HomeMy WebLinkAbout1961-08-11 Minutesw • MINUTES OF FAYETTEVILLE CITY PLANNING COMMISSION A special meeting of the Fayetteville Planning Commission was held at 7:00,p.m. on August 11, 1961. Mr. Clay Yoe presided. Planning Commission members present: Mr. Yoe, Miss Lighton, Mr. Young, Mr. McClinton, Mr. Palmer and Mrs. Siegel. Others present at the meeting: Mr. Bryan Walker, Mr. Raymond Nelson, Mr. Harold Lieberenz and Mr. Milton Tate. There was discussion of the buildings Mr. Tate plans to erect on Fifteenth Street, The Major Street Plan shows Fifteenth Street as having a 120 -foot right-of-way in which case the existing houses along this side of the street would be 2 feet or less from the Major Street Plan proposed widening line. The plan is to reduce the right- of-way, but this has not been done. A right-of-way of 60 feet would allow for a 29J - foot setback from the proposed widening lines which is within zoning setback require- ments. An 84 -foot Major Street Plan right-of-way would,according to the Building Inspector, give Mr. Tate the required front setback. According to the recommendations of the Building Inspector, Mr. Tate: 1. Should show a cut off on the west side of Lot 1 to tie in with Walker Street if Mr. Greathouse and Mrs. Johnson will give land for a curved street. For the present Mr. Tate is required to keep the turn -around on Tate Street. • 2. Mrs. Reese, east of Mr. Tate, will give a 25 -foot strip to make a 50 -foot strip for a street. 3. Mr. Tate has requested permission to use gravel streets. (One purposeof the meeting was to help Mr. Lieberenz determine the proper setback for issuing building permits; there was discussion of desired and present widths of streete Miss Lighton moved to recommend to the City Council that the preliminary plat of Mr. Milton Tate be approved providing that Mr. Tate shows a dedicated width of 50 feet in Block 1, lot 2 for street purposes; that we require an easement or a dedication for street purposes for 25 feet on the east end of Block 2, either by himself or by other property owners granting the land; that we refer to the City Council the granting of the request to build on lots 1, 3, and 5 of Block 1 with the recommendation that they observe a width of 84 feet for Fifteenth Street. The motion was seconded by Mr. Palmer. The motion carried. At 7:30 p.m., August 11, 1961, there was a combined meeting of the members of the City Council, Planning Commission, and the Board of the Chamber of Commerce to discuss the revision of the Major Street Plan. In addition to Mayor Brown, the following Council members were present: Mr. Short, Mr. Burgin, Mr. Thomas, Mr. Hatfield, Mr. Christie and Mr. Walker. • Chamber of Commerce members present: Mr. John I. Smith, Mr. Bill Dalton, Mr. Wes Gordon and Mr. William R. McNair. 42 Minutes of August 11, 1961 • Mr. Raymond Nelson showed a series of maps and spoke on the various phases of the Major Street Plan including street widths, grades and thoroughfares. Thoroughfare rights -o£ -way: Within City Outside City Primary 84 feet 125 feet Secondary 70 feet 100 feet Collector 60 feet 70 feet There was concensus that a by-pass in the southern part of the town be located on Fifteenth Street; that the right-of-way be 84 feet within the city and 100 feet outside the city. A clover -leaf where this east -west road intersects the Seventy -One by-pass or where Highway 62 intersects would be desirable. On the east, this road would connect with Clay Yoe's north -south road. There was concensus that Highway 180 be brought south to Township Road intersecting Highway 71 at the Wishing Well, extend east to Old Wire Road, extend west through the University Farm to Highway 112. An alternative would be to run Highway 180 down Gregg to North Street. Highway 45 is to be widened to 48 feet and will include a sidewalk leading to Bates School. The meeting was adjourned. is
