission restudy the redistricting
maps of the north and south annexations. On the map of the north annexation the
C-2 Thoroughfare Commercial District was extended to the present city limits which
are midway between Longview Street and Millsap Road on the west side of Highway 71
North and to the Millsap Road on the east side of Highway 71 North, Miss Lighton
moved that we recommend to the City Council that the revised redistricting map of
. the area to the north annexed to the City of Fayetteville be accepted. The motion
was seconded by Mr. Stubblefield and passed unanimously.

• On the map of the south annexation the C-2 Thoroughfare Commercial District was
extended north on the east side of Highway 71 South to include Mr. Beryl Rameyts
and Mr. Chester Leonardts property. Miss Lighton moved that the Planning Commission
recommend to the City Council that the revised redistricting map of the area to the
south annexed to the City of Fayetteville be accepted. The motion was seconded by
Mr. Young and passed unanimously.
The Chairman reported he had received a letter from the Fayetteville Garden Club
Council in which a study of the location of the automobile graveyards was requested
and a letter from the Fayetteville League of Women Voters in which a request that
adequate funds be appropriated for the city planning program was made. These
letters were answered and the organizations were thanked for their interest.
The City Building Inspector cited his recommendations on the size of Board of
Adjustment and rezoning signs. He recommended an 18 inch by 30 inch or larger
sign be used. He requested that the zoning ordinance be amended to include the
recommendation. The Planning Commission suggested that the City Building Inspector
ask the City Council to take action needed as the first step to amendment of the
zoning ordinance on this point.
The Planning Commission members have studied the By -Taws of the Planning Commission
and several changes were made. Mr. Caudle moved that the Planning Commission adopt
the -changes made in the By -Taws. The motion was seconded by Mr. Stubblefield, and
the'motion passed unanimously.
• The Chairman reported that the Planning Commission did not have a secretary.
Mr. Stubblefield nominated Miss Lighton. Mr. Caudle seconded the nomination.
Miss Lighton was elected secretary of the Planning Commission by acclamation.
The Subdivision Committee Chairman, Miss Lighton, gave the recommendations of the
Subdivision Committee:
1. Miss Lighton reported that Mr. Roy Adams had not yet asked for a further
meeting with the Subdivision Committee on his final plat.
2. Miss Lighton moved that the Planning Commission treat the plat submitted
by Mr. Ralph Brophy as a preliminary plat and that this plat be checked
by the City Building Inspector, and Mr. Brophy should then follow the
procedure set out in the Subdivision Regulations. The motion was seconded
by Mr. Young and passed unanimously.
3. Miss Lighton moved that the City Building Inspector explain to Mr. Ralph
Stubblefield the problems on the easements: that an easement should be
shown between lots 1 and 2, 5 and 6, 9 and 10 of Block 5 and also between
lots 3 and 4, 7 and 8, 10 and 11 of Block 7 and that easements be arranged
in such a way in Blocks 5 and 7 so that the easements will be in line with
easements shown in Blocks 2, 3 and 4; that the streets running east and west
should be extended east and west and should have a turn -around at each end
of the streets; and that Merry Avenue should project south through Block 6.
Mr. Caudle seconded the motion. The motion passed unanimously. It was
suggested by the members of the Planning Commission that Mr. Stubblefield
• contact Mr. Harper and see if he would be willing to give twenty five (25)
feet for street purposes and that perhaps as a substitute for the north -
south street shown in the western part of the plat and as a means of a

is possible more advantageous layout, Ms. Stubblefield and his engineer
study the possibility of running another street north and south along the
west side of the proposed subdivision.
4. Mr. Milton Tate's preliminary plat (December 10, 1961) showing the proposed
replat of Blocks 2 and 3 was submitted. An error was made in filing Block 1
of Tate's Addition. Mr. Tate does not own all the property shown on the
plat. The Subdivision Committee recommended that Ruby Reese's quit-clain
deed which deeds twenty-five (25) feet for street purposes be accepted.
The south end of Van Buren Avenue and the proposed street right of way from
Tate Street south would be dedicated for street purposes but would not
have to be opened and improved. The Planning Commission also recommended
that an easement between lots 2 and 3 of Block 3 be shown to line up with
the easement to the north; that dwellings erected on lots 1 and 6 of Block 3
and lot 5 of Block 2 face Tate Street; that lot 1 of Block 2 be left as
platted; and that Mr. Tate proceed with the preparations of a final plat
before any building permits are issued, but that after his final plat is
otherwise approvable, he be permitted to proceed with construction upon
signing a contract with the City of Fayetteville regarding improvements
in lieu of being required to install improvements before doing any build-
ing. Ms. Young moved that the Planning Commission accept the recomanend-
ations of the Subdivision Committee on Mr. Milton Tate's subdivision.
The motion was seconded by Mr. Caudle and passed unanimously.
5. Miss Lighton moved that the Planning Commission recommend to the City
• Council that Mr. King Wheeler's final plat be approved provided that he
enters into a contract with the City of Fayetteville regarding improvements;
and that the Planning Commission now authorize the City Building Inspector
to issue building permits to Mr. Wheeler on lots 1, 2, 3 and 4 providing
he leave room for Wheeler Street per his plat. The motion was seconded by
Mr. Stubblefield and passed unanimously.
The Chairman revised the committees of the Planning Commission. Mr. Walker
replaced Mr. McClinton on the Zone Revision Committee and filled the vacancy on
the Housing Code Committee left by Mss. Siegel. The revision was unanimously
approved by the members of the Planning Commission.
The next meeting date was set for January 30, 1962, at 3:30 p.m.
The City Building Inspector requested official action be taken by the Planning
Commission on Mr. D. D. Bailey's request for selling another lot off his property
without proceeding with a preliminary plat. Miss Lighton moved that the Planning
Commission reiterate the action taken at the November 6, 1961 (regular annual
meeting) meeting. Mr. Caudle seconded the motion, and the motion -passed unanimously.
