HomeMy WebLinkAbout1961-12-28 Minutes71 MINUTES OF FAYETTEVILLE CITY PLANNING COMMISSION • The City Planning Commission of Fayetteville, Arkansas, met in a special meeting on Thursday, December 28, 1961, at 4:00 p.m. in the Council Room in the City Administration Building. Present: Mr. Palmer, Mrs. Siegel, Mr. McClinton, Mr. Young, Mr. Shreve, Mr. Stubblefield and several interested persons. Absent: Miss Lighton and Mr. Dalton. The Chairman reported that the purpose of the meeting was to hold a public hearing to study zoning regulations for a new proposed zoning distirct, R -P Professional Office Residential District, and to consider the rezoning of lots 1 through 10 of the Park Village Addition to the City of Fayetteville, Arkansas, The Chairman asked the secretary to read that portion of the minutes which pertained to the proposed zoning district, R -P Professional Office Residential District, and the rezoning of lots 1 through 10 of the Park Village Addition to the City of Fayetteville from R-2 Two Family Residential District to R -P Professional Office Residential District. Mr. Caudle arrived at the meeting at this time. Mr. Palmer, chairman, declared the hearing open for discussion. He asked for those present who opposed the rezoning to speak. • Philip Bashor at 5 West Trenton submitted a petition in protest of the rezoning of lots 1 through 10 of the Park Village Addition. He stated he had talked to several home owners in the area, and the majority felt the proposed rezoning was undesirable. A parking problem exists at the present, and if professional offices were permitted in the area, the parking problem would be greater. The property owners now have contral and a voice in the remodeling of a non -conforming building, but if the area were rezoned to R -P Professional Office Residential District, the property owners would no longer have any control or voice in the remodeling. Buell Woods at 9 East Trenton felt the area would not be suitable for the proposed R -P Professional Office Residential District. Lillian Woods at 9 East Trenton likes the area as it is now zoned. When she bought her home she was assured the area would remain zoned for residential purposes. Philip Bashor wanted to know who had requested the rezoning. Mrs. W. F. Dorsett at 672 Lollar Lane owns a beauty shop across from Dr. Hall's office. She said there was not enough parking space in the area. She stated she lost the parking in front of her house as a result of Dr. Hall's office. Mrs. Mabel Wright at 9 West Trenton said she had nothing more to add to what had been previously stated other than she was not in favor of the rezoning. Perry Rushing at 1 West Prospect said he was not involved in the rezoning, but he • said parking was a big problem in the area. The Chairman then declared the Planning Commission in executive session to officially act on recommendations presented at the public hearing. After discussion Mr. McClinton moved that we recommend that lots 1 through 10 of the Park Village Addition to the City of Fayetteville, Arkansas, not be rezoned from R-2 Two Family Residential District to R -P Professional Office Residential District, Mr. Stubblefield seconded the motion and the motion passed unanimously. Mr. Shreve moved that we amend the zoning ordinance to create a new R -P Professional Office Residential District. Mr. McClinton seconded the motion. After discussion it was decided this regulation needed more study. Mr. Shreve with the consent of Mr. McClinton withdrew the motion before a vote was taken. The Chairman stated a special committee would make study and report on the R -P Professional Office Residential District at the next meeting. The next meeting date was set for Tuesday, January 9, 1962,-a 7:00 p.m. The meeting was adjourned.
