HomeMy WebLinkAbout1961-11-06 MinutesI* • 10 61 MINUTES OF FAYETTEVILLE CITY PLANNING COMMISSION The regular annual meeting of the Fayetteville Planning Commission was called to order by Chairman Forrest Palmer on November 6, 1961, at 7:00 p.m. Planning Commission members present: Mr. Palmer, Mr. Stubblefield, Mr. Young, Mr. Caudle, Mr. McClinton, Mr. Dalton and Miss Lighton. Others present: Mr. Nelson, Mr. Lieberenz and Mr. D. D. Bailey. The minutes of the public hearing on Tuesday, October 24, 19611were approved as read at the regular meeting and as mailed to all members of the Planning Commission prior to the meeting. According to the By -Laws of the Fayetteville Planning Commission, officers of the Commission should be elected at this regular meeting. Mr. Young nominated Mr. Palmer . for Chain. Mr. Caudle seconded the nomination. Mr. Palmer was reelected Chairman of the Planning Commission by acclamation. Mr. Young nominated Miss Lighton for Vice- chairman. Mr. Caudle seconded the nomination. Miss Lighton was reelected Vice- chairman by acclamation. Mr. McClinton nominated Mrs. Siegel for Secretary. Mr. CauDs seconded the nomination. Mrs. Siegel was reelected Secretary by acclamation. Mr. Dalton, Chairman of the Zone Revision Committee, gave his committees report. Mr. Dalton moved there be no change in the wording of Home Occupations in the present amendment to the Zoning Ordinance. The motion was seconded by Mr. Young and passed unanimously. Mr. Dalton moved that the Zoning Ordinance be amended to permit commercial parking lots in R-4 Yhlti-Family and Dormitory Districts and to permit the erection of a small build- ing as needed for a shelter of an attendant. Also, we recommend to the City Council that general regulations covering parking lots be studied so as to make provisions for the maintenance of such lots and to consider the use of all weather surfacing wherever practical. Miss Lighton seconded the motion. The motion passed unanimously. Mr. Dalton moved that the Zoning Ordinance be amended to permit any type of residential use in C-1 (Neighborhood Commercial Districts) and C-3 (Central Commercial Districts) and to permit the use of apartments and rooming houses in C-2 (Thoroughfare Commercial Districts) by review of the Board of Adjustment. Miss Lighton seconded the motion, and the motion passed unanimously. Mr. Dalton moved that a public hearing be held to study the rezoning of parts of lots 6, 7, 8 and 9 that are not already zoned C-1, all of lots 10 and 11 and the property belonging to Mr. C. D. Ritchie and lying immediately east on the corner of Pump Station Road and Huntsville Road be zoned C-2 (Thoroughfare Commercial). Miss Lighton seconded the motion. The motion passed unanimously. Mr. Dalton requested more time to study the North Street (from Woolsey to Pollard) rezoning proposal. Mr. Palmer asked the committee to also study for rezoning phe area on the north side of Trenton from Park Street east to join the Cr2 area and the area of School Street from Mountain Street south to the Highway 71 Junction. Mr. Palmer presented to the members Mr. Clarence Tune's rezoning problem on Leverett Avenue. After a lengthy discussion, Mr. Dalton moved that a public hearing be held 62 Minutes of November 6, 1961 to study the rezoning of Mr. Clarence Tune's property and as far north as Lawson fo Street to I-lA Light Industrial District. Mr. Stubblefield seconded and the motion passed unanimously. 1] IV Air. Lieberenz explained to the Planning Commission the building Mr. D. D. Bailey had done off Highway 71 South without obtaining building permits or without subdividing his property. After discussion, Miss Lighton moved that we reluctantly authorize Mr. Lie- berenz to issue retroactive building permits for the houses already built on Mr. Bailey's land that were constructed after it came into the city limits with the following conditions: 1. It is understood that the small fifty -foot by approximately one hundred -foot lot be increased to meet the minimum lot size requirements. 2. Mr. Bailey proceed immediately with a preliminary plat of the remaining land which he owns. 3. And, there be no further construction until he meets these conditions. Air. McClinton seconded the motion, and the motion passed unanimously. Mr. Palmer asked for the Subdivision Committee's report. Miss Lighton moved that we accept Mr. Cecil Harris' preliminary plat on condition Sang Avenue between proposed Harris Street north be widened to the minimum fifty feet and that a turn -around at the south end of lot 12 not'be necessary, but he simply dedicate a street and not be required to open the street. Should it be determined that an exten- sion of Harris Street running east from the east line of Vista Place is not needed, the dedicated street south of lot 12 revert to lot 12. Mr. Stubblefield seconded and the motion passed unanimously. Miss Lighton moved that Mr. R. T. McClinton's petition for rezoning not be granted. Hi land lies immediately north of Cato Springs Road in an I-2 Area. To the south of the Cato Springs Road there is a strip of land approximately one hundred feet deep in an R -1B area and would already permit building the house Air. McClinton wants. Air. Caudle seconded the motion. After discussion, Mr. Dalton made a substitute motion. He moved that Mr. McClinton's petition be referred back to the subdivision Committee for further study and that the Subdivision Committee and the Zone Revision Committee work together on this petition. The motion was seconded by Mr. Stubblefield and passed unanimously. Aiss Lighton moved that Mr. Roy Adams' preliminary plat be approved subject to giving an additional five feet off the west side of his platted land so as to make Gregg Street wide enough. Mr. Young seconded and the motion passed unanimously. Air. Palmer appointed Mrs. Siegel as a committee of one, working with anyone she wishes, to begin a s tdy of renaming streets within the city. Kr. Palmer referred Mr. King Wheeler's preliminary plat to the Subdivision Committee, Miss Lighton moved that we recommend the rejection of the petition to vacate University Avenue between Ellis Avenue and Van. Buren Avenue. The motion was seconded by Nr. Dalton and passed unanimously. Due to a shortage of time two items referring to the rezoning of areas annexed to the city, north and south, were deferred.
