HomeMy WebLinkAbout1961-12-05 Minutes67 MINUTES OF FAYE=ILLE CITY PLANNING COMMISSION • The City Planning Commission of Fayetteville, Arkansas, met in a regular meeting on Tuesday, December 5, 1961, at 7:00 p.m. in the Council Room in the City Administration Building, Present: Mr. Palmer, Miss Lighton, Mr. Dalton, Mr. Stubblefield and Mr. Shreve. Absent: Mrs, Siegel, Mr. McClinton, Mr. Young and Mr. Caudle. The November 6, 1961, minutes which were mailed to the Planning Commission members prior to the meeting were approved as corrected. The November 14, 1961, minutes were approved as written and mailed to the Planning Commission members prior to the meeting. The November 28, 1961, minutes which were mailed to the Planning Commission members prior to the meeting were approved as corrected. Mr. Roy Adams appeared before the Planning Commission to discuss his proposed sub- division. At:the regular November 6 meeting the Planning Commission approved Mr. Adams' preliminary plat provided he give an additional five (5) feet to the City of Fayette- ville off the west side of his platted land thereby widening Gregg Street to the desired fifty -foot width. Mr. Adams did not wish to dedicate the five feet because it will lower the value of the property. Mr. Adams would like to eliminate from the plat lots 6 and 7 of Block 2 and lot 13 of Block 1 and replat these three lots after the street problem is settled. The Chairman asked the Subdivision Committee to give more study to Mr. Roy Adams' problem and requested the committee's report at the next regular meeting. A proposal to widen Harmon Avenue was presented to the Planning Commission by the Building Inspector. Mr. L. D. Trager had presented the Mayor with a suggested plan he felt would make a better street than exists at the present time. Mr. Trager's pro- posed plat was for the City of Fayetteville to return to him property off lot 9 and 10 which he deeded to the City a few years ago for street purposes; return property to Mrs. May Armstrong which she deeded to the City of Fayetteville off lot 11; and return property to Mrs. Ira Hollingsworth which she deeded to the City of Fayetteville off lot 12. All above mentioned lots are located in Block 3 of I. W. Duncan's Addition to the City of Fayetteville. In return Mr. Trager proposed to deed an eight -foot strip off the east side of lot 12 Block 3 of the J. H. Mcilroy University Subdivision. A committee consisting of Mr. Forrest Palmer, Chairman of the Planning Commission; Mr. Arnold Christie, Alderman; and Mayor Guy Brown recommended a proposal be worked out that would be agreeable to all persons concerned. The suggested street plan recommended by the committee to the Planning Commission for consideration consists of the following: 1. Mr. Trager dedicate to the City of Fayetteville ten feet off the west end of lots 7 and 8 and part of lot 9 of I. W. Duncan's Addition to the City of Fayetteville inorder to widen Fairview from West Center Street to the beginning of Harmon Avenue. • 2. The City of Fayetteville deed back to Mrs. May Armstrong the fifteen feet which she deeded to the City off the west end of lot 11 Block 3 of I. W. Duncan's Addition to the City of Fayetteville, Arkansas, for street purposes and the • M Minutes of December -5.., 1961 City of Fayetteville deed back to Mrs. Ira Hollingsworth the fifteen -foot strip running from the north line of lot 12 Block 3 of I. W. Duncan's Addition to the City of Fayetteville, Arkansas, north to Williams Street and the fifteen feet off the west end of lot 12 which she deeded to the City for street purpose Mrs. May Armstrong deed ten feet off the west end of lot 11 Block 3 of I. W. Duncan's Addition to the City of Fayetteville, Arkansas, and Mrs. Ira Hollings- worth deed ten feet off the west end of lot 12 Block 3 of I. W. Duncan's Addition to the City of Fayetteville, Arkansas, and a ten -foot strip off the west edge of her property from the north line of lot 12 to Williams Street, 3. The property owners of lot 19 of Shreve's Addition to the City of Fayetteville, Arkansas, and lot 12 of Block 3 of J. H. Mcllroy's University Subdivision of the City of Fayetteville, Arkansas, deed to the City of Fayetteville property to widen and straighten out Harmon Avenue by starting at a point at the north- east corner of lot 19 and running to a point fifteen feet west of the south- east corner of lot 12 mentioned above. Mr. Dalton moved that we recommend to the City Council the acceptance of the committee's) recommendation as outlined above. Miss Lighton seconded the motion and the motion passed unanimously. The Chairman called for a report from the Zone Revision Committee. Mr. Dalton, Chairman of the Zone Revision Committee, moved that we recommend the zoning to proposed R -P Professional Office Residential District of lots 1 through 10 of the • Park Village Addition to the City of Fayetteville, Arkansas, and that a public hearing be called at the earliest possible time. The motion was seconded by Mr. Stubblefield and passed unanimously. Mr. Raymond Nelson presented a draft of the proposed R -P Professional Office Residential District. Suggested changes were made in the draft. Miss Lighton moved that we call a public hearing to amend Zoning Ordinance No. 1239 to provide for the creation of aol R -P Professional Office Residential District. The motion was seconded by Mr. Shreve and passed unanimously. The Chairman called for a report from the Subdivision Committee. Miss Lighton, Chair- man of -the Subdivision Committee stated the committee had nothing to report at this meeting. The Chairman called for a report from the Housing Code Committee. No members of the Housing Code Committee were present to report. Mrs. Emma Nelson appeared before the PLannning Commission to request permission to remodel an existing barn and convert the barn into a single family residence on West Fifteenth Street. Mr. Dalton moved that we recommend the Building Inspector be per- mitted to issue a building permit to Mrs. Forma Nebon to remodel the single family residence. Mr. Stubblefield seconded the motion and the motion passed unanimously. Mr. Ralph Stubblefield appeared before the Planning Commission to discuss with the members problems of his proposed subdivision east of Highway 91 North adjacent to the • Maplecrest Addition to the City of Fayetteville, Arkansas. No official action was necessary. �7 Minutes of December 5,, 1961 • Miss Lighton moved that we rezone that area on School Street beginning at Rock Street and running south to the outline of C-2 Thoroughfare Commercial District, thence east to Locust Street, thence back north to Rock Street, thence west to School Street from R-3 Multi -family Residential District to C-2 Thoroughfare Commercial District, Mr. Shreve seconded the motion. A vote was taken and upon roll call the vote was recorded as follows: Shreve and Lighton "Yes" and Dalton and Stubblefield "No". There being two "Yeses" and two "Noes" the vote was tied. The Chairman voted "No" and the motion did not pass. Mr. Dalton moved that we rezone that area on School Street beginning at Rock Street and running south to the outline of C-2 Thoroughfare Commercial District, thence east to Locust Street, thence back north to Rock Street, thence west to School Street from R-3 Multi -family Residential to C-1 Neighborhood Commercial District. Mr. Stubblefield seconded the motion. A vote was taken and upon roll call the vote was recorded as follows: Shreve and Lighton "N611 and Dalton and Stubblefield "Yes". There being two "Noes" and two "Yeses" the vote was tied. The Chairman voted "Yes" and the motion passed. Miss Lighton presented to the Planning Commission for study at the next regular meeting I the proposed amendments to Ordinance No. 1245 Subdivision Regulations. Two letters had been recevied concerning house trailers. The Chairman asked the Zone Revision Committee to study the house trailer problem. The meeting was adjourned. • APPROVED: � DATE: 0
