MINUTES OF FAYETTEVILLE CITY PIANNING COMMISSION
The regular meeting was called to order by Chairman Forrest Palmer at 7:10 p.m.,
Tuesday, October 3, 1961.
Planning Commission members present: Mr. Palmer, Miss Lighton, Mr. Shreve,
Mr. Caudle, Mr. Stubblefield and Mrs. Siegel.
Others present at the meeting: Mayor Guy Brown, Mr. A. D. McAllister, Mr. Harold
Lieberenz, Mr. Raymond Nelson, Mr. Bryan Walker and Mr. Arnold Christie.
The minutes of the September 19 meeting were approved as corrected.
1. There was general approval of the committees named by Mr. Palmer. The
committees named were: Subdivision Committee - Miss Lighton, Chairman
Zone Revision Committee - Mr. Dalton, Chairman
Housing Code Committee - Mr. Young, Chairman
2. Miss Lighton moved that the Planning Commission recommend to the City Council
the turn -around at the north end of Vista Place in the Greenfield Addition
be eliminated when the county road is opened and improved in accordance with
the cityts Minimum Street Standards. Mr. Stubblefield seconded the motion.
After discussion, the motion carried.
3. A letter from Mr. Dalton, chairman of the Zone Revision Committee, was read.
Miss Lighton moved that the Planning Commission accept the committee report
and that a public hearing be called to rezone the areas requested.
The public hearing will be held to consider:
a. The rezoning to I-lA, the railroad track area north of Douglas Street
to the existing I-lA Industrial Zone. This is in the vicinity of the
Mobil Oil Company bulk plant and the D -X Company bulk plant.
b. The rezoning to an industrial zone, the property owned by Mr. F. F.
Stice in the general area of the Frisco Railroad, east to Gregg Avenue
and south of Adams Street. Mr. Stice would like to use the lots front-
ing on Gregg Street for residential building and the lots bordering on
the Frisco Railroad for industrial building.
c. The request of property owners to rezone to I-lA the tract along the
railroad track, north of North Street from Gregg to Lawson. The property
owners wish the tract fronting on Gregg and extending 160 feet west
to remain R -1B Residential.
The public hearing date was set for Tuesday, October 24, 1961, at 4:00 p.m.
4. Mr. Palmer asked Mr. Christie to explain the restudy of the Major Street Plan.
Mr. Christie thought the city did not have the money to buy the rights-of-way
at this time. He did not think it possible to widen most of the streets the
Planning Commission had recommended to be widened.
Mr. Nelson stated that the Major Street Plan should be followed by a setback
ordinance. Mr. Nelson, Mr. Palmer, Mr. Lieberenz, Mr. Christie, Mr. Burgin,
Mr. R. Walden and Mayor Brown met and established realistic rights-of-way.
Mr. Nelson exhibited a map showing standard widths and working widths for
some of the streets. Building permits will be issued on the basis of the
working widths.

Miss Lighton moved that the Planning Committee recommend to the City Council
that they adopt by resolution the interim setback regulations (based on pro-
posed Major Street Plan revisions) recommended by the above mentioned com-
mittee and as reflected by the map dated October 3, 1961. Mr. Shreve seconded
the motion. The motion carried.
5. Miss Lighton presented the recommendation of the Subdivision Committee and
moved that the Planning Commission recommend Mr. Lieberenz be authorized to
issue a permit to Mr. Ed McCormick to build on his lot provided James Street
be extended to the west end of the lot and Mr. E. McCormick either (1) by
execution and delivery, dedicate a fifty -foot street (satisfactory to the City
Engineer) and with a turn -around -to the city, or (2) file a preliminary plat.
The Planning Commission further recommended there be no more permits issued
without submission of a subdivision plat, and Mr. McCormick provide in his
deed that the area included by the turn -around revert back to the property
owner when the street is continued. Mr. Shreve seconded the motion. After
discussion, the motion carried.
6.
Further study of "Home Occupations" was referred to the Zone Revision Committee,
Mr. Caudle asked about allowing roomers in restricted zones. Attention was
called to the minutes of the public hearing held August 15, 1961.
7. Mr. Cecil Harris' resubmitted preliminary subdivision plat was referred to the
Subdivision Committee.
• 8. Mr. Caudle moved that the Planning Committee recommend to the City Council that
they instruct the Building Inspector to issue a building permit to Mr. Crow
at 337 North Gregg to install required plumbing. Mr. Shreve seconded the
motion. The motion carried.
Mr. Palmer referred to the Zone Revision Committee the request of the City
Council for a study of zoning revision pertaining to residential occupancy
in the C-1 Neighborhood and C-3 Central Commercial Districts,
9. Miss Lighton moved that the Planning Commission recommend to the City Council
that the city accept the dedicated, deeded fifty -foot street with additional
extension across the lots necessary for it to tie in with Elm Street, but the
street not be opened until the property owners abutting on the street right-
of-way are ready to comply with the Subdivision Regulations. Mr. Shreve
seconded the motion. The motion carried following discussion.
10. Mr
Palmer made the following referrals:
a. Parking lots for the R -q area was referred to the Zone Revision Committee.
b. Mr. Lee Froud wants to buy property on Highway 16 East, west of the
Pemco Station, for a supply plant and to manufacture concrete drainage
pipe. Rezoning would be required for such a company in this location.
Miss Lighton moved that we refer Mr. Froudts problem to the Zone Revision
Committee. Mr. Caudle seconded and the motion carried.
c. Mr. McClinton (Sr.) has inquired about buying property on Cato Springs
Road for the purpose of subdividing. The Subdivision Committee was asked
to check with the Industrial Foundation and the Chamber of Commerce.
